TERMS OF REFERENCE

An Expert for Monitoring of the Assembly of Macedonia

Background:

The First Children's Embassy in the World Megjashi (FCEWM; Megjashi) is a non-
governmental, non-partisan and non-profit organization with the purpose to protect
children and their rights.

Duration of Assignment:
1 external expert * 18 working days
Preferred period of assignment: July - December 2019

Purpose of the consultancy:


The purpose of this activity is to observe the work of the state Assembly of Macedonia
through monitoring the plenary sessions and the work of three working bodies of the
Assembly (Committee of Education, Science and Sport; Committee on Labor and Social
Policy; Committee on Health Care) in regards to representation of the children's rights
in the work of the state Assembly and its bodies. The findings from the monitoring
have to be stated in a Monitoring report.

Proposed venue: Macedonia


Dates of assignment: July – December 2019

The expert will be responsible for:

 Monitoring of the Assembly of Macedonia systematically (plenary sessions and


the work of three working bodies within the assembly - Committee of
Education, Science and Sport; Committee on Labor and Social Policy;
Committee on Health Care)
 To prepare a Monitoring report about the findings from the regular
monitoring. The report should cover review of the work of the Assembly on
plenary sessions and the relevant working bodies regarding the children and
their rights; conclusions form the monitoring and recommendations for better
functioning of this institution on the child rights issues. This report and
recommendations should strehthen the partnership with the parliamentarians
as well as to deepen the cooperation in developing and amendmentс of certain
laws which regulate children’s rights in order to improve the wellbeing of the
children.
 The data obtained from this monitoring will be used in the process of
advocating for amendments and supplements to the legislation about the
children and their rights
 To organize at least three meetings with the parliamentarians-members of the
following working bodies within the Assembly (Committee of Education,
Science and Sport; Committee on Labor and Social Policy; Committee on
Health Care)
 To organize a short presentation about the work of the Assembly for the
volunteers in the Children’s embassy Megjashi
 To be in constant communication with the project team during the
engagement
 Deliver documents and other deliverables on a timely manner
 To prepare and deliver monthly progress reports about the progress of the
engagement (six monthly reports)
 After the completion of the assignment should provide a Final report about the
engagement in Macedonian and English language.

Duration and timeframe


The contract of the assignment should be for 1 (one) external expert for 18 (eighteen)
days.

Qualifications and competences of the expert

 Advanced degree in social science


 Excellent analytical, oral and written communication skills in Macedonian and
English.
 Strong communications skills
 Strong interpersonal skills and the ability to communicate and work well with
diverse people.
