The English version of JASS 6 now available in a book format is the translation of
JASS 6, Fifth Edition published in 1993. As JASS 6, Sixth Edition in Japanese was
published in 1996, it would have been ideal to publish the English version as before
corresponding to the new edition. This booklet however only presents outlines of the
important changes in the Sixth Edition of JASS 6. The readers are thus required to
prepare the English version of JASS 6, Fifth Edition to follow the description of this
booklet.
Moreover a detailed description of the content of the revisions would be complex and
difficult to read, this booklet has been prepared to present the gist of important
changes. It is recommended that the Japanese original shall be referred to for details
of the revisions. The Sixth Edition includes small changes to the Appendix of the
Fifth Edition, but these are not discussed in this booklet. As the enactment of
regulations concerning SN Steel (rolled steel for building structural use, JIS G 3136)
now permits its use, the newly included Appendix 7 concerning this material has
been included along with tables comparing the SN material with the SS and SM
Steels that are already in use. In this list of revisions, in cases where a passage can be
compared with a part of the Fifth Edition, the passage is followed by its section
number in parentheses.

Summary of the 1996 (Sixth Edition) JASS 6 Revision

Preface

JASS 6 was prepared by carrying out revisions in line with the following policies.

1. JASS 6 and the Technical Recommendations for Steel Construction for Buildings
have been revised simultaneously to harmonize their content. New editions of the
Recommendations for Quality Criteria and Inspection Standards of Steel Structures
and the Standards for the Ultrasonic Inspection of Weld Defects in Steel Structures
have been published.

2. In JASS 6, the previous title, “Japan Architectural Standard Specification and


Commentaries” is revised by removing “and Commentaries” to refer to only the main
text in order to clarify its position as a specification for contract use.

3. The commentaries in JASS 6 and information of special note are all summarized as
technical guidelines. The volume concerning Factory Fabrication is, as a technical
explanation, expected to serve as criteria for the provision of an autonomous
fabrication control system with the background, reasons etc. included in the JASS 6
provisions. Reference information and supervision guidelines specially mentioned for
the benefit of customers (constructors) are also provided. The Construction Site Work
volume is focused on items which must be implemented by construction work
superintendents supervising structural steel work.

4. JASS 6 presents standard quality levels for buildings of normal size and form
constructed in Japan, basically describes widely used construction methods and
technologies, and further clarifies noteworthy items.

5. There are three categories of provisions.


[1] Provisions limiting construction methods and the persons qualified to perform
them.
[2] Provisions that stipulate performance but do not limit the construction methods
that provide it.
[3] Motivational (ideal) provisions that leave the method of satisfying the
stipulations up to each specification user.

6. Concerning content for which an implementation system has not been provided, it
shall be harmonized with social trends so that it can be completed and added when
legal changes and the establishment of qualification systems have provided the
necessary conditions.

7. The “SN Steel Material Identification Codes” has been added to the Appendix.

Section 1 General Provisions

1. Contract Use Specification

JASS 6 and the Technical Guidelines have been simultaneously revised with the
commentaries on JASS 6, information worthy of special note, etc. all recorded in
technical guidelines. The commentary has also been removed in order to strengthen
users' understanding of JASS 6 as a document positioned as a contract use
specification. In sum, the goal has been the creation of a practical specification for
contract use.

2. Inspection Standard Certificate

The term “mill sheet” has been replaced by the term “standard quality certificate,”
and terms such as certificates including written test results, equivalent quality test
certificates, original equivalent standard quality certificates, etc. concerning matters
such as the categorization of product certificates as standard quality certificates and
as goods certificates, have been defined.

3. New JIS SN Steel

New JIS SN Steel (rolled steel for building structural use, JIS G 3136) has been
incorporated, and the past SS steel (JIS G 3101) and SM Steel (JIS G 3106)
eliminated.

4. Quality Assurance

Quality control is performed to provide quality assurance of structural steel products.


In other words, quality assurance is achieved by performing sufficient quality control
to keep the fabrication process in the control state. In this sense, the item, “quality
assurance,” is shifted to “Section 2 Quality Control.”

Section 2 Quality Control and Quality Assurance

1. “Quality Assurance” has been moved to this section from Section 1 General
Provisions . “Scope of Application” and “General” have been eliminated.

2. “Quality Control” has been divided into “Quality Control by the General Contractor”
and “Quality Control by the Structural Steel Fabricator”.

In “Quality Control by the General Contractor,” two requirements, “Quality control


of factory fabrication and construction site work shall be performed in accordance
with the construction plan.” and “It shall be possible to certify that the quality control
is being conducted appropriately to the supervisor whenever necessary. Records
needed for this certification shall be retained.” are added as supplementary
requirements. (2.2 Quality Control by the General Contractor).

In “Quality Control by the Structural Steel Fabricator,” the new supplementary


requirements, “Function of presenting quality control policies” and “Function of
keeping records needed for certification of quality” are added. (2.3 a. Quality Control

Section 3 Materials

1. Structural steel products now include not only JIS standard products, but also
products equivalent to JIS standard products and products approved by the Minister
of Construction (3.1 a. Structural Steel Products)

2. SN steel (JIS G 3136, rolled steel for building structures) is added to Table 3.1 as a
Japan Industrial Standard for Structural Steel Products, and the SS material (JIS G
3101, rolled steels for general structures) and SM material (JIS G 3106, rolled steels
for welded structures) have been removed. Centrifugally cast pipes for welded
structures (JIS G 5201) are also removed because they are a product approved by the
Minister of Construction; not a JIS standard product.

3. Steel whose yield ratio, carbon equivalent and cracking parameter comply with the
special notes are stipulated for SN steel itself (3.1 a Structural steel products).

4. Deck plate (JIS G 3352) is added to Table 3.2. (3.1 b Standards for shapes and sizes
of structural steel products).

5. Anchor bolts (previously, SS400) are categorized as structural use anchor bolts
(SN400B or SN490B) and as assembly use anchor bolts (unless specially noted,
material is not limited to structural use anchor bolts). (3.2 High strength bolts, bolts,
studs, and turnbuckles).

6. Flux core wire for CO2 gas shielded arc welding of atmospheric corrosion resisting
steel (JIS Z 3320), a JIS product for welding material, has been added to Table 3.4.
(3.3. Welding materials).

7. Standards for material tests and weldability tests have been simplified, and can be
omitted if the welding material is accompanied by a product certificate or an
equivalent quality test certificate. (3.4 Material test and weldability test).

8. At the time that material is received, if it is SN material and its material identification
is displayed, it may be confirmed using a goods certificate instead of the original of
the standard quality certificate (or an original equivalent standard quality certificate).
(3.5 Purchase, receiving, and storage of materials).

Section 4 Fabrication

1. The provision for shop drawings has been clarified with the statement that the general
contractor shall, "have the structural steel fabricator prepare the shop drawings, and
after the adequacy of construction sequence and structural details have been
confirmed, shall obtain approval from the supervisor." (4.1 a Shop drawing).

2. The identification of the steel products after cutting shall conform with Appendix 7
“SN Steel Material Identification Codes,” and Appendix 7 is added. (4.4
Identification of steel material after cutting).

3. The paragraph on grooving has been expanded and the grooving shape and scallop
processing are to conform with special notes. In cases where it is not spelled out in
the special notes, a scallop may be either provided or not provided. Respective shapes
are shown below, and concerning the curve of the arc of the scallop in particular, it is
stipulated that, “it shall be processed so that it smoothly contacts the flange.” (4.7
Grooving).

4. The range of treatment of friction surfaces when rust is spontaneously generated has
been changed from “an extent of more than twice the outside diameter of the washer”
to “the entire surface of the splice plate.” (4.9 a. Treatment of friction surfaces).

5. Two items are added to “Remarks for Treatment of Friction Surfaces.”


• The splice plate shall be attached by oil-free temporary bolts when the plate is
temporarily affixed to the member before final installation.
• When a grinding is exercised to remove burrs from around a bolt hole after blasting,
that part shall be brought to red rust condition.

6. Standards for the temperature used to straighten distortion by heating have been
partially revised. The straightening temperature when the material is water cooled
after air cooling shall be changed from “800 o C to 900 o C” to “850 o C to 900 o C”, and
the temperature at the start of water cooling has been changed from “500 o C” to “650
o
C.” (4.10 Straightening of distortion).

7. The inside radius of bending of plates that must provide plastic deformation
capabilities, such as columns and the haunch of beams and brace ends for example,
has been required to set at more than 4 times the plate thickness. (4.11 Bending).

8. A new provision has been added concerning backing strips, and stipulates that a plate
thickness is to be equal to or greater than 9 mm, and in case where no scallop is
formed, a two-piece type be used to fit to the shape of the corner of the fillet.

9. A new provision has been added that stipulates that the leg length of the bead of tack
welding shall be a minimum of 4 mm and that at the corners of cold formed square
steel pipe and other locations subject to cold plastic processing, tack welding shall be
avoided.

Section 5 Welding

1. A new provision stipulates that even where a qualification test for welders is
specially noted, a welder who has already been approved based on an equivalent
qualification test may be exempted from the test with the authorization of the
supervisor. (5.4 d Welder qualification test).

2. A new provision clearly stipulates that when a run-off plate is attached to a column -
beam joint, it shall be attached to a backing strip and that it shall not be assembly
welded directly to the base metal. A run-off plate need not be removed after the
welding, and in case where it is needed to be removed, its method shall conform to
the special notes. (5.7 f. Run-off plates).

3. Provisions concerning backing strips are added. (5.7 General conditions for welding
work)

(1) Tack welding of a backing strip on a beam - column joint using backing strips shall,
as shown in Figure 5.2 a, not be performed in a range of 5 to 10 mm from both ends
of the beam flange, nor within 5 to 10 mm of the startup point of the web fillet arc
or the end of the fillet weld toe.

(2) A fillet weld used to assemble a backing strip shall be between 4 mm and 6 mm of
single pass, and shall be between 40 mm and 60 mm long.

(3) As shown in Figure 5.2 b, when a backing strip is attached to the outside of a beam
flange by on-site welding, it shall not be directly tack welded to the base metal such
as beam flange or column flange.

4. The need for a scallop for column - beam joints where a complete penetration weld is
performed on the beam flanges of the beam end welds shall be spelled out in the
special notes. When there is no mention of it in the special note, it shall conform with
4.7 Grooving a (2). When a scallop is needed for fabrication, the authorization of the
supervisor shall be obtained. (5.7 h. Scallop).

5. The ambient temperature when welding is carried out has been changed to read,
"When the temperature is below - 5 °C, welding shall not be performed. At a
temperature between - 5 °C and 5 °C, welding may be done if the base metal in a
range of 100 mm from the weld is appropriately heated. (5.7 g. Temperature, weather,
others).

6. The case where the effective throat of a partial penetration weld need not be
decreased by 3 mm from the depth of groove has been newly stipulated to read, “the
effective throat may be taken as equal to the groove depth in the case of SMAW or
GMAW with joint configuration of a single or double U or J, or single or double
bevel or V with groove angle of 60° or more, and in the case of SAW”. (5.10 c
Effective throat).

7. Judgement on visual inspection and dimensional tolerance were based on a single


sampling of 10% or more in the previous revisions, but the new method now
stipulates that if a defective weld is found by the first sampling, a second sampling of
another 10% shall be performed and the judgment shall be based on a total of 20%
sampling. (5.13 Inspection for surface defects and profiles).

Section 6 High Strength Bolt Fastening

1. The size of the bolts that can be used has been expanded to also include M27 and
M30 for both high strength bolts and Torshear type high strength bolts. (6.1 High
strength bolts).

2. The definitions of the bolt groups in tightening work have been revised from the
previous Figure 6.2 to the following figure. (6.4 Tightening of high strength bolts).

Section 7 Hexagon Bolt Fastening

No real revisions concerning hexagon bolt connections have been introduced.

Section 8 Anticorrosive Paint

1. The relative humidity at which painting work shall be suspended is changed from
over 80% to over 85%. (8.2 b Painting) .

2. In Table 8.3, JASS18 M-101, specification for two-component type epoxy resin
primer for metallic substrate , has, in response to the enactment of a JIS standard, been
changed to JIS K5551. Similarly, JASS18 M-103, specification for zinc rich primer,
has been changed to JIS K 5552. The item concerning two-component type thick
membrane epoxy resin primer for metallic substrate has been removed. (8.2 b
Painting).

Section 9 Inspection and Delivery of Products

1. Interim inspections, which are inspections performed by the receiving side, have been
introduced and product inspections are categorized as in-house inspections and as
receiving / interim inspections. Because it is extremely difficult to uniformly perform
interim inspections, the items inspected, methods, quantities, acceptance/rejection
criteria, performance timings, etc. shall be spelled out in the special notes.

Section 10 Construction / Site Work

1. The Scope of Application has been expanded to include "work related to quality and
precision of structural steel frameworks, and later incidental work." (10.1 Scope of
Application).

2. To guarantee sound anchorage of column bases, anchor bolts shall be classified as


either structural use anchor bolts or assembly use anchor bolts in accordance with the
purpose of the anchor bolts, that is, in the case of bolts that are load bearing (A
type), attention is drawn for the need to specify the material in the design drawing.
(10.3 Anchorage).

Section 11 Fireproofing

1. In the Table 11.1 “Fireproofing Methods and Materials,” the membrane method and
composite construction are removed, light weight cement mortar that is a method
with ministerial approval has been added to spraying methods, and glass fiber mat
laminated material has been added to winding methods. (11.2 b Types of
fireproofing).

Section 12 Hot-dip Galvanizing

1. The internal radius of curvature in bending performed prior to hot-dip galvanizing


shall also conform to the section on processing that has been revised. (12.2 e
Bending).

2. The inspection of galvanized members shall satisfy the requirements in 9.1 Product
Inspections. (12.4 b Inspection).

Section 13 Items to be Specified in the Special Notes

1. The important revisions in the table that list the items to be spelled out in the special
notes are explained in the following.
