Fast Return from GSM to Utran/LTE

UR 14

By: Qasim Abbas & Sarah Shahid

Background

• In an area with GSM, LTE and WCDMA deployed, MS resides on LTE

• On call establishment, the MS transfers to GSM/WCDMA from LTE, depending on

the network conditions

• After returning to IDLE mode, the MS initiated Location Area Update procedure
and reselects to LTE/WCDMA from WCDMA/GSM, depending on network
conditions

• If Fast Return switch is turned on, the MS directly reselects to LTE/WCDMA

WCDMA/GSM) ends a call in 1:Channel Release with UTRAN
GSM, it should return to 3G Neighbor Cell
network as soon as possible. 2:Channel Release with UTRAN
Based on the 3GPP Neighbor Cell after handover
specification, the "Cell from UTRAN to GERAN
selection indicator after
release of all TCH and
SDCCH" indication in the
Channel Release message
can carry 3G neighbor cell
information to let the terminal
return to 3G network, this
parameter is for control if 3G
neighbor cell is carried.

threshold value. When the
average receiving level (RLA_C)
of this cell is lower than the lower
threshold (0 to 6) of this
parameter or higher than the
upper threshold (8 to 14) of this
parameter, the UE starts to
search for 3G adjacent cells.

RelEUtranStrategy This parameter specifies the 0~2 1

policy for filling a channel release
message with the information of
an E-UTRAN neighbor cell so that
an MS can quickly reselect the E-
UTRAN cell after call completion.
The parameter value 0 indicates
that the BSC selects the E-UTRAN
neighbor cell with the best signal
quality from all measured E-
UTRAN neighbor cells to fill the
channel release message.
The parameter value 1 indicates
that the BSC fills the channel
Release message with the
configuredE-UTRAN neighbor cell.
The parameter value 2 indicates
that the BSC prefers to fill the
channelrelease message with the
measured E-UTRAN neighbor cell
with the best signal quality. If no
measured E-UTRAN neighbor cell
is available, the BSC fills the
message with the configured
E-UTRAN neighbor cell.

the local cell is lower than this

(meaning the parameter value is 8-
14), the UE starts searching for E-
UTRAN neighbor cells. 7 means
