DALAM PELAKSANAAN PROPER DI BIDANG PERTAMBANGAN

Masalah lingkungan masih sering terjadi dilokasi sekitar industri pertambangan

sehingga kebijakan kementrian lingkungan hidup mengeluarkan Program
PROPER tersebut. Kebijakan ini menjadi topik peneliti dengan judul “Peranan
Dinas Lingkungan Hidup Provinsi Sulwesi tenggara dalam pelaksanaan Proper
dibidang Pertambangan”, memiliki rumusan masalah bagaimana peran DLH Prov.
Sultra dalam Pelaksanaan PROPER dan bagaimana mekanisme pelaksanaannya.
Tujuan peneliti ini adalah untuk mengetahui peran DLH dalam pelaksaan
PROPER dan Mekanisme pelaksanaanya. Penelitian ini merupakan jenis
penelitian studi kasus dan teknik analisis data yang digunakan adalah metode
deskriptif kualitatif. Teknik pengumpulan data melalui cara wawancara mendalam
(in-dept interview), dan dokumentasi. Informan penelitian berasal dari Kasi
Pemantaun lingkungan hidup di DLH Provinsi Sultra dan Staf di Bidang
Pemantauan Lingkungan DLH Provinsi Sultra. Teknik analisis data yang
digunakan adalah metode deskriptif kualitatif. Hasil penelitian ini yaitu DLH
Provinsi Sultra sampai sekarang ini masih melaksanakan PROPER. DLH Provinsi
sebagai pelaksana PROPER dalam pengawasan lingkungan hidup, dan DLH
Kabupaten hanya sebagai pendamping pelaksana. Untuk mekanisme
dekonsentrasi dimulai dari tahap persiapan, penguatan kapasitas petugas inspeksi
PROPER dan sosialisasi, pengumpulan form self assesment proper di provinsi,
Penilaian mandiri evaluasi form self assesment proper oleh provinsi, inspeksi
lapangan proper, penyampaian rapor proper provinsi, masa sanggahan proper
provinsi dan evaluasi sanggahan proper.

THE ROLE OF THE ENVIRONMENTAL AGENCY OF SOUTHEAST

SULAWESI PROVINCE IN PROPER IMPLEMENTATION IN MINING

Environmental problems still often happen in around of the mining industry, so

the policy of the ministry of environment publish the PROPER Program. This
policy becomes the topic of this research with the title "The Role Of
The Environmental Agency Of Southeast Sulawesi Province In Proper
Implementation In Mining", the formula of the problem in this research is how the
role of Environmental Agency in Southeast Sulawesi Province in the
Implementation of PROPER and the mechanism for the implementation. The aim
of this research is to find out the role of Environment Agency in implementing
PROPER and the mechanism of implementation. This research type is case study
research and the data analysis technique used is a descriptive qualitative method.
techniques of Data collection is through in-depth interviews (in-depth interview),
and documentation. The informants in this research are the Head of the
Environmental Monitoring Unit in the Environment agency in Southeast Sulawesi
Province and Staff of the Environmental Monitoring Unit in the Environment
agency of Southeast Sulawesi Province. The technical analysis data used a
qualitative descriptive method. The results of this study are the Environment
agency in Southeast Sulawesi Province, are still implementing PROPER. The
Environment Agency in Province is the executor of PROPER in environmental
supervision, and the District Environment Agency is only a companion in
implementation. The concentration mechanism starts from the preparation stage,
strengthens the capacity of PROPER inspection and socialization, collects the
proper assessment form in the province, evaluates the self-assessment of proper
self-assessment by the province, proper field inspections, submits provincial
proper report cards, the period of provincial proper objections and evaluates the
rebuttal proper.
