September 20, 2018. With the presence of Parents and other stakeholders, the school
head, Mrs. Caridad G. Montalbo welcome first them and expressed her gratitude for
their continuous support in the improving of pupils’ learners outcome through the
progress of SIP implementation to the School Governing Council Mrs. Caridad G.
Montalbo discussed what is stated in the manual of SGC. She explained fully and
provides them with basic information in School Council about the functions and roles.
Then, election process was started and organized. These were the office
holders of SGC, the chairperson, Vice-Chairperson, Secretary, Treasurer, Auditor and
CEO. Their oath taking was held as the SGC composition/ membership is realized,
the school planning team conducts first planning meeting. The SGC then undertakes
installation process progressively to develop its operating procedure, practices and by
laws and their SGC Improvement Plan which reflect the council’s share of
responsibilities and action steps in supporting the school in implementing its SIP.

Noted:
I. Name
The name of the council is BOLBOK ELEMENTARY SCHOOL
GOVERNING COUNCIL.
II. Interpretation
In the constitution, unless the contrary intention appears:
School Governance. The authority of education stakeholders to
jointly make decisions directed towards the continuous
improvement of learning and promotion of children’s welfare in
school.
Chairperson: The presiding member of the council.
Council. The Bolbok Elementary School Governing Council.
Stakeholders. Council members who share the mission of
improving the lives of children and families in the community.
Fiscal Year. The ending of the year, 31st of December.
General Meeting. A public Meeting of school community.
Majority. The greater number of the members, especially more than
half the total number.
Parent. The mother or father or guardian of the pupil attending the
school.
School Head. The instructional and curricular leader who oversees
the smooth school operations.
School Community. All parents, pupils and staff of the school and
all persons who have a legitimate interest in or connection with the
school.
School Improvement Plan. The plan collaboratively made and
formulated by the school stakeholders to improve the school in five
years.
III. MISSION
The council mission is to strengthen community involvement in
school
improvement and maintain a dynamic and fruitful relation leading to the
attainment of educational goals.
IV. GUIDING PRINCIPLES
TRANSPARENCY. It means an open presentation to stakeholders
of school accountabilities such as fiscal and material resources as
well as records among others.
FAIRNESS. To avoid jealousy and to be fair to everyone.
LEADERSHIP. Leadership rest not only upon capacity; having the
capability to lead is not enough. The leader must be willing to use it.
His leadership is based on truth and character. There must be truth
in the purpose and will power in the character.
V. Powers of the Governing Council Vested by the DepED and LGU
5.1 Endorses the School Improvement Plan (SIP) together with the School
Head
5.2 Be informed of the school-based MOOE and other funds allocated to
school
5.3 Ratifies school-level policies on school fees and PTA contributions.
XI. Vacancies
11.1 Membership of the Council ceases when the councillor;
11.1.1 Dies
11.1.2 Or in the case of elected councillor or a councillor nominated or
appointed for a term, completes a term of office and is not re-
elected, re-nominated or re-appointed or;
11.1.3 In case of the member nominated by the staff of the school , is
no longer a staff member of the school; or
11.1.4 Resigns by written notice to the Council; or
11.1.5 Is removed by the Department; or
11.1.6 Has been convicted of any offense prescribed by
administrative instruction; or
11.1.7 Is absent from two consecutive Council meetings without
Leave of absence approved by the Council. Acceptance of an
apology in writing at a Council meeting will be deemed a grant
of such leave.
11. 2 The council shall appoint a person to fill a vacancy in its membership
when a councillor has been elected, nominated or appointed in
accordance with this constitution.
XII. Meetings
12.1 General Meetings of the School Community
12.1.1 All persons within the School Community are eligible to
attend general meetings of the school community and note
on any matters proposed for resolution.
12.1.2 The chairpersons of the Council must call and preside at
general meetings of the school community, every last Friday
of June and November every year.
12.1.3 At least 14 days written notice of the meeting must be given
to the school community by the means generally used to
communicate with school community. The notice must
specify the date, time and place of the meeting.
12.1.4 A general meeting must be held;
i. At least once annually (the Annual general Meeting) to
present reports, and the composition of the Council.
ii. For any other reason relating to the affairs , functions
or membership of the council, determined by
agreement between the Council Chairperson and the
Principal.
12.2 Council Meeting
12.2.1 The Council must meet at once every quarter of every year.
12.2.2 Notice of the meeting must be given at the previous council
meeting or by at least 7 days written notice Distributed to all
councillors or in an emergency by such other notice as the
Council may determine.
XV. Minutes
15.1 Proper minutes of any council meeting, The Annual General
meeting and general meetings of the school community must be
entered into books kept for the purpose.
15.2 The minutes must be read at the next respective annual, general
or Council Meeting and signed by the Chairperson of the
meeting at which the proceeding took place or by the
chairperson of the subsequent meeting.
15.3 Upon reasonable notice, the books containing the minutes of
any meetings must be made available for inspection by any
councillor.
XVI. Committees
16.1 Committees
The council may appoint committees, composed of councillors
or both councillors and non-councillors, which will meet as
directed by Council.
