1. Purpose
This procedure outlines the process used by Al-Jaber to regularly monitor and measure QHSE
performance. Information collected is used to track the overall effectiveness of the Quality,
Health, Safety, and Environmental Management System (QHSE) in controlling quality, health and
safety risks and environmental impacts of Al-Jaber activities. The process includes monitoring
and measuring conformance with operational controls, compliance with QHSE regulations and
other obligations. The monitoring and measuring process considers both proactive and reactive
measures. To establish and maintain a documented procedure for the effective controlling and
calibration of all the Inspection measuring and test equipments.
2. Scope
Applicable to all measuring devices that are used to verify service as conforming to the specified
requirements.
3. Responsibilities
b) QHSE Manager:
a) Accountable for overall QHSE performance.
b) Review semiannually the QHSE performance within the directorate and provide directives for
enhancing the QHSE performance as required.
c) Providing the necessary resources to ensure the implementation of the required monitoring and
measurement processes, and, corresponding actions to improve the QHSE performance, as
required.
c) Departmental Heads:
The Departmental Head is over all responsible for the calibration of all measuring
equipments used at their departments and Project Sites. All the personnel involved in
measuring and calibrating activities are responsible for intimating any equipment in use,
which is out of calibration or due for calibration.

4. Procedure
4.1 General
The QHSE and associated processes, when fully implemented and functioning, are designed
to result in increased overall QHSE performance. To track the effectiveness of elements of the
Integrated Management System, Al-Jaber will implement monitoring and measurement
programs that focus not only on achievement of final performance targets, but also gauge
the effectiveness of the systematic processes in place to reach performance goals.
The monitoring and measuring systems, processes, programs and their frequencies shall be
established based on the significance of the respective quality, occupational health, safety
and environmental aspects determined from the risk assessment results and pertinent legal
and other obligatory requirements.
The Manager QHSE arranges to carry out external calibration of the measuring equipments as
per the “List of Measuring & Testing Equipment”, (AJB-IMS-FM-14-01-00), maintained by
Manager QHSE.
The Manager QHSE is responsible to inform the concerned Departmental Head, of any errors
remaining non-rectified in the equipment and mentions it on the calibration sticker / tag on
the equipment.
The Manager QHSE is responsible to asses and document the validity of previous inspection
and test results when inspection, measuring or test equipment is found to be out of
calibration.
The Manager QHSE keeps all external calibration certificates and external calibration record
of all equipment showing the status of calibration.
All equipment and instruments utilized for the monitoring and measuring shall be ensured to
be calibrated and the calibration maintained valid at all time.
Each equipment is given a suitable identification number, which is also mentioned on the
equipment calibration sticker / tag. Sticker is affixed to each equipment showing the date of
calibration, and error if present. Equipment number may be permanently embossed on the
equipment.
Where required, room temperature is kept controlled and within acceptable limits prior to and
during calibration.

The Management Representative and his team are responsible for ensuring the continuous
monitoring and measuring of the HSE data, as needed, including environmental releases,
energy (electricity, fuel, etc.) and resources (water, paper, etc.).
The Management Representative and his team are responsible for establishing and
maintaining QHSE performance metrics for their areas of expertise. QHSE performance
metrics are to provide Al-Jaber management with information regarding the level of control
of HSE risks and impacts associated with Al-Jaber activities, and the effectiveness of QHSE
management processes and procedures in achieving their stated objectives.
Near-misses and Incident investigations shall be utilized as some of the reactive tools for
monitoring and measuring the level of HSE performance and to prevent occurrence and
recurrence of incidents.
