IMPLEMENTING RULES AND REGULATIONS

IRR 1.0 GENERAL GUIDELINES


IRR 1.1 The Barrio Fiesta Competitions shall comprise of the following:
Best Yell
Your Face Looks Familiar
Best Faction Shirt
Officers’ Showoff
Block presentation
Mr. and Ms. TomGay
Faction Booth Competition

IRR 2.0 GENERAL QUALIFICATIONS


IRR 2.1 All participants must be bona fide members of Junior Philippine Institute of
Accountants SY 2018-2019.
IRR 2.2 The champions and the winners of a particular event in the prior year(s) can still
participate in the same event.

BEST YELL
IRR 1.0 MECHANICS AND GUIDELINES
IRR 1.1 The participating faction will assemble in the assigned location upon the time
allotted for the presentation of the yell on March 3, 2019.
IRR 1.2 Each Faction is given a minimum of five (5) minutes and a maximum of seven (7)
minutes to perform including the entrance and exit.
IRR 1.3 Each Faction can use any props and concept for the competition provided that it
will not cause damages to any property inside the venue. Use of fireworks is
strongly prohibited.
IRR 1.4 The Best Yell will be judged during the grand entrance (morning event).
IRR 1.5 No negative remarks, words and expressions should be uttered against the other
competing faction.

IRR 2.0 CRITERIA FOR JUDGING


The criteria for judging are as follows:
Content 40%
Originality and Uniqueness 20%
Discipline 20%
Timeliness 10%
Over-all Impact 10%
TOTAL 100%
The judges’ decisions are final and irrevocable.
IRR 3.0 POINTS AND DEDUCTIONS
IRR 3.1 The winning faction shall receive an additional 6,000 hours, while the losing faction
shall be deducted with 6,000 hours.
IRR 3.2 A 5-point deduction in the total score will be imposed in every guideline, rules or
regulations violated.

YOUR FACE LOOKS FAMILIAR

IRR 1.0 MECHANICS AND GUIDELINES


IRR 1.1 Each Faction must send two (2) representatives.
IRR 1.2 Each participating individual must transform into his/her chosen college professor in
any accounting subject and impersonate him/her.
IRR 1.3 Any costume, props, and the like are allowed, except for sharp & pointy objects,
pyrotechnics, live animals, or other equipment which may damage the venue. The
harmful items stated above are strictly prohibited.
IRR 1.4 The contestants are required to prepare a three (3) to five (5) minute performance
which includes their entrance and exit.
IRR 1.5 If props are used, contestants are allowed a maximum of 3 minute-preparation time.
IRR 1.6 The contestants may have backup to accompany them, but must not exceed to 10
persons.
IRR 1.7 The names of the contestants must be submitted on or before February 27, 2019
through usjrjpia1819@gmail.com. If any music is used, it must be submitted on
or before March 1, 2019.

IRR 2.0 CRITERIA FOR JUDGING


Delivery & Impersonation 35%
Creativity & Relevance 35%
Appearance 15%
Stage Presence 10%
Audience Impact 5%
Total 100%

IRR 3.0 POINTS AND DEDUCTIONS


IRR 3.1 The following hours shall be added (deducted) to the faction where the contestant
belongs.

Champion 3,000 hours


1st Runner Up 1,500 hours
2nd Runner Up (1,500) hours
4th Runner Up (3,000) hours

IRR 3.2 A 5-point deduction in the total score will be imposed in every guideline, rules or
regulations violated.

BEST FACTION SHIRT


IRR 1.0 MECHANICS AND GUIDELINES
IRR 1.1 Each Faction must send one (1) entry.
IRR 1.2 The design must be incorporated with the given theme:
1st year: “Elymus Magus”
4th year: “Mirus Reportoire”
IRR 1.3 The design should only contain a maximum of three (3) colors.
IRR 1.4 Entries should be submitted on or before February 27, 2019.

IRR 2.0 CRITERIA FOR JUDGING


Relevance to the theme 50%
Design and Creativity 30%
Quality 20%
Total 100%
IRR 3.0 POINTS AND DEDUCTIONS
IRR 3.1 The hours to be received (deducted) will be included for the final determination of
the over-all champion of the Barrio Fiesta. The winning faction shall receive an
additional 3,000 hours, while the losing faction shall be deducted with 3,000 hours.
IRR 3.2 A 5-point deduction in the total score will be imposed in every violation of the
guidelines.

OFFICERS’ SHOWOFF

IRR 1.0 SPECIFIC QUALIFICATIONS


IRR 1.1 All participants must be a year level officer in each Faction. Names should be
submitted on or before February 27, 2019 through usjrjpia1819@gmail.com.
Changes are allowed until March 1, 2019.
IRR 2.0 MECHANICS AND GUIDELINES
IRR 2.1 Each Faction must send a group consisting 10-15 members for this competition.
IRR 2.2 Each Faction is given a minimum of five (5) minutes and a maximum of seven (7)
minutes for their performance. Time allotted includes the entrance, exit, and set-up
of props.
IRR 2.3 Working committees and block representatives are allowed to join as long as
they are part of the organizational structure of the faction
IRR 2.4 Props are permitted to be used during the performance provided that such props will
not cause any discomfort or inconvenience to the audience.
IRR 2.6 The performance must not contain any vulgar or obscene acts. It must be suitable
for public presentation
IRR 2.7 Music should be submitted on or before March 1, 2019.
IRR 3.0 CRITERIA FOR JUDGING
Showmanship and Entertainment Value 50%
Creativity and Originality 30%
Costume and Props 15%
Audience Impact 5%
Total 100%
IRR 4.0 POINTS AND DEDUCTIONS
IRR 4.1 The winning faction shall receive an additional 4,000 hours while the losing
faction shall receive a deduction of 4,000 hours from their lifespan.
IRR 4.2 Any violation to the given rules and regulations shall be subject to a 5-point
deduction from the total score.

BLOCK PRESENTATION

IRR 1.0 MECHANICS AND GUIDELINES


IRR 1.1 This is open to all blocks who are interested to present during the event.
IRR 1.2 The presentation must be at least five (5) minutes to 10 minutes only.
IRR 1.3 The blocks are given the freedom to choose what kind of performance they want.
IRR 1.4 Any costume, props, and the like are allowed, except for sharp & pointy objects,
pyrotechnics, live animals, or any other equipment which may damage the venue.
The harmful items stated above are strictly prohibited.
IRR 1.5 Their music must be given on or before March 2, 2019.
IRR 1.6 Final confirmation of the blocks who will present must be given on or before March
1, 2019.

Entertainment Value 50%
Creativity and Originality 25%
Costume and Props 20%
Audience Impact 5%

IRR 3.0 POINTS AND DEDUCTIONS
IRR 3.1 The blocks will be judged accordingly and the winners will receive prizes. Take
note, no points will be given since this is a voluntary performance.
IRR 3.2 Any violation to the said guidelines will lead to a 5% deduction from the over-all
judges’ score.

MR. AND MS. TOMGAY

IRR 1.0 SPECIFIC QUALIFICATIONS


IRR 1.1 Each faction must send two (2) male and two (2) female representatives.
IRR 1.2 The representatives must not be part of the LGBTQ community.
IRR 2.0 MECHANICS AND GUIDELINES
IRR 2.1 The contestants are to cross-dress in the whole contest. The males are to represent
as MISS and the females are to represent as MISTER.
IRR 2.2 Contestants are to wear their faction shirt on the first part of the contest.
IRR 2.3 Contestants are to wear semi-formal attire on the second part of the contest and
shall be given a preliminary question.
IRR 2.4 Materials will be given to each faction for the contestants, and it’s up to them on
how to use such materials. This time they will be asked of another question. Any
language will do.
IRR 2.4 The make-up and other necessities of the contestants should be provided by each
faction.
IRR 2.5 The contestants are required to attend the rehearsal on March 2, 2019, of which
time is yet to be announced, and the final rehearsal and run-through on the day of
the event.
IRR 3.0 CRITERIA FOR JUDGING
IRR 3.1 The criteria for production number:
Performance 60%
Poise and Bearing 30%
Over-all Impact 10%
Total 100%
IRR 3.2 The criteria for the semi-formal attire part are as follow:
Poise and Bearing 35%
Intelligence and Wit 30%
Beauty 25%
Audience Impact 10%
Total 100%
IRR 3.3 The criteria for the Creative Attire Part are as follow:
Creativity 35%
Intelligence and Wit 30%
Stage Deportment 25%
Audience Impact 10%
Total 100%
IRR 3.4 An average of the three parts shall be obtained in determining the winners.

IRR 4.0 POINTS AND DEDUCTIONS

IRR 4.1 Winners shall receive(deducted) the following hours to be accumulated for the
determination of the over-all champion for barrio fiesta:
1st place – 3,000 hours

2nd place – 1,500 hours

3rd place – (1,500 hours)

4th place – (3,000 hours)


IRR 4.2 Any violation to the given guidelines shall lead to a 5-point deduction to the over-
all score.
BEST BOOTH
IRR 1.0 MECANICS AND GUIDELINES
IRR 1.1 The participating Factions will have to set up a booth that will relate with the event
and will represent their respective Faction.
IRR 1.2 The Factions can start decorating / designing their respective booth the day before
and during the event before 11:30am. The judging of the booth will be exactly
12noon.

IRR 2.0 CRITERIA FOR JUDGING


IRR 2.1 Criteria for judging will be as follow

Creativity 50%
Orderliness 30%
Overall Impact 10%
Neatness 10%
TOTAL 100%

IRR 3.0 POINTS AND DEDUCTIONS


IRR 3.1 The winning faction shall receive an additional 6,000 hours while the losing faction
shall be deducted with 6,000 hours from their lifespan,

IRR 3.3 The decision of the judges is final and irrevocable.


ENFORCEMENT OF THE IMPLEMENTING RULES AND REGULATIONS
1. It shall be the primary duty of the Contest Committee to effectively enforce the provisions of
this Implementing Rules and Regulations. The committee also has the sole right to interpret the
contents of this Implementing Rules. Any questions should be raised to the Contest Committee.
2. The Chapter Advisory Council or shall act as legal adviser to the Event Committee and shall
render legal assistance as may be necessary in carrying out the provisions of this Implementing
Rules and Regulations.
3. NOTE: Any violation not specified in this are still subject to a deduction of 5
points each stipulation.

AMENDMENTS OR REVISIONS
1. The Local Chapter shall be vested with the exclusive power to revise and amend the
Implementing Rules and Regulations.
2. Any amendment or revision to this Implementing Rules and Regulations may be proposed by
any member of any local chapter upon a written request of such member, stating the reasons
thereto.
3. Any request for amendments and revisions as well as proposed amendments must initially be
reviewed by the Chairpersons for discussion, editing and final approval and to be noted by the
Local Chapter Adviser.
4. The Chairpersons shall have the right to debunk any proposed revision and amendment,
submitted to them, which are deemed unnecessary. The final decision on any inclusions and
exclusions to this Implementing Rules and Regulations must be determined by a majority vote of
all the Central Body Officers.
5. Amendments to particular provisions in this Implementing Rules and Regulations shall be
allowed provided that such amendments will be communicated to the Chairmen of the event.

SEPARABILITY CLAUSE
1. If any clause, provision, paragraph or part of this Implementing Rules and Regulations shall be
declared unconstitutional or invalid, such judgment shall not affect, invalidate, or impair any
other part hereof, but shall be merely confined to the clause, provision, paragraph or part directly
involved in the controversy in which such judgment has been rendered.
REPEALING CLAUSE
1. Any rule and regulation or resolution or part thereof inconsistent with the provisions of this
Implementing Rules and Regulations are hereby repealed or modified accordingly.
EFFECTIVITY
1. This Implementing Rules and Regulations shall take effect immediately after its presentation and
approval of the Chairpersons.
