SGC Election Process in Bolbok Elementary School Conducted last

September 20, 2018. With the presence of Parents and other stakeholders, the school
head, Mrs. Caridad G. Montalbo welcome first them and expressed her gratitude for
their continuous support in the improving of pupils’ learners outcome through the
progress of SIP implementation to the School Governing Council Mrs. Caridad G.
Montalbo discussed what is stated in the manual of SGC. She explained fully and
provides them with basic information in School Council about the functions and roles.

Then, election process was started and organized. These were the office
holders of SGC, the chairperson, Vice-Chairperson, Secretary, Treasurer, Auditor and
CEO. Their oath taking was held as the SGC composition/ membership is realized,
the school planning team conducts first planning meeting. The SGC then undertakes
installation process progressively to develop its operating procedure, practices and by
laws and their SGC Improvement Plan which reflect the council’s share of
responsibilities and action steps in supporting the school in implementing its SIP.

Governing Council Constitution and By-Laws

I. Name
The name of the council is BOLBOK ELEMENTARY SCHOOL
GOVERNING COUNCIL.
II. Interpretation
In the constitution, unless the contrary intention appears:
 School Governance. The authority of education stakeholders to
jointly make decisions directed towards the continuous
improvement of learning and promotion of children’s welfare in
school.
 Chairperson: The presiding member of the council.
 Council. The Bolbok Elementary School Governing Council.
 Stakeholders. Council members who share the mission of
improving the lives of children and families in the community.
 Fiscal Year. The ending of the year, 31st of December.
 General Meeting. A public Meeting of school community.
 Majority. The greater number of the members, especially more than
half the total number.
 Parent. The mother or father or guardian of the pupil attending the
school.
 School Head. The instructional and curricular leader who oversees
the smooth school operations.
 School Community. All parents, pupils and staff of the school and
all persons who have a legitimate interest in or connection with the
school.
 School Improvement Plan. The plan collaboratively made and
formulated by the school stakeholders to improve the school in five
years.

III. MISSION
The council mission is to strengthen community involvement in
school
improvement and maintain a dynamic and fruitful relation leading to the
attainment of educational goals.
IV. GUIDING PRINCIPLES
 TRANSPARENCY. It means an open presentation to stakeholders
of school accountabilities such as fiscal and material resources as
well as records among others.
 FAIRNESS. To avoid jealousy and to be fair to everyone.
 LEADERSHIP. Leadership rest not only upon capacity; having the
capability to lead is not enough. The leader must be willing to use it.
His leadership is based on truth and character. There must be truth
in the purpose and will power in the character.
V. Powers of the Governing Council Vested by the DepED and LGU
5.1 Endorses the School Improvement Plan (SIP) together with the School
Head
5.2 Be informed of the school-based MOOE and other funds allocated to
school
5.3 Ratifies school-level policies on school fees and PTA contributions.

VI. Function of the Council


6.1 In the context of the Council’s joint responsibility with the principal for
the governance of the school, the Council must perform the following
functions:
6.1.1 Involves the community in the governance of the school by:
(i) Providing a focus and assembly meeting of parents
and school community;
(ii) Ascertaining the educational needs of the local
community and the proper behaviour towards the
developments of the council; and
(iii) Ensuring that the cultural and social diversity of the
community are considered and particular needs are
appropriately identified and implemented.
6.1.2 Sets the broad direction and vision and mission of the
school.
6.1.3 Conducts strategic planning of the school
6.1.4 Monitors and review The School Improvement Plan
6.1.5 Raises funds for school-related purpose
6.1.6 Exercise s its functions in accordance with legislation,
administrative instructions and constitution of the SGC.

VII. Functions of the Principal in the Council


The functions of the principal in Council are the following:
7.1 The principal is answerable to the DepEd for proving educational
leadership in the school and for other general responsibilities which
are reasonable.
7.2 The principal must also:
7.2.1 Implement the School Improvement Plan and school policies;
7.2.2 Provide accurate and timely reports, information and advice
relevant to the council’s functions;
7.2.3 Report on learning, care, training and participation outcomes;
7.2.4 Supervise and promote staff and teachers development;
7.2.5 Be responsible for the financial, physical and human
resource management of the school;
7.2.6 Be an ex-officio member of Council with full voting rights;
7.2.7 Contribute or be consulted for the formulation of the agenda
of the Council meeting.
VIII. Membership
8.1 The Bolbok Elementary School Governing Council must be composed
of nine councillors including:
 Principal of the School (ex-officio)
 Punong Barangay of Bolbok
 Barangay Kagawad, chairman of the committee on education
 Chairman of the Sanggunian Kabataan of the barangay
 President of the School ‘s Parent Teacher Association
 Immediate Past President of the School’s Parent Teachers
Association
 President of the School’s Bolbok Teachers’ Association
 President of the Pupils’ Government Organization
 School Alumni Representative
8.2 A person is not eligible for election, appointment or nomination to the
council if the person is not the duly nominated or recognized
representative of his organization or office.

IX. Terms of Office


9.1 Councillors with fixed term in the respective offices shall be recognized
as councillor until their terms/offices expires.
9.2 Any councillor nominated by the Students Representative Council or
elected by the body of the students will hold office for a term not
exceeding one year or until the nomination is revoked, in writing by the
nominating body.
9.3 A councillor elected by the staff of the school will hold office for a term
no exceeding two years or subject to being a member of the staff of
the school.
9.4 Councillors are eligible for subsequent re-election, re-nomination or re-
appointment if, and when they were still in office of the
association/organization they represent.

X. Office Holders and Executive Committee


10.1 Election
10.1.1 The office holders of the Council are the Chairperson,
Deputy Chairperson, Secretary, Assistant Secretary, and
Treasurer;
10.1.2 The chairperson must not be a member of the staff of the
school
10.1.3 The term of office of the Executive Committee shall be two
years after their election unless contrary to 7.2 and 8.1
(i) Meet and carry out business delegated or referred by
the Council; and
(ii) Report to subsequent Council meetings.
10.2 Removal from Office
10.2.1 The position of any office holder absent in two consecutive
meetings without leave of absence automatically becomes
vacant. Acceptance of an apology in writing at the council
meeting will be deemed a grant of such leave;
10. 3 The Chairperson
10.3.1 The chairperson must:
(i) Call and preside at meetings of the Council;
(ii) In consultation with principal and Secretary, prepare
the agenda for all council Meetings;
(iii) Include on the agenda any item requested by the
Principal
(iv) Facilitate full and balanced participation in meetings
by all councillors and decide on the manner in which
meetings are conducted and matters of orders.
(v) Report at the Annual General meeting on the
proceeding and operations of the Council.
10.3.2 The chairperson must act as spokesperson on behalf of the
council unless an alternative spokesperson has been
appointed by the council. The spokesperson may only
comment on Council matters.
10.3.3 In the Chairperson’s absence or inability to act, the Deputy
Chairperson must undertake any role of function normally
fulfilled by the Chairperson.
10.3.4 If the Chairperson and Deputy Chairperson of the Council
are absent or unable to preside at a meeting, a councillor
elected by the council must preside.
10.4 The Secretary
10.4.1 The Secretary must ensure that notices of meetings/minutes
of meeting are given in accordance with the provision of this
constitution;
10.4.2 The secretary is responsible for ensuring the maintenance
and safekeeping of;
i. The constitution and by-laws of the Council;
ii. Official record of the business of the Council and
register of minutes of meetings;
iii. Copies of notices, a file of correspondence and
record of submissions or reports made4 by or on
behalf of the Council;
iv. Register of councillors;
v. Contract of agreement entered into by Council; and
vi. Copies of the policies of the Council.
10.4.3 The secretary must ensure that the copies of the
Constitution and by-laws are available for public inspection
at the school during normal school hours.
10.4.4 Prior to each meeting, the Secretary must ensure that a copy of
the meeting agenda is forwarded to each Councillor.
10.4.5 The secretary must conduct the official correspondence of the
Council.
10.4.6 The secretary must ensure that the minutes of meetings are
recorded and forwarded to each councillor prior to the next
meeting as prescribed in the Council’s operating procedures.

10.5 The Treasurer


10.5.1 The treasures must be the Chairperson of the Finance
Committee of the Council and preside at the meetings of the
Committee.
10.5.2 The treasurer must:
i. Ensure that Council’s finance budgets and statements
are prepared;
ii. Provide relevant Financial reports at council meetings
iii. Present the Council audited accounts to the Annual
General Meeting
10.6 The Auditor
10.6.1 The auditor must:
i. Audit the Financial Reports prepared by the Treasurer;
and
ii. Perform other task set by the Council.

XI. Vacancies
11.1 Membership of the Council ceases when the councillor;
11.1.1 Dies
11.1.2 Or in the case of elected councillor or a councillor nominated or
appointed for a term, completes a term of office and is not re-
elected, re-nominated or re-appointed or;
11.1.3 In case of the member nominated by the staff of the school , is
no longer a staff member of the school; or
11.1.4 Resigns by written notice to the Council; or
11.1.5 Is removed by the Department; or
11.1.6 Has been convicted of any offense prescribed by
administrative instruction; or
11.1.7 Is absent from two consecutive Council meetings without
Leave of absence approved by the Council. Acceptance of an
apology in writing at a Council meeting will be deemed a grant
of such leave.
11. 2 The council shall appoint a person to fill a vacancy in its membership
when a councillor has been elected, nominated or appointed in
accordance with this constitution.
XII. Meetings
12.1 General Meetings of the School Community
12.1.1 All persons within the School Community are eligible to
attend general meetings of the school community and note
on any matters proposed for resolution.
12.1.2 The chairpersons of the Council must call and preside at
general meetings of the school community, every last Friday
of June and November every year.
12.1.3 At least 14 days written notice of the meeting must be given
to the school community by the means generally used to
communicate with school community. The notice must
specify the date, time and place of the meeting.
12.1.4 A general meeting must be held;
i. At least once annually (the Annual general Meeting) to
present reports, and the composition of the Council.
ii. For any other reason relating to the affairs , functions
or membership of the council, determined by
agreement between the Council Chairperson and the
Principal.
12.2 Council Meeting
12.2.1 The Council must meet at once every quarter of every year.
12.2.2 Notice of the meeting must be given at the previous council
meeting or by at least 7 days written notice Distributed to all
councillors or in an emergency by such other notice as the
Council may determine.

12.3 Special or Emergency Meetings


12.3.1 The Chairperson of the council may call a special or an
emergency meeting of the council by written request from at
least 3 councillors.
12.3.2 Notice of meeting must be given by written notice to all
councillors within reasonable time, setting out the time, date,
place and object of the meeting.
12.4 Voting
12.4.1 Voting must be show of hands

XIII. Proceedings of the Council


13.1 Meetings
13.1.1 The quorum for the Council Meeting is the majority of the
filled positions of the Council.
13.1.2 If at the expiration of 30 minutes after the appointed time for
the meeting there is no quorum arrived at, the meeting must
stand adjourned to such time and places as those
counsellors present determine.
13.1.3 A decision of the majority of those councillors present and
eligible to vote is the decision of the Council.
13.1.4 In the event of the equality of votes, the chairperson may
vote only to break the tie.

XIV. Elections of Councillors


14.1 Duly elected appointed officers of the
Organizations/associations/offices stated in 8.1 are eligible for
inclusion a councillor.
14.2 Additional Councillors may be included in the Council as long as
their organization has been elected by three-fourths of the
members of the council.
14.3 Notice of election of the Executive Committee
14.3.1 Notice for the data and time of an election must be specified
by the Principal by the means generally used to
communicate with the school community.
14.3.2 The election of the Executive Committee shall be by raising
of hands only.
14.4 Declaration of Election
14.4.1 The chairperson must declare the candidate or candidates
elected to fill the vacancy or vacancies.
14.4.2 The New Council comes into operation at the declaration of
the filled up vacancies.
14.5 Nomination and Appointment of Councillors
14.5.1 As soon as is practicable after the declaration of the results
of an election, the Chairperson calls and presides at the
Council meeting.
14.5.2 The first meeting of the council must be adjourned to a date
decided by the meeting if the purpose of the meeting is not
achieved.

XV. Minutes
15.1 Proper minutes of any council meeting, The Annual General
meeting and general meetings of the school community must be
entered into books kept for the purpose.
15.2 The minutes must be read at the next respective annual, general
or Council Meeting and signed by the Chairperson of the
meeting at which the proceeding took place or by the
chairperson of the subsequent meeting.
15.3 Upon reasonable notice, the books containing the minutes of
any meetings must be made available for inspection by any
councillor.
XVI. Committees
16.1 Committees
The council may appoint committees, composed of councillors
or both councillors and non-councillors, which will meet as
directed by Council.

16.2 Terms of reference


The council must specify terms of reference for its committees
16.2.1 Curriculum Committee
Curriculum Committee must be created to ensure strict
implementation of the curriculum and consider views,
learnings and recommendation of students and parents.
16.2.2 Beautification Committee
This committee is in-charge of the maintenance and
beautification of the school.
16.2.3 Ways and Means Committee
Ways and Means committee will take charge of the minor
problems that may possibly arise in school particularly on
management.
16.2.4 Project Implementation Committee
This committee will implement, monitor and assess projects
of SGC.
16.2.5 Student Discipline Committee
Students discipline committee is organized to support the
existing school committee.
