AN ACT INSTITUTIONALIZING EXPANDING THE COMPREHENSIVE BENEFIT
PROGRAM COVERAGE TO INCLUDE THE ACTIVE MEMBERS OF THE
PHILIPPINE DRUG ENFORCEMENT AGENCY KILLED OR WOUNDED IN
LEGITIMATE ACTIONS OR OPERATIONS AND CREATING A TRUST FUND
THEREFOR

Explanatory Note

Since taking office on June 30, 2016, President Rodrigo Duterte has carried out a “war on
drugs.” In June 2016, the Philippine Drug Enforcement Agency (PDEA) initially estimated that
13,661 barangays orabout 32.5 percent of the 42,036 total barangays were drug-affected.1

On 6 March 2017, President Duterte signed Executive Order (EO) no. 15, creating the
Inter-Agency Committee on Anti-Illegal Drugs (ICAD) with PDEA as the lead, to harmonize all
existing anti-illegal drugefforts and strategies of the government.2 Through the intensified
intelligence gathering and with the help of the communities, the Duterte administration established
the level of prevalence of illegal druguse in communities, and found that as of end-June 2017,
20,872 barangays or almost half (49.65 percent) of the barangays were drug-affected. For the first
time in our history, our governmentpursued a serious and concerted effort to fight illegal drug
abuse from the national governmentdown to the community level.

This administration reintegrates the implementation of the Comprehensive Social Benefits


Program (CSBP) for the Armed Forces of the Philippines and the Philippine National Police, and

their dependent. It is but imperative that we make comprehensive and institutional all reasonable
assistance that may be accorded them by the State.

The bill is expanding the coverage of the CSBP to the members of the PDEA. this bill
earmarks 20 billion pesos in trust fund to finance and make available six (6) types of assistance,
after consolidating and even expanding what the laws already provide, viz: a) special financial
assistance (SFA); b) shelter assistance; c) health and medical care assistance; d) educational
assistance; and e) employment and livelihood assistance. This fund shall be implemented and
managed by a Board called the Comprehensive Benefit Program Fund Board composed of the
Office of the President, the Department of National Defense, the Department of the Interior and
Local Government, the Department of Budget and Management, the Department of Finance, the
Department of Social Welfare and Development, the Commission on Higher Education, the
Philippine Drug Enforcement Agency.

It is the moral responsibility of the State to protect the protector of the nation. We have an
obligation to ensure that every servant is given the best chances at survival and development; that
they are protected and defended against threats to their lives and sources of insecurity and barriers
to their development – such as situations of armed conflict.

Immediate approval of this bill is eagerly sought.
