Sumber data yang digunakan adalah data hasil Survei Perusahaan Perkebu-
nan Tahun 2017 dan data perkebunan rakyat dari Direktorat Jenderal Perke-
bunan untuk menjadi data perkebunan nasional, serta data hasil kompi-
lasi dokumen ekspor dan impor dari Direktorat Jenderal Bea dan Cukai.

Publication of The 2017 Indonesian Rubber Statistics is an annual

publication of BPS-Statistics Indonesia. This publication presents data of area and
production on palm oil by province and by category of producers, and the export
and import of rubber by country of destination and by country of origin. The
data sources are the result of the Plantation Estate Survey 2017, smallholders
data from Directorate General of Estate Crops, and data compilation of custom
documents from Directorate General of Customs,

I. PENDAHULUAN
1.1. Latar Belakang
Sektor pertanian, kehutanan, dan perikanan mempunyai peranan yang

cukup penting dalam kegiatan perekonomian di Indonesia, hal ini dapat dilihat
dari kontribusinya terhadap Produk Domestik Bruto (PDB) yang cukup besar
yaitu sekitar 13,14 persen pada tahun 2017 atau merupakan urutan kedua
setelah sektor Industri Pengolahan. Pada waktu krisis ekonomi, sektor pertanian
merupakan sektor yang cukup kuat menghadapi goncangan ekonomi dan
ternyata dapat diandalkan dalam pemulihan perekonomian nasional.
Salah satu sub sektor yang cukup besar potensinya adalah sub sektor
perkebunan. Kontribusi sub sektor perkebunan dalam PDB yaitu sekitar 3,47

persen pada tahun 2017 atau merupakan urutan pertama di sektor Pertanian,

Peternakan, Perburuan dan Jasa Pertanian. Sub sektor ini merupakan penyedia
bahan baku untuk sektor industri, penyerap tenaga kerja, dan penghasil devisa.

Karet merupakan salah satu komoditi hasil perkebunan yang mempunyai

peran cukup penting dalam kegiatan perekonomian di Indonesia. Karet juga

salah satu komoditas ekspor Indonesia yang cukup penting sebagai penghasil

devisa negara selain minyak dan gas. Indonesia merupakan negara produsen

dan eksportir karet terbesar dunia.

Selain peluang ekspor yang semakin terbuka, pasar karet di dalam negeri

masih cukup besar. Pasar potensial yang akan menyerap pemasaran karet

adalah industri ban, otomotif, aspal, dan lain-lain.
Dalam rangka menunjang peningkatan pembangunan industri karet di

Indonesia diperlukan informasi mengenai potensi karet Indonesia, Badan Pusat
Statistik menerbitkan buku Statistik Karet Indonesia 2017.

1.2. Ruang Lingkup
Publikasi ini memuat data dan ulasan ringkas tentang perkembangan

luas areal dan produksi karet yang dirinci menurut status pengusahaannya
yaitu perkebunan besar negara, perkebunan besar swasta, dan perkebunan
rakyat yang disajikan menurut provinsi. Perkembangan ekspor dan impor karet
Indonesia disajikan menurut jenis komoditas (kode HS - Harmony System) dan
negara tujuan/asal.
1.3. Metodologi
Data yang disajikan dalam publikasi ini berupa tabel-tabel, gambar/

grafik dan ulasan ringkas yang berupa analisis deskriptif dengan melihat pada
pertumbuhan, distribusi, dan kontribusi atau persentase. Data luas areal dan
produksi diperoleh dari Subdirektorat Statistik Tanaman Perkebunan, data
ekspor impor diperoleh dari Subdirektorat Ekspor dan Subdirektorat Impor, dan

data lainnya berasal dari sumber lain seperti Direktorat Jenderal Perkebunan,

Kementerian Pertanian.

diperoleh dari hasil Survei Perusahaan Perkebunan yang dilakukan melalui

pencacahan secara lengkap terhadap seluruh Administratur Perkebunan

di seluruh Indonesia. Pengumpulan data dilakukan dengan cara wawancara

langsung oleh petugas BPS ke kantor Administratur Perkebunan sesuai periode

survei. Periode survei yang dilakukan oleh BPS adalah triwulanan dan tahunan.
Pada publikasi ini, data luas dan produksi perkebunan negara dan swasta

merupakan angka tetap. Sedangkan data luas dan produksi perkebunan rakyat

diperoleh dari Direktorat Jenderal Perkebunan, Kementerian Pertanian, dan

Data Ekspor diperoleh dengan cara pengumpulan data berdasarkan

Ekspor Barang Tertentu (PEBT) yang diisi oleh eksportir dan telah diberikan ijin
muat oleh Direktorat Jenderal Bea dan Cukai dan selanjutnya mengirimkannya
ke BPS.
Data Impor diperoleh dengan cara pengumpulan data berdasarkan

dokumen impor/Pemberitahuan Impor Barang (PIB) yang diisi oleh importir
dan telah diberikan ijin bongkar oleh Direktorat Jenderal Bea dan Cukai dan
selanjutnya mengirimkan dokumen tersebut ke BPS.
4 Statistik Karet Indonesia 2017

1.4. Konsep dan Definisi
Perusahaan Perkebunan adalah suatu perusahaan berbentuk badan

usaha/badan hukum yang bergerak dalam kegiatan budidaya tanaman
perkebunan di atas lahan yang dikuasai, dengan tujuan ekonomi/komersial
dan mendapat izin usaha dari instansi yang berwenang dalam pemberian izin
usaha perkebunan. Perusahaan perkebunan yang diusahakan oleh pemerintah
(BUMN) disebut Perkebunan Besar Negara (PBN) dan perusahaan perkebunan
yang diusahakan oleh swasta disebut Perkebunan Besar Swasta (PBS).
Perkebunan Rakyat (PR) adalah usaha budidaya tanaman perkebunan

yang diusahakan oleh rumah tangga dan tidak berbentuk badan usaha/badan
hukum.
Tanaman Belum Menghasilkan (TBM) adalah tanaman yang sampai

pada saat pengamatan belum pernah memberikan hasil, karena masih muda

II. ULASAN RINGKAS
2.1. Perkembangan Luas Areal Perkebunan Karet
Perkebunan karet di Indonesia menurut pengusahaannya dibedakan

menjadi Perkebunan Besar (PB) dan Perkebunan Rakyat (PR). Perkebunan Besar
terdiri dari Perkebunan Besar Negara (PBN), dan Perkebunan Besar Swasta
(PBS).
Pada tahun 2015, Luas areal PBN karet Indonesia tercatat 230,17 ribu
hektar, meningkat 0,21 persen menjadi 230,65 ribu hektar pada tahun 2016.
Tahun 2017, luas areal menjadi 233,09 ribu hektar atau mengalami peningkatan
sebesar 2,44 ribu hektar (1,06 persen).

Sedangkan luas areal PBS karet Indonesia pada tahun 2015 tercatat 315,31

dari Dirjen Perkebunan, Kementerian Pertanian. Data tahun 2017 merupakan

pada tahun 2017 meningkat menjadi 106,74 ribu hektar atau 33,07 persen dari
total luas areal PBS karet Indonesia. Luas areal PR terluas di Indonesia adalah
provinsi Sumatera Selatan yaitu 787,89 ribu hektar (25,48 %) pada tahun 2016
dari total luas areal karet PR di Indonesia dan pada tahun 2017 diperkirakan
sebesar 788,83 ribu hektar (26,42 %) dari luas areal PR karet nasional.
2.2. Perkembangan Produksi Karet Kering
Perkembangan produksi karet kering Perkebunan Besar (PB) dari tahun

2015 sampai dengan 2017 cenderung meningkat. Pada tahun 2015 produksi
karet kering PBN sebesar 226,00 ribu ton, meningkat menjadi 238,02 ribu ton
pada tahun 2016 atau terjadi peningkatan sebesar 5,32 persen. Tahun 2017
produksi karet kering PBN meningkat menjadi 249,29 ribu ton atau sebesar
4,73 persen (lihat Gambar B).

Pada tahun 2015 produksi karet kering PBS sebesar 350,77 ribu ton,
meningkat menjadi 365,18 ribu ton pada tahun 2016 atau terjadi peningkatan
sebesar 4,11 persen. Tahun 2017 produksi karet kering PBS meningkat menjadi
380,91 ribu ton atau sebesar 4,31 persen (lihat Gambar B).

Apabila dilihat menurut produksi terbesar, produksi karet kering yang

dihasilkan oleh PBN dan PBS yang relatif besar pada tahun 2017 berasal dari

Provinsi Sumatera Utara dengan produksi sebesar 87,451 ribu ton atau 35,08

persen dari total produksi PBN nasional dan produksi sebesar 127,255 ribu

ton atau 33,41 persen dari total produksi PBS nasional.
Untuk Perkebunan Rakyat (PR), produksi karet kering dari tahun 2015
sampai 2017 cenderung meningkat setiap tahun. Produksi karet kering pada
tahun 2015 sekitar 2 568,63 ribu ton, meningkat 7,25 persen menjadi 2 754,75
ribu ton pada tahun 2016. Pada tahun 2017 diperkirakan mencapai 2 999,31
ribu ton atau meningkat 8,88 persen dibandingkan dengan tahun 2016.
Produksi karet kering PR pada tahun 2017 terbesar berasal dari provinsi
Sumatera Selatan yang diperkirakan mencapai 933,940 ribu ton atau sekitar
31,14 persen dari total produksi karet kering PR nasional. Grafik perkembangan
produksi karet kering PR tahun 2015 sampai 2017* dapat dilihat pada Gambar
B.

2.3. Perkembangan Ekspor Impor Karet Alam dan Karet Sintetis
Ekspor dan impor karet alam dan karet sintetis secara umum dirinci
berdasarkan kelompok kode Harmony System (HS) sebagai berikut :

Pada tahun 2017, berat ekspor karet alam terbesar adalah TSNR 20 (HS
40012220) sebesar 93,10 persen dari total ekspor, TSNR 10 (HS 40012210)
sebesar 3,63 persen, dan RSS Grade 1 (HS 40012110) sebesar 2,02 persen (lihat
Gambar C).

Total ekspor karet alam sembilan tahun terakhir cenderung berfluktuasi,

berkisar antara -13,25 persen sampai dengan 18,05 persen. Pada tahun 2009

ke Unites States mencapai 589,375 ribu ton atau 19,69 persen dari total berat

sekitar 8,65 persen dari total berat ekspor karet alam Indonesia dengan nilai
US$ 441,73 juta. Peringkat kelima adalah Korea dengan berat ekspor 192,83
ribu ton atau 6,44 persen dari total berat ekspor karet alam dengan nilai US$
327,94 juta (lihat Gambar E).

Total ekspor karet sintetis tujuh tahun terakhir cenderung mengalami

peningkatan, berkisar antara -0,05 persen sampai dengan 2,32 persen. Pada
tahun 2011 total berat ekspor mencapai 35,44 ribu ton dengan total nilai
sebesar US$ 63,014 juta, meningkat menjadi 301,14 ribu ton pada tahun 2017
dengan total nilai sebesar US$ 484,89 juta (lihat Gambar G).
