Dear Mr. Pringle,

I am writing today to request that any review of the handling of the Zhebin Cong
missing persons case by the Toronto Police Service (TPS) seek to explain why members
of the public weren’t immediately informed of the threat to public safety.

We are aware that the Centre of Addiction and Mental Health (CAMH) informed the
Toronto Police Service (TPS) on the evening of July 3, 2019, of the disappearance of Mr.
Cong. Furthermore, we are aware that the TPS shared the information of the missing
person case on the evening of July 14, 2019, and followed by a formal release on the
morning of July 15, 2019.

For 11 days the public was unaware that the whereabouts of Mr. Cong were unknown to
both the TPS and CAMH, until it was confirmed that he left the province on an
international flight.

Our government believes a review of why the public was not informed is necessary to
regain the public’s trust. We share many concerns with the City of Toronto and Mayor
John Tory, including how he was able to pass through federal security regulations. We
will address these concerns with the appropriate governing bodies and expect them to
provide more clarity and the answers that the public needs.
