I'm from middle class family.As I dreamed I got admission in reputable institution of my
country, I always want to study abroad and I think my another dream is going to happen real
in the form of SUSI. If I become selected for this opportunity I will be the first from my family
who will have experience of foreign studies ,and it will be proud for my family and for
institution.I'm very hard working student. From the first semester, I am focusing more on
theory but not getting extraordinary gpa ,on the other hand I am getting grades in labs and
also very active in social societies. I want to say that I'm good in social and practical activities
and this is my aim to participate in such programs to make my abilities more strong and get a
chance to show them to others.I am active social worker, community contributor, traveler
and have been involved with various volunteer forums.
In the group,as a representative,I will try to impress my host colleagues and country fellows
by my ideas and aims.Being selected in this program,I would be the person who able to
encourage others.
I will be able to visit different educational institutions to learn about American government
system and its policies, This will help me to communicate with different
people,understanding their culture,self developement,awareness and improving my
language skills. By getting this experience I will implement efficient policies regarding
education in my native city.

1) Who has the power to define a problem and how? How does this process work in Pakistan?

In Pakistan opposition,social and electronic media has the power to define a problem or the one
who have massive support of people,when problem arises,opposition start debat on it in
parliament and they record protest there,if it does not work then they threaten government by
protesting outside the parliament.In the same way media also play very important role in such
process.They criticise government,highlight issue in NEWS,talk show and in news paper.News
reporters from differnt channels ask questions to authorizesd persons and demand solution.
As the Malcolm_x said " The media's the most powerful entity on earth. They have the power
to make the innocent guilty and to make the guilty innocent, and that's power. Because they
 control the minds of the masses"
Now by social media i.e Facebook,Twiter etc people can also raise there voice towards higher
authority.People in Pakistan specially students highlight the issue on social media and they force
the authority to take immediate step on it.

2) How are policies actually formulated, implemented, and evaluated in Pakistan?

Policy formulation is an iterative process,contains various steps and involving various

stakeholders to ensure that policy is realistic,feasible,widely accepted and supported,and that
can be effectively implemented.
There are various phases in draft policy formulation and its validation process.In phase-1 a task
force which consist of stakeholders is established for draft policy formulation.In phase-2 first
round of policy formulation should be conducted to diagnose the problem by collecting relevant
data and information and reviewing existing policies.in third phase the task force produce first
draft of the ploicy document.In phase-4 task force prepare second draft document then it is
prensented to the head of ministry who have o endorse the policy.Once validated ,the
concerned ministry gets it approval from the cabinet.
Needless to reiterate, implementing the policy approved by the authority is role of the civil
servants who are responsible for it effective and efficient execution.
Monitoring and evaluation(M&E) unit is formed which is responsible for the compilation and
analysis of the M&E results of all related interventions, different stakeholders should perform
M&E at all levels of policy implementation and monitoring activities.
