1.Outline of the pilot study

1.1. Background
It was found that Limnoperna Fortunei has occasionally occurred in the U-BCF system of
water treatment plant of Haiphong Water Joint Stock Company. It adheres in the U-BCF raw water
inlet pipe and inside of the U-BCF system where it is extremely difficult to be removed, and
Limnoperna Fortunei obstructs stable operation of the U-BCF system. Therefore, the preventive
measure shall be conducted to suppress the occurrence of Limnoperna Fortunei using the sodium
hypochlorite injection system.

Although the sodium hypochlorite can suppress the occurrence of Limnoperna Fortunei, it is
extremely risky for biological treatment due to its biocidal activity. If the excessive amount of sodium
hypochlorite were injected with inappropriate operation, the dysfunction of biological treatment would
be caused in the U-BCF system. In order to prevent it, the automatic control system shall be adopted
for the sodium hypochlorite injection system with the operation control sequence based on this pilot
study.

For the above, the contractor shall carry out the study using sodium hypochlorite.

1.2. Objective of the study


The objective of this study is to confirm the most effective injection measure (injecting
position, concentration, time and cycles, etc.) of sodium hypochlorite against Limnoperna Fortunei
inside of the U-BCF system for stable operation.

1.3. Site of study and the request to the Client


・ Site of Study: Vinh Bao WTP, Hai Phong City
Based on the site survey, we, KOBELCO SANKYU JOINT VENTURE (to be referred to as
“KOBELCO SANKYU JV”), would like to propose to carry out the pilot study at Vinh Bao
WTP where the sodium hypochlorite injecting system have been equipped.

・ KOBELCO SANKYU JV would like to ask the Client to provide utility (electricity), laboratory
instruments (ex. beaker, pipette, etc.), consumables (ex. clean water, sodium hypochlorite), water
analysis, and work assistance.

2. Technical Method

2.1. Injecting position of Sodium hypochlorite


Sodium hypochlorite injecting system will be modified as shown in Fig. 1.

Sodium hypochlorite will be injected into the distribution tank, as subsequently flowed into No.1
U-BCF.

The injecting pipe for the sodium hypochlorite will only be installed at the inlet pipe of No.1 U-
BCF. The purpose of above conditions is to compare No.1 and No.2 U-BCF as “with and without
injection”.

Note: If there are any differences between (1) the injecting system which is existing at Vinh Bao
WTP and (2) the proposed injecting system (as seen in Fig. 1), KOBELCO SANKYU JV would
like to modify them to ensure a smooth operation of the pilot study.

2.2. Injecting procedure of Sodium hypochlorite
Free residual chlorine will suppress the occurrence of Limnoperna Fortunei, but will also affect
the U-BCF performance. So, in this pilot study, KOBELCO SANKYU JV would like to
periodically inject the sodium hypochlorite from lower injection rate in accordance with the
following procedure.
1. Procedure of determination of the injection rate
1) Take a raw water sample from the distribution tank.
2) Confirm the chlorine consumption in the raw water by adding the sodium hypochlorite into
the sampled water.
3) Determine the injection rate by considering the chlorine consumption in the raw water.
ex. If the free residual chlorine concentration at the inlet of the U-BCF is 0.2 mg/L, and the
chlorine consumption in the raw water is 1.0mg/L, the injection rate at the distribution
tank need to be 1.2 mg/L based on the calculation as below.

Free residual chlorine concentration at the inlet of the U-BCF : 0.2 mg/L
+ Chlorine consumption in the raw water : 1.0 mg/L
= Injection rate at the distribution tank : 1.2 mg/L

2. Pattern of periodic injection


In this pilot study, the “free residual chlorine concentration at the inlet of the U-BCF” would
be the parameter, and the fixed condition would be “time and cycle”. KOBELCO SANKYU
JV would like to offer the “time and cycle” as below, however, the optional plan can be
discussed with the Consultant and the Client upon the request.

2.3. Water sampling method
In this study, the sodium hypochlorite will be periodically injected into No.1 U-BCF as No.1 U-
BCF is assumed to show some different performances from No.2 U-BCF right after the injection.
KOBELCO SANKYU JV would like to receive the routine water quality analysis data from
Vinh Bao WTP in order to recognize the influences.

・ Frequency: Once a week (normal sampling time at Vinh Bao WTP)


Injecting time of sodium hypochlorite will be adjusted based on the above
sampling time so that the treated water can be analyzed soonest.
・ Analysis items: as listed in Table 1.
・ Sampling positions: Raw Water - Distribution tank and Treated Water - Sampling valve (as
shown in Fig.1)

2.4. Evaluation method


・ Evaluation for “Stable operation of the U-BCF system”
- Water quality items for judging the U-BCF performance: N-NH4 and d-Mn
- Evaluation criteria of N-NH4 : < 0.2 mg/L
- Evaluation criteria of d-Mn : < 0.1 mg/L (referred from “Preparatory Survey Report”
issued 2015)
- Before starting the periodical injection of the sodium hypochlorite, “Free residual
chlorine concentration at the inlet of U-BCF” shall be determined respectively. If the
previous result of the U-BCF performance was acceptable, the subsequent Free residual
chlorine concentration would be increased a little more after the confirmation with the
Consultant and/or the Client.
・ Evaluation for “Suppressing the occurrence of Limnoperna Fortunei”
- Temporarily remove pipes indicated as “Visual Observation Section” in the Fig.1.
- Observe and compare the adhered Limnoperna Fortunei on the internal surfaces of the
above mentioned pipes of No.1 and No.2, and take photos for the record.
- Hearing from the WTP staff if the troubles such as flow meter indication error had
occurred.
- Hearing from the WTP staff if they did the cleaning for prevention of such trouble.
