A PROPOSAL FOR THE CONSTRUCTION

AND ESTABLISHMENT OF SCIENCE


CITY HOSPITAL

SCIENCE CITY OF MUŇOZ, NUEVA ECIJA


I. INTRODUCTION
Health is the primary concern of a community when it comes to
development. A healthy community symbolizes on how a government deliver the
development in a streamline process. When it say streamline, delivery of health
services are equally distributed to all constituents of the city.

The incidence of newly discovered illnesses such as bird flu virus, the
Japanese Encephalitis, HIV and other diseases scared the world considering that
vaccines and test screening was not all readily available in the market. Lying-in
hospitals is in demand particularly to those members of the marginalize sector of
the community.

II. PROJECT PROFILE

The project is a proposed undertaking of the city government of the


Science City of Muñoz, Nueva Ecija. It seeks to construct and establish a single
storey lying-in hospital equipped with complete hospital facilities and equipment.
The project includes the construction hospital building, provision of medical
apparatus, hospital beds and additional manpower to manage the operation.

The proposed construction and establishment of Science City Hospital has


a total floor area of 620 square meters and will be erected in a 4-hectare land
located at Barangay Rizal, Science City of Muñoz, a 10-minute ride from the
heart of the city. The Science City Hospital will features the following amenities;

6. Scrub-up/Sterile Room
7. Doctor’s Quarter
8. Intensive Care Unit
9. Radiology and Electro-cardio Vascular Room

12. Soiled and Linen Room
13. Isolation Room
14. Consultation and Examination Room
15. Nurses’ Quarter and Locker Room
16. Nurse Station
17. Administrative Office
18. Treatment Room
19. Emergency Room
20. Emergency Room
21. X-ray Room
22. Dark Room
23. Dietary Section/Kitchen
24. Comport Rooms

The proposed project is estimated to be completed with a possible


shortest period of time depends on the availability of funds and weather
condition. Thirty million pesos will complete the implementation of the proposed
hospital building exclusive of apparatus, equipment and other hospital
equipment.

III. BACKGROUND/RATIONALE

It is always the government’s program to protect the life of the people


through provision of free-of-charge services specifically medical services. The
city was currently operated a Rural Health Unit that cater all the 37 barangays of
the city including those nearby barangays of the Municipality of Talavera, Lupao
and Talugtug. It is estimated that the project will cater more than 120,000
constituents of Science City of Muñoz excluding the residents of nearby
municipalities and the motorists traversing the city.
The Science City Hospital, which will benefit the health program of the
government and will have chances to deliver better and free-of-charge medical
services, latest medical technologies and provide a very generous manpower to
assist the end-users. The project will also be very beneficial to the constituents of
the city and to the nearby municipalities of the province; this will help individuals
and families to save money from paying bills from private hospitals.
As additional, small scale commercial establishments such as
pharmacies, sari-sari stores, general merchandize will soon rise in the area once
the science city hospital was established. Small groups of entrepreneurs will start
medical-related businesses. Job opportunities from locals in the area will boost
since manpower will be provided by the city government.

IV. TECHNICAL ASPECTS

a. Present Condition of the Medical Facilities

Presently, the city was operating a rural Health Unit where manpower and
hospital utilities and equipment is way outnumbered and considered obsolete as
compare to the prime hospitals in the region. During emergencies, only minor
injuries were given a first aid due to scarcity of supplies, equipment and area to
conduct first aid. These are the usual scenarios that have been undertaken in the
Rural Health Unit.
b. Availability of Resource Requirements.

The Science City of Muñoz has the equipment pool to undertake such
construction. Engineering office has its own young and dynamic engineers and
architects for the design and implementation of the proposed project. The city is
also internet connection ready that can be utilized during the research and
planning activities of the project. Workers during and after the construction period
are hired from local of the city for their extra income during offseason farming.
Numbers of medical doctors both stay-in and on-call was ready to man the
operation of the proposed Science City Hospital.

V. OPERATIONAL FEASIBILITY

As proposed, the project shall be implemented by the local government


unit of the Science City of Muñoz through technical capabilities and experience of
trusted contractors. Design shall be with the accordance with the guidelines
implemented by the Department of Health (DOH) and suggestions from medical
doctors will be considered. Monitoring and supervision during construction will be
undertaken by the city through technical staffs and engineers from Engineering
Office.

Compensation cost of the affected individuals or families during


construction will be resolved by the Local Government Unit.

Operation and maintenance work as well as the attendant costs shall also
be undertaken/borne by the Science City of Muñoz.

VI. ENVIRONMENTAL IMPACT ASSESSMENT

A. CONSTRUCTION PHASE

Application of Environmental Certificate from Environmental Management


Bureau and Department of Environment and Natural Resources will be
undertaken by the LGU. Environmental mitigation plan will be the guide of the
LGU during implementation period. Solid waste being produce during and after
the construction phase will be dispose properly. Hazardous or special waste will
be disposed separately and safely to avoid human contact and prevent leak that
may affect ecological habitat. Safety gears for the workers will be provided by the
contractor to prevent accident during construction.
There is, however, positive impact on the flow of traffic in the project area
considering that the proposed project was not along main road.

B. POST CONSTRUCTION PHASE

No significant negative impacts were assessed for the post construction


phase of the project except those hazardous being generated during operation
phase. Environmental mitigation plan during operation was the guide of the city in
the disposition of special/hazardous waste. Solid waste was disposed to sanitary
landfill in Capaz, Tarlac. Recyclable materials will be collected by the utility
workers to minimize the volume of waste being dumped.

VII. ESTIMATED COST OF THE PROJECT

Estimated cost of the project was shown in the annex portion of the study.
Plans and design is also attached in the annex.
