Greetings,

I am writing to urge you to take advantage of new opportunities for education and training available to
unemployed workers.
As a result of a new federal initiative, unemployed workers receiving unemployment compensation benefits will
receive special consideration for financial aid to pay for education and training. One type of financial aid for
which you may be given special consideration is the Federal Pell Grant. The Federal Pell Grant is a need-
based grant available to low-income students to help cover tuition, fees, books and related expenses. These
grants can be applied toward most undergraduate and many certificate programs at universities, community

colleges, trade, technical schools, and adult career centers. Federal Pell Grants are available to individuals
who do not already possess a bachelor's degree and can be used when enrolled full-time or part-time in a
qualified degree or certificate program. Even if you do not qualify for a Federal Pell Grant, you may be eligible
for additional financial aid in the form of other grants, scholarships and low-interest student loans.
In addition, the agency has expanded unemployment compensation eligibility so that dislocated workers can
continue to receive any benefits you are entitled to while also enrolled in a full-time accredited training
and education program. This is an excellent opportunity for unemployed Ohio workers to develop new skills.
Please note that enrolling in training or education programs will not extend or reduce the number of weeks that
you may receive unemployment compensation.
If you are interested in pursuing these opportunities, it is important that you save this letter and take it with you
to your school's (or prospective school's) financial aid office to discuss next steps. For the next 90 days, this
letter confirms you as an unemployment compensation beneficiary. While it does not guarantee you a Federal
Pell Grant, it is a valuable document for education and training providers to have on hand when reviewing your
financial aid eligibility and determining an award package. After 90 days, or if you lose this letter, you may
provide alternative evidence of your unemployment compensation eligibility, such as your determination of
benefits. More information appears on the reverse side of this letter.

may find helpful.

This expanded approval of training of UC eligibility is made available to individuals who, prior to becoming
unemployed, would be considered to be primarily a worker attached to the work force.

How do I take advantage of this opportunity?

The first step is to decide what training you want to pursue and then apply for admission. You may want to
view www.careeronestop.org or visit your local college, university or community college for help in identifying
potential education or training opportunities. Contact information for Ohio's public colleges, universities,
regional branch campuses and adult career centers that comprise the University System of Ohio can be found
at www.uso.edu . Your local One-Stop Career Center can also assist you in career planning and help identify
approved educational opportunities. To locate your nearest One-Stop, call this toll free number: 1-877-US-2-
JOBS (1-877-872-5627) or visit www.servicelocator.org.

The next step is to apply for the Federal Pell Grant and/or other types of financial aid. The financial aid office at
any local college, university, community college or adult career center, as well as the Ohio Benefit Bank sites,
can assist you in applying for Federal Pell Grants, or other available financial aid programs. To find the Ohio
Benefit Bank location nearest you, call toll free 1-800-648-1176, or visit www.obb.ohio.gov . A free financial
aid application (that will automatically determine your eligibility for Federal Pell Grant and federal student
loans) is also available at www.fafsa.ed.gov or by calling 1-800-4FEDAID. While you will need to report last
year's income when applying initially, your college financial aid office can work with you to adjust your financial
aid eligibility to more accurately reflect your current circumstances. The school may request additional
information from you to help determine eligibility.

Finally, let your unemployment processing center know that you are enrolling in training. This will help your

unemployment benefits to continue without interruption if your training is approved. The phone number of your
processing center can be found on nearly all notices you receive from the Office of Unemployment Insurance
Operations.

What kinds of training can I enroll in?

- Any full-time program at any accredited college, university, community college, adult career center, trade or
technical school
- Any U.S. Department of Labor registered apprenticeship program
- Training associated with any of the following employment services programs:
- Trade Adjustment Assistance
- Ohio Bureau of Vocational Rehabilitation
- Ohio Bureau of Services for the Visually Impaired
- Workforce Investment Act (WIA)
You also may enroll in part-time training opportunities; however, please realize that you may still be required to
seek work while participating in part-time education.

Where can I find more information about training?

The U.S. Departments of Education and Labor have created a single website, www.opportunity.gov where
you can find helpful information on training and financial aid. The state website, www.ohiolmi.com, also
contains helpful information on education, jobs and careers.

Where can I find information on apprenticeship programs or high-demand occupations?
