Context

Context
(Philippine Development Plan 2017-2022)

• The Philippines will be an upper middle-income


country by 2022.
• Growth will be more inclusive as manifested by
a lower poverty incidence in rural areas – from
30% in 2015 to 20% in 2022.
• The unemployment rate will decline from 5.5%
to 3-5% in 2022.
• There will be greater trust in government and
in society.
• Individuals and communities will be more
resilient.
• Filipinos will have greater drive for innovation
Governance Challenges
• The new set of local leaders brings with them renewed development
directions and priorities which carry issues of adaptability to anticipate
and respond to change, particularly in terms of aligning to the national
government agenda.
• LGUs must continue to fulfill their functions as self-reliant communities
even in the context of a push to federalism.
• There are continuing challenges related to hazards caused by climate
change and disaster, and threats to peace and order and public safety.
• Despite having been provided avenues through the LGC, local
governments have struggled with having meaningful community
participation in local development.
• There is a growing threat to democracy brought by CTGs, whose
presence is reported in 63 provinces and 2700 threatened barangays.
The group, whose goal is to seize political power through violent means,
have around 275,000 mobilizable mass base supporters and growing
support different sectors.

• Task: To integrate important topics on fundamentals of


the CTGs principles and operations into the Program for
Newly-Elected Officials of the DILG

Servant Leadership; Module 2: Advancing Peace, Order,
Public Safety and Security in Local Governments (Panel
Discussion))

operationalize their vision and agenda, and improved service delivery towards inclusive, resilient and sustainable growth.

• Leadership and management competencies of newly-elected officials to take on their roles and reinvigorate local governance are enhanced;
• Management systems and policies of local governments by capacitating the LGU officials and functionaries are improved;

• Assessment of performance is facilitated, and access to incentives and awards are improved
