Dear Sir,
With reference to the subject noted above, I beg to inform your kind self that the problem of
unemployment of educated manpower has assumed serious proportions in the State of
Tripura. The number of registered unemployed educated people is currently more than 8
lakhs in the State. In the absence of any major private industry, the state government is the
major employer. However, as with the case of all other Government set up, the state
government provides employment only on the basis of its own need and cannot be expected
to employ the entire educated unemployed population of the state.
In this connection, I may point out that the skill development programme of the State and
Central Government has come as a boon for skill-based training and appropriate placement of
trained personnel. There is also a mandate that the organisations engaged in imparting skill
development training, also called the Training Providers (TPs) are required to ensure
placement of 70% of enrolled trainees. Unfortunately in many cases, TPs are not able to
achieve the target and many skilled and trained young boys and girls remain unemployed.
Specially, the rural and semi-urban unemployed youths are not aware about how and where
to approach for the right job and placement.
It may be mentioned that many of the unemployed educated and skilled youths of Tripura
show a marked reluctance to leave the State and seek employment opportunities elsewhere.
Tripurainfo.com being a socially motivated organization is willing to make its humble

contribution to offer a constructive solution to the problem by proposing to launch a
dedicated job portal for youth of the State who skilled as well as educated and hence
employable.
May I bring to your kind notice that tripurainfo.com has been already maintaining a
dedicated database of unemployed and skilled youths requiring employment for the past
several years and many educated youths are regularly accessing the database. There are more
than 1100 young and unemployed candidates are currently registered with our data-base and
in an average 15 to 20 unemployed youths are being placed through our network within and
outside the state.
An instruction/information in this regard from your end to the skill development trainees to
register their names with our proposed job portal will be of much benefit. Also, providing
financial assistance in terms of reimbursing the registration cost of the candidates for this job
portal will encourage them to take advantage of its features. I am pleased to submit before
you a proposal as attached with this letter for your kind perusal and consideration.

The employment situation in the State of Tripura is currently a matter of concern. On one
hand there is dearth of private sector investment and on the other hand, there is a growing
population of young,

Enhancing the employment opportunities of lakhs of people in the State is the urgent need of
the hour and is a high priority. A massive
and extensive sill development program
is currently being undertaken in the State
to train the unemployed youths in
different vocations so that they can find
gainful employment in the secondary and
the tertiary sectors of the economy. Skill
development initiatives are therefore
bringing hope to thousands of the
unemployed people in Tripura.
Another area of concern apart from dearth of employment opportunities in the State is the
unavailability of a reliable „one stop source‟ of information for jobs. The skill development
initiatives in isolation may not prove to be that effective unless there is a holistic ecosystem
around it for timely and effective job information. Another reason that the educated and
skilled population of the State are also not able to able to get job in time in various places
across the country is due to the absence of information about opportunities available in the
vocational sectors.
At the same time, the need is felt by several employers too from various parts of the country
to have timely information related to available workforce for the job opening that they might
in their respective organizations.

The proposed Tripurainfo Job Portal (TJP) shall have a holistic architecture and shall have
the following feature:
 Extensive: TJP shall have an

extensive database of various

employers/organizations from
sectors like:

o Private employers
(SMEs, Corporates)
o NGOs/CBOs/Faith
Based Organizations
etc.
o Training institutions
o Industry associations
 Detailed: Complete details of all registered job seekers, job opportunities with
comprehensive job descriptions
 Dynamic and easy to navigate: The portal shall be dynamic in nature and easy to
navigate. Portal will be easy to understand and with pictorial representations
wherever scope exists
 Online counselling: The portal shall have a dedicated section for online counselling.
A dedicated online chatting with counsellors shall be made available to the
candidates seeking information, guidance and career counselling. Also webinars will
be organized from time to time
 Human Interface: Apart from human counselling, the portal shall have a provision for
human interface too where in candidates shall be directed to a counsellor through
phone
 Knowledge Reports: A dedicated section shall contain various knowledge reports,
industry reports, white papers, analytical information on particular sector,
employment trends, statistics etc. which the candidates as well as the employers can
access
 Bilingual: Initially, the proposed portal will have bilingual features so that its
accessible to a larger range of candidates. Many of the candidates in the vocational
areas and who have acquired a particular skill after elementary education may not
find English as a comfortable medium of navigating the portal
 Linkages: The portal shall be adequately linked with websites of a number of other
organizations, government line departments, industry bodies etc.
 Registration and Updations: Both the candidates and the employers shall be able to
register online, access anytime and make necessary modification or updation of their
own records
 Job Alerts: Online

 There shall be provision for the candidates to lodge complaints/grievances and have
recourse to their redressal

the sector in which the candidate specializes
 Tripurainfo shall also organize “Job Melas” (Job Fairs) from time to time, thereby
providing a platform to both candidates and employers to meet face to face and meet
job requirements
 The online portal shall be adequately supported by mobile applications job
opportunities, sponsorship, information etc.
For Employers/Organizations
 Employers/organizations will have a secured account page though which they can
post their respective jobs
 Tripurainfo Job Portal shall provide assistance to organizations to develop suitable
job descriptions for their jobs based in their requirements
 There shall be dedicated section for various training institutes/vocational centres
through which they can advertise training programs

 One of the special feature of Tripurainfo Job Portal is that it will have a
dedicated section and a dedicated database for candidates who are differently
abled
 Candidates shall be offered resume building services
 It shall be based on a modular architecture and shall be scalable to be able to
accommodate growing demand of the job market

4. Organizational Competence
 Tripurainfo.com has already been running a job portal for the last several years.
Currently it has over a thousand registered users of the portal
 Tripurainfo.com has been successfully placing candidates over the past years in
different jobs in the State of Tripura
 It has provided manpower services to TSECL for content updating and uploading
to the official website of TSECL, under Power Dept. Govt. Of Tripura
 Besides, as an organization, it has been offering ITES based services like:
o Customer care centre for TSECL operation under R-APDRP (Part-A)
Project of TSECL to deliver the services to electricity consumers in
Tripura
o Farmers Portal and Kisan call centre for providing Agri, forest and ARDD
related information to the farmers of Tripura
o Content service for state portal & 20 nos of departmental portal under IT
Department, Govt. Of Tripura
o Farmers Portal and Kisan call centre under Horticulture directorate
o Training on web-technologies for rural development institutions in Tripura
o Design and development of MIS software , programming of data sheet,
report generation under Tripura JICA project
o Website design & incorporation of financial management information
system (FMIS) software for TMCDCL
o Website development and content creation for a number of Government
line departments
5. Financial Assistance Sought

Tripurainfo Job Portal shall be developed and maintained by Tripurainfo.com as an
organization on its own cost. Tripurainfo shall also take up the necessary cost of an
aggressive advertisement of the portal through print media, electronic media, online
platforms, social media apart from conducting workshops, seminars, personal meetings
etc.
Following this, Tripurainfo.com proposes to charge the following:
 One time registration fees of Rs 500 from each candidate for registering and
accessing the website
 Annual registration fees of Rs 5000 from each organizations for registering and
accessing the website
 Rs 200/candidate for resume building services (3 times in a year)
 Rs 500/candidate for sponsoring a matching profile
 Recruitment Service: For employers, we shall charge at a flat rate of Rs.
2,000/recruitment. This service shall cover all aspects of recruitment on behalf of
our client. The client would not pay any other cost related to the recruitment
process – only the one time fee per recruit.
 Our standard Recruitment Services also include the following additional services
at no cost to the client: 24hr access to our Recruitment Tracking database where
clients can track the processing steps of the recruitment process
Considering the current number of unemployed people in the State of Tripura, it is expected
that in the first year, a minimum of 100,000 candidates shall register themselves into the
portal. The form of assistance sought by Tripurainfo.com is as follows:
 Assistance in the form of the department for reimbursement of Rs500/candidate as

the registration fees. This will encourage the candidates to register and take
advantage of a number of job advertisements in the portal.
 Considering the expected number of 100,000 candidates registering in the first year,
the translates into an assistance of Rs 500,00,000 (Rs 5 Crores at the rate of
Rs500/candidate)
 Various Government line departments can extend their support to the website by
taking annual registration at a rate of Rs 5000
The support in the form of reimbursing the registration cost of thecandidates to a portal
like Tripurainfo Job Portal shall be of much relief to the poor and needy unemployed
youths of the State. This will also enable them to have access to a wide range of holistic
and timely job related information and updates which will be continuously provided by
