1 INTRODUCTION

Lotte Chemical Indonesia has a plan to build the New Ethylene Complex (LINE) as an expansion
facilities of Lotte Chemical Titan Nusantara (LCTN)’s existing plant. The project is located in Cilegon,
an industrial city in Banten province.

In order to provide some land space, 12 Ha of sea, on the bay adjacent to the exsiting facilities
(LCTN), would be reclaimed by PT. Seven Gates Indonesia (SGI). The reclamation land would be
use for the MoF (Material Off-Loading Facility) during construction period and would be use for
another purpose during post-construction.

The reclamation works should be including approximately 1.7 km length Shore Protection of
Revetment (yellow line) which resist the lateral force from the water front.

2. SCOPE

This construction execution plan outlines the objectives, processes and strategies that will be employed
by the parties managing the project to execute the works and also establishes a framework to ensure
that the expectations and key performance indicators are met.

The plan ensures that a consistent approach is adopted by all parties managing the project and is
intended to be a mandatory control document for all aspects of the project. The Environmental and
Safety issue including its mitigation plan, is not covered in this document.

3. REVETMENT SCOPE OF WORK

The scope for the works would be as following:

3.1 Preparation Works (Mobilization)

Prior to the mobilization of major equipment, such as tracked back hoe machines, articulated dump
trucks. Site Office would be located near the site location and secured from unauthorized access.

3.2 Access Road

Prior starting the placement of revetment, it is necessary to prepare the Access Road. The road will
use the existing road surounding Lotte Chemical Titan Nusantara. There are 2 option access road
as below. The Quarry should be located near the site location to minimize the social impact.

The first option using the existing road within KIEC area (red), the second option new road starting
near the Osaka Steel workshop (yellow).

3.3 Stock Piling Materials on site

Stockpiling of the material shoud follow below requirements:


 Material to be kept separate (lime stone, armour stone and underlayer material/stone)
 Stockpile area should be level firm ground free from obstructions, unauthorised access should
be prevented and area must be well-lit at night.
 Primary armour stone to be placed seaward of the secondary armour stone and underlayer
stone, this will allow protection for the smaller stone during stormy or flooding conditions
 Segregation of the public from the stockpile area using warning signs and if possible physical
barriers to prevent the public, especially children from climbing on to stockpiles
 Clear marking of the stockpiles to prevent collision from small water crafts from running into the
submerged stockpile
 Ensure that personnel keep a safe distance from tipper trucks unloading
 Site personnel to be clearly instructed on the discharge and reloading of the quarry material

The site should provide adequate and safe space for storage and for the manoeuvring
lorries/dumpers, the handling equipment and the possible reloading of site vehicles. Care should be
taken in tipping of rock armour to ensure the truck does not overturn. All material brought to site
shall comply with best practice management as per section.

At the time when thid document was preparing, there is no approved location for the stock piles from
the client.

3.4 Rock Revetment Works

Prior to the main rock revetment works commencing, the existing coastal bed shall be stripped. The
compulsory replavement shall be constructed at 10m sections by the excavation and grading of the
existing beach to the required angle as per drawing.

The quarry run (lime stone) should be placed after the compulsory replacement (sand gravel). On
the top of quarry run, the underlayer stone should be placed and in the last part, the primary Armor
Rock should be placed as well.

Placing of rocks is to commence at the lower end i.e. seaward side and proceed inwards and
upwards towards the crest. Rocks shall be lowered into place and not dropped. Particular care shall
be taken not to puncture the filter fabric (Geotextile) where such fabric is used. A drop height of no
more than 1m is acceptable in relation to the primary rock armour and 1.5m for the rock armour
under-layer. When working on the beach machine operatives will take cognisance of ground
conditions. All works shall be carried out at low tide.

3.5 Construction Traffic

The access as well as the portion of public road and wlakway connected with it shall be kept clean
and safe at all times. Continuous and adequate security arrangements at access points in to the site
shall be provided for the full duration of the contract.

4. QUALITY EXECUTION PLAN

4.1 Stone

Stone used for the construction of the Shore Protection Revetment, shall be hard, durable, angular
in shape; resistant to weathering and to water action; free from soft, weathered or decomposed parts,
overburden, spoil and organic materials; and shall meet the gradation requirements specified.

Stones that are considered not suitable include: laminated shale or rock, fracture, porous or otherwise
physically weak. Neither breath nor thickness of a single stone shall be less than one-third its length.
Rounded stone or boulders will not be accepted unless authorized by special provisions.

The soundness of the rock shall be such that when subjected to sodium sulphate test for 5 cycles in
accordance with AASHTO method T-104, the maximum loss in the height does not exceed 5%.

Each individual stone shall comply with the following specification:

Aggregate Crushing Value 25% maksimum


Los Angeles Abrasion 25% maksimum
Specific Gravity (saturated surface dry) 2.6 minimum
Water Absorption 2% maximum gain by weight
Sodium Sulphate Soundness 5% maximum less over 5 cycles

4.2 Geotextile

The geotextile comprise continuous filament polypropelene, needle punched fibres to form a
homogeneous sheet. Fibers used in the manufacture of geotextile and the threads used in joining
geotextiles by sewing, shall consist of long chain synthetic polymers, composed of at least 95%
by weight polyolefins or polyesters. They shall be formed into a stable network such that filamens
or yarns retain their dimmensional stability relative to each other, including selvages.

Geotextile overlaps shall be at least 1.0 m when installed underwater and 0.35 m for installtion in
dry conditions (unless otherwise stated in the drawing). Geotextile shall be subject to sampling and
testing in accordance with ASTM D4534. Acceptance shall be based on testing of either
conformance samples obtained using Procedure A of ASTM D4534 or based on manufacturer’s
certification and testing of quality assurance samples obtained using Procedure B of ASTM D4534.

5. SCHEDULE

It is anticipated that the rock revetment works will be completed within a 284 days programme.
