ABSTRACT

This study has been conducted to know the views and ideas of the

respondents of a family friendly city. The researchers surveyed the community of

Lancaster in each of its respective villages with five families each. Based on the

findings of this study, Lancaster New City is family friendly city as perceived by the

residents but there are still many things to be improved such as streetlights, shuttle

service, parks, entertainment, playgrounds for children and the houses.

CHAPTER 1

THE PROBLEM AND ITS BACKGROUND

Introduction

This study is all about the Lancaster New City; A family friendly community.

This study helped the researchers to define and how to have a family friendly

community. The researchers chose Lancaster as their groundwork or basis since

this place has a huge population and some of the researchers belong to this

community. This study helped the researchers and its readers to know what is good

for a family and to consider some things that a community should have. 1

The researchers knew how the community affects a family and the relations

between the child and the parents. Community can affect lives and through this

study, the researchers were able to adopt and see both the good and bad things in a

community. This study highlighted an individual’s want for his/her family to have a

better place to live in. This study gathered information, opinions, perceptions and

suggestions to have a better understanding of what a family friendly city really is.

The study defined what a family friendly is and the things that must be

considered by a community for an area of improvement. This study enlightened not

only the researchers but also the respondents by having a basis of standards on

choosing where to live.2

Background of the Study

LNC has more than 1,000 hectares covering Imus, Kawit and General Trias.

LNC is primed to become Cavite’s first full-fledged “New Town” development. Being

just 15 minutes away from Cavitex, LNC is set to become the most accessible

development of its kind from Manila.3

Lancaster New City Cavite was launched in 2007, a flood-free area with an

initial land area of 50 hectares only. The first housing project offered and sold was

Lancaster Residences. Then in 2009, Lancaster Villages Phase 1 and 2 were

opened followed by Kensington Village in 2010 while Sommerset Village and

Manchester were launched in 2011. Through the years, Lancaster New City Cavite

keeps expanding that as of today it has grown into 1,400 hectares.

The House Models and Location of Villages in Lancaster New City Cavite are

as follows:

Kensington Village is located inBarangay Navarro, Gen. Trias. This village offers 3

townhouses model:

1. Alice – 40 sqm floor area, 40 sqm lot area, townhouse, 2 bedrooms, 1 toilet, 1

car garage

2. Catherine – 50 sqm floor area, 50 sqm lot area, townhouse, 3 bedrooms, 2

toilet , 1 car garage

3. Diana – 60 sqm floor area, 50 sqm lot area, townhouse, 3 bedrooms, 2 toilet,

Sommerset Villages are also located in Barangay Navarro & Pasong Camachile 2,

Gen. Trias. This village offers 2 single house model:

1. Sophie – 52 sqm floor area, 80 sqm lot area, single, 3 bedrooms, 2 toilet, 1

car garage

2. Margaret – 72 sqm floor area, 100 sqm lot area, single, 3 bedrooms, 2 toilet,

1 car garage

Manchester Villages are also located inBarangay Navarro & Pasong Camachile 2,

Gen. Trias. This village offers 2 single attached house model:

1. Gabrielle – 84 sqm floor area, 120 sqm lot area, single, 3 bedrooms, 2 toilet ,

2 car garage

2. Alexandra – 100 sqm floor area, 120 sqm lot area, single, 4 bedrooms, 3

toilet, balcony, 2 car garage

Lancaster Villages are located in Kawit and Imus City. This village offers 2 single

house model:

1. Haven – 80 sqm floor area, 85 sqm lot area, single, 4 bedrooms, 2 toilet , 1

car garage

2. Colleen – 60 sqm floor area, 80 sqm lot area, single, 3 bedrooms, 2 toilet , 1

car garage.

Lancaster New City involves the most important aspects of the lives of its

residents. First is to Live.Lancaster New City evolved into a complete community

that currently has a selection of two-story townhomes and two-story single attached

homes designed for young professionals, start-up families and bigger growing

families. Each home is efficiently laid out to have sufficient space for the dwellers to

comfortably move around inside the house. Residents of selected house models

have their very own Family Courtyard or Family Enclaves, outdoor spaces either at

the back or in front of each single attached home where children may safely play or

they may have their special private gatherings.

Second is to Learn. More than just providing homes, Lancaster New City

sought to make high quality, affordable education accessible to its residents. St.

Edward Schools (SES), an educational institution made for the entire Lancaster New

City community, gives families the option to send their children to a school that

prides in raising globally competitive students with a strong sense of character. In its

fourth year, St. Edward Schools has already reached a population of almost 2,000

students. Its first community school, St. Edward Faith Community School, also

began its operations this school year (SY 2015-2016) to address the growing

demands of the current Lancaster New City population. Soon, more community

schools that are designed to be safely near residential areas will be established for

the residents’ convenience.

Third is to Work. Lancaster New City also has a transport system that would

easily bring the residents from their place of work to their homes in less time. As of

2015, Lancaster New City’s transport system already has a shuttle that brought

residents from the Lancaster New City Transport Hub to the South West Integrated

Provincial Transport Terminal (Coastal Mall) and vice versa. Inside Lancaster New

City is the pioneer IT Park of Cavite, SuntechiPark. Being Pro-friends’ first office IT

Park development, SuntechiPark is designed to give the residents an option to work

close to home, thus giving them more time to spend with the family.4

Fourth is to Play. Acknowledging the need for families to constantly bond with

each other, Lancaster New City will be building Downtown Lancaster, a 25-hectare

commercial-business-lifestyle district that will provide retail and leisure activities to

both office workers and its residents.

Within Downtown Lancaster, residents and office workers alike will enjoy the

convergence of Suntech iPark with the Square, its commercial area, and Central

Greens. The Square will be a sprawling commercial center that houses several

commercial and retail establishments. In 2013, The Square already opened its first

commercial building and houses a selection of restaurants, wellness boutiques, and

other service centers. Central Greens will be a place of relaxation amid the

commercial and retail districts with its tree-shaded pathways, pocket gardens, and

children’s playground.

And last is to Pray. A community will never be complete without a place of

worship where parents would teach their children about the importance of faith. At

the heart of Lancaster New City is the Church of the Holy Family. Built in 2012, the

Church of the Holy Family became a place of worship where families may attend

Sunday Mass, hold their wedding vows and ceremonies, or celebrate the Simbang

Gabi tradition. This is Lancaster New City, the Family-Friendly City delivered by the

Pro-Friends to be true to its company mission of creating communities and

transforming lives.

“Living in the big city isn’t exactly appealing for new and growing families as the

hustle and bustle of everyday life in the metro can be too stressful.”5 It is ideal to

have a nice home in an equally appealing community, a peaceful and secure home

for the family near the conveniences you need.

Lancaster New City indeed is a good city. Progress can be seen throughout the

community. The housing is good and the foundation is strong as stated that pre-cast

was used to build the houses instead of hollow blocks. It is also almost complete,

with a grocery store, Lancaster Square, St. Edward Integrated School and The Hoy

Family Church. Except that it doesn’t have yet an actual mall and an office which will

offer diverse jobs or maybe call center or other jobs that do paper works.

Scope and Limitations of the Study

The scope of this study is the Lancaster New City Residence. Five people

from each subdivision namely Lancaster Village, Lancaster Residences,

Sommerset, Kensington and Manchester, were interviewed by the researchers. The

limitations of this study are (a) data can be gathered only from people who are from

Lancaster New City and (b) the population of Lancaster New City is too big for the

researchers to gather information from all of them.

Significance of the Study

Family is the basic unit of the society thus having a safe and conducive place

for the children to study can have a positive impact on how they will grow and

contribute to the community and the country.

The findings of this study determined what makes up a family friendly

community and it helped families in choosing a place to live in and raise their

children. This is a crucial decision; after all where they choose to live can affect

everything from their kid’s education to their family’s social life. This study also

contributed in the area of development for Lancaster New City by providing them

suggestions on how Lancaster New City can improve as a family friendly city.

This study have given an opportunity to the respondents to voice out what

they think is missing in Lancaster New City and what are the areas that need

improvement. Furthermore this study also gave the respondents a chance to

formulate suggestions to improve Lancaster New City. As for those who are

planning to build a community, this has served as a guide on what the people want

and need in a community. For the researchers, it helped uncover critical areas in the

process of building a family friendly community that other researchers were not able

to explore.

Definition of Terms

Child – is a human being between the stages of birth and puberty

City – a place where people live that is larger or more important than a town

Civilization – a particular well-organized and developed society

Community – a group of people who live in the same area

REVIEW OF RELATED LITERATURE AND STUDIES

Foreign Literature

Virginia Beach is one of the top 10 best cities for families who want art. The

Virginia Beach has a gorgeous and nice vacation spot. This place has an outdoor

entertainment options.6 It has a beautiful vacation spot that gives importance to the

street art with 249 square miles of land and 51 pieces are displayed, just to give the

culture to the community. On the environmental side, this place has studies on how

to extend the Tide Light Rail System from nearby Norfolk.

Boulder, Colorado is the 10th best city in America to raise a family. Who is

the person who does not want to wake up to the gorgeous Colorado Mountains?

This place has fresh air and nice environment, this place also has a low crime rate

which is much lower than the US average crime rate. From the town’s Pearl Street, it

has an inspiring scenic area and an exciting urban culture. This place builds cultural

divers and intellectual children.7

Durango, Colorado is one of the top 100 best small towns with the

population of 17,268. The San Juan Mountains hold opportunities for the residents to

go mountain biking, hiking, kayak, and fishing. Durango is full of old heritages. This

place has a modern entertainment scene. A lot of guests come to experience the

snow down festival.8

Phoenix, Arizona is one of America’s 12 best big cities to live in right now. 9

It has a median annual salary of $45,840. Phoenix has more sunny days than the

other cities in the US. It has a successful job market, variety of shops and

restaurants, and has a lot of outdoor activities that’s why residents are happy in the

long-term.

City governments and civil society consolidated their recommendations at an

Inter-City Meeting of Child Friendly Cities, which was attended by representatives of

community leaders – adults and youth.10

First is to incorporate child rights programs into the barangay development

plan and financial plan for child friendly barangays. This entails Barangay Captains

and Councils learning more about child rights and how to work well with NGOs and

POs, as well as how to integrate appropriate programs into barangay governance,

with some kind of clear responsibility for results then take concrete steps to improve

child and youth participation in decision making, including strengthening the

“Sangguniang Kabataan”, the Barangay Council for the Protection of Children, and

related local special bodies.

Second is to target the more vulnerable youth, and gear the SK, the BCPC,

and local organizations to give particular attention to their needs and rights to

improve advocacy and access to services for children and to monitor performance in

terms of unreached children.

Third is to provide substantially more educational assistance to the youth at

the primary and high school levels and to assist parents and other adult household

members in acquiring a regular employment and livelihood and to equip them with

the skills and capital that is necessary to pursue business opportunities profitably,

taking gender issues into consideration.

The Institute of Philippine Culture (IPC) researchers consolidated and

complemented to adopt strategies aimed at reaching the poorest and most

disadvantaged children. This entails participatory processes involving male and

female community residents, including children, youth and adults. This also entails

training young people to handle modern information and communications technology

to strengthen people’s organizations to be autonomous and empowered civil society

groups. This calls for collaboration with Non Governmental-Organizations (NGOs)

and other civil society groups to develop the Couples for Christ (CFC) programs

together with Non-Profit Organizations (NPOs), NGOs, and other civil society

groups, emphasizing participatory processes in governance.11

Foreign Study

There is a lot more to Amsterdam than the red light district. In fact, with

paddle boats and bike paths galore, it is really fun to give it the green light for a next

family adventure. Eating is easy and photo ops abound in this walkable, bikeable,

boat-able city. Patat met or the Dutch fries will keep hunger at bay while taking in the

sights possibly stopping to smile in an oversize Dutch clog or perhaps with the pair

one will plan to bring home.

In Dublin, it is not just the Irish eyes that will be smiling upon touching down.

The welcoming locals will have everyone smiling from the top ‘o the morning ‘til the

rise of the moon. With relatively short direct flights and no language barrier, Dublin is

the perfect starter-city for a family of aspiring adventurers.

Paris isn’t just for romantics in the spring. It is for everyone all year long. Kids

will love the boulangeries on every corner. It is to navigate the Metro and to catch a

view of the Eiffel Tower from vistas around the city.12

Meet gelato in the city of ancient history and modern cuisine. The locals of

Rome love kids, and they love food.

One could never go wrong in settling in London which gave the world

Paddington Bear, Peter Rabbit, Mary Poppins, Peter Pan and Harry Potter. There

are even real life princesses and castles to die for.13

Kids have been called the “indicator species” of healthy cities. If a street

network works well for a five-year-old riding a bike, chances are it works for

everyone else. If transit service is safe and frequent enough for parents to feel

comfortable allowing teenagers to use it at night, others will use it too. The

Northwest’s largest cities are doing a good job of holding onto their kids. But to

realize a vision of compact, lively, dense, and truly diverse urban neighborhoods,

there’s much more work to be done.

This Sightline series explores the building blocks of great kid-friendly cities:

ample affordable housing units appropriately sized for families, zoning laws that

allow courtyard and other housing types, public schools in our downtown corridors,

streets that provide a buffer between unsteady toddlers and speeding cars, buses

that accommodate strollers, and communal spaces that do double duty for parents

and their kids.

Local Literature

The top 10 best cities for families or in other words the top 10 best family

friendly cities all have one thing in common and it is that they are all family invested.

These cities have plenty of indoor and outdoor activities to keep the family busy and

happy and they have beautiful landscapes perfect for relaxing after a day of bonding

with the family.The top 10 best cities for families are selections that are based on US

census data, FBI crime statistics and reports from the Bureau of Labor Statistics.

The tenth city is Madison, Wisconsin. Ninth is the Virginia Beach, Virginia.

Eight is Raleigh, North Carolina. Seventh is Worcester, Massachusetts. Sixth is

Richmond, Virginia. Fifth is Allentown, Pennsylvania. Fourth is Dallas, Texas. Third

is Nashville, Tennessee. Second is Colorado Springs, Colorado and Boston,

Massachusetts is the first in the list of Top 10 best cities for families.14

There are seven categories that can determine a family friendly city which are

median income, overall cost of living, housing affordability, commuting delays,

percentage of families owning home, crime rate and education quality. These seven

categories will let you know if your city is family friendly.

“Life is good for many families in the Pacific Northwest, third largest city

with lower costs and less crime than the regions two biggest metros Seattle and

Portland. And there’s the local powerhouse football team, the Boise State

Broncos.”15

Berlin is child and family friendly. It has an area of child care which is the

child’s right to day care or whose parents have demonstrated a need for day care

with. It also has a wide set of entertainment and vacation options for the whole

family. Berlin having roughly 2,000 day care centers and wide variety of parks with

modern playgrounds, pools and beaches on the lakefronts, two zoos and tons of

“entertainment and vacation options” for the whole family. Overall Berlin’s

community is family friendly with guarantee of “high quality of life” with such “options”

Berlin has been a family friendly city since.

According to Berlin Officials, district-level alliances and the city wide Berlin-

Alliance for Families advocate for a child and family friendly city.

Family friendly communities are communities where families enjoy housing

that is affordable, child care, parks to play in, quality schools, and safe

neighborhoods.16

Aside from a clean, comfortable and friendly environment, there are also

other factors that make up a family friendly community, like quality schools, law

enforcements, recreational activities and creative arts.17

London would be one of the most family friendly city in the world with

tremendous playgrounds and glorious parks in almost every neighborhood, and it

also has a vast range of museums and sporting venues to entertain the whole

family. It has a lot to offer including its tourist spots for a relaxing venue from the

Tower of London to the changing of the guard. There’s also a great history to

London for the whole family entertainment.Overall, London is perfect for being called

a family friendly city.18

“There’s much in London that will bring history plus most of its major

museums are free to enter.” “London has plenty to entertain young visitors.” 19

Everyone wants the best for their family. Perhaps it’s a city consisting of

suitable households to grow up in, a proper school system, a safe town with a low

crime rate,bustling with culture, with fun things to do, and people with similar goals

and mindsets to give children the determination they need and the inspiration they

need from their community.

Five cities and municipalities across the Philippines were named "child

friendly” by the government, recognizing efforts to protect, promote, and preserve

the rights of children. The five cities and municipalities awarded are: Tubigon, Bohol

for the 1st-3rd class municipalities category; Villaverde, Nueva Vizcaya for the 4th–

6th class municipalities category; Tagaytay City for the component city category:

Davao City for the highly-urbanized city category; and Santiago City, Isabela for the

independent component city category.

Interior and Local Government Secretary Manuel Roxas II awarded these

towns and cities with the “Presidential Award for Child-Friendly Municipalities and

Cities" for creating “child-friendly environments” in their respective localities.The

awarding was held Wednesday at the University of the Philippines in Quezon City.

The presidential award recognizes the excellent performance of municipalities

and cities that serve as models in upholding and promoting children’s rights at the

community level.

The Department of Interior and Local Government also launched the "Seal of

Child-Friendly Local Governance" for provinces, cities, and municipalities to further

promote the need to protect children's rights.20The Seal of Child-Friendly Local

Governance is the latest addition to the seals that the Department first launched by

the late DILG Secretary Jesse Robredo.The seal aims to honor deserving local

government units.It will check government performance in promoting children's

rights.

The Child Friendly Movement (CFM) in the Philippines is a multi-partnership

network of communities, local and national governments, as well as the private

sector, NGOs, religious communities, and the media to meet children’s needs and

realize their rights. The CFC Movement envisions a child friendly city/community as

one that pursues and ensures child well-being. It is a strong political force that

influences the socio-political agenda for children and youth.

Local Development Plan for Children (LDPC), Local Investment Plan for

Children (LIPC), Local Code on Children (LCC), and Local State of Children Report

(LSCR) are committed as four gifts to children.

In addition, 24 goals have to be fulfilled, as defined by the Philippine National

Strategic Framework for Plan Development for Children formulated by the Council

for the Welfare of Children. The goals are expressed in terms of indicators to attain

health, nutrition, education, protection and participation of children in socio-cultural

and development activities. The fulfillment of these goals is the base to be

acknowledged as child friendly through the institutional Presidential Award. The list

of indicators is monitored through computerized monitoring systems. 21

Local Study

Lancaster New City’s initial phase of development is set to plant its roots in the

community and eventually grow into a full-fledged "new town", similar to the ones we

currently see in prime locations around Asia.22 Shopping is just around the corner

with Lancaster square. Quality education is just a few blocks away at the St. Edward

Integrated School. Family fun and celebrations are right next door at the Leighton

hall clubhouse, with a pool and function rooms for special events. The church of the

Holy Family is just within walking distance, and work can be just a few minutes away

Lancaster new city is set to become the most accessible new town from Manila, and

first of its kind of development in Cavite.

Deeply rooted in understanding the needs of the Filipino family, Pro Friends

dared to make a difference by delivering a one-of-a-kind township community near

Synthesis and Relevance of the Reviewed Literature

The review of related literature contains information about what qualities and

characteristics a family friendly city has.

A family friendly city is child-friendly, safe for all members of the family,

secured, with good housing that is affordable, accessible, with quality education,

bustling culture, fun things to do, suitable households to grow up in, a proper school

system, low crime rate, successful job market, variety shops and restaurants,

entertainment, indoor and outdoor activities and safe neighborhoods.

Virginia, Colorado, Arizona, Amsterdam, Dublin, Paris, Rome, London,

Wisconsin, North Carolina, Massachusetts, Pennsylvania, Texas, Tennessee, Berlin,

Bohol, Nueva Vizcaya, Isabela, Tagaytay City and Davao City are places that are

family-friendly.

A family friendly city is not only clean, comfortable, and has a friendly

environment. There are also other factors that make up a family friendly community

like the five pillars of LNC which are live, learn, play, worship, and work.

RESEARCH METHODOLOGY

Research Design

The researchers used phenomenological research design. The goal of

phenomenological research is to describe the lived experience of the Lancaster

residents with the use of interviewing. This design helped the researchers to

determine what makes up a family friendly city and to know what more

qualities/characteristics can make Lancaster New City more family friendly city. The

researchers have interviewed five families, each from Lancaster Residence,

Lancaster Village, Somerset, Kensington and Manchester to further understand their

experience living in the Lancaster New City.

Research Participants

This study’s research participants were families living in Lancaster New City.

The researchers have interviewed five families, each from Lancaster Residence,

Lancaster Village, Somerset, Kensington and Manchester. All in all the researchers

have twenty-five families as respondents.

Data Gathering

The data for this research was collected using interview. The researchers

have formulated the questions based on their problems. The questions lead to the

discussion of the differentideas, views, opinions and experiences of the different

families. The researchers also used questionnaires to gather data. The

questionnairewas composed of three questions and the demographics of the

respondents.

Sampling Technique

The sampling technique used in this research was Random Stratified

Sampling. Random samples were taken from each stratum. The researchers have

divided the population into strata, five families from Lancaster Village, Lancaster

Residence, Somerset, Kensington, and Manchester.

are 2, 3,4,5,6 and 9 but the most listed household size is 5.

SUMMARY OF FINDINGS, CONCLUSION, RECOMMENDATION

Summary

The researchers of this study determined what family friendly is and knowing

the benefits of having a family friendly city, this study used references to strengthen

the topic.

The researchers formulated questions for survey to know what Lancaster

New City Residence’s ideas and views are about a family friendly city. The

researchers have done survey in Lancaster and chose five respondents on selected

villages. Some of the respondents are students and parents who live inside

Lancaster.

Based on the research findings, there are a lot of areas for improvement of

Lancaster like the shuttle service, the car parks and for it as a whole to become

more family friendly.

Conclusion

A family friendly city is a place where families are taken care of. This can be

done by providing families a comfortable place to live in. A city or community should

be able to provide the needs of families like a clean environment, fast transportation,

nearby malls or entertainment centers, a church and a quality school for the children

as well as an opportunity to work for the adults.

Lancaster New City offers a place where families can live, learn, play, worship

and work. For the residence of the Lancaster New City, live means living in a house

within a safe and quiet community where all they need is in there and they can

enjoy. Learn refers to the school where in children are given quality education in

order for them to gain knowledge and learn so that they can have a better future.

Play means there are amenities like pools and playgrounds where in children can

play, enjoy and develop socialization skills by playing with other kids. Worship

means there is a church where in they can pray and communicate with God. Work

means there are job opportunities for the residents.
