Whether you have justjoined the City of Abbeville or have been with usfor a while, we are confident that
you will find the Clty of Abbeville a dynamic and rewarding place to work,and we look forward to a
productive and successful association. We consider the employees of the City of Abbeville to be our most
valuable resource. This Personnel Policies and Procedures Manual has been written to serve as a guide
for the employer/employee relationship.

There are several things that are Important to keep in mind about this manual. First, it contains only
general information and guidelines. This manual provides a suminary of our employment benefits,
policies, procedures and work rules. While we expect all employees to became thoroughly familiar with
our Manual, no manual can cover every situation or answer every question. Remember,effective
communication is a two way street. lf you have questions, problems or suggestions, please let us know.
Our goal is to work together as a team.

For the City to be successful, we must be performance oriented. Your success and,in tum,our success
depends upon the quaiity of your work. Our employment relationship Is based upon mutual trust and
mutual satisfaction. Your employment with the City will always be °at wir, meaning that either you or the
City may terminate the employment relationship at arty time for any reason. This manual does not(1)
obligate the City to continue your employment for a particular length of time;(2)create a contract of
employment between you and the City;(3)create a property right or any other right to continue
employment with the City; or(4)Omit the City's right to terminate your employment for any reason the City
deems sufficient. Except by written agreement signed by the City, no elected official, appointed Ada!,
manager, supervisor, employee or other representative of the City has any authority to promise you
employmentfor a particular length of time or to make any other promise or representation about your
continued ernployment with the City.

The procedures, practices, policies, and benefits described here may be modified or discontinued frorn
time to time through City Council actlon. You will be Informed of any changes as they occur. Note the
Police Department Policy may ditfer from time to time from this policy. As it applies to the Police
Department,their policy will take precedence.

Finally, some ofthe benefits described here are covered in detail in the official benefit policy and plan
documentsfrom the providers. You should refer to plan documents for specific information, since this
Personnel Policies and Procedures Manual only briefly summarizes those benefits. Please note that the
terms of the City's written Policies take precedence over anything conceming insurance contained in the
Manual.

1.0 INTRODUCTION
1.1 PURPOSE

The City of Abbeville,through City Council approval, has adopted the City of Abbeville Personnel PoTides
and Procedures Manual system contained hereln. The purpose ofthe City's Personnel Policies and
Procedures Manual system is to establish:

• Guldance to officials in their relationship with city employees and other city officlals
• Employee rights and responsibilities
• Fair and equitable treatmentfor all employees
• Comparable pay for comparable work
• Rules of conduct and performance expectations

Such policies and procedures provide structure and consistencyfor administrative actions, whlch will
facilitate the selection and retention of qualified employees,enhance effective and efficient
performance ln providing services to the citizens of Abbeville,and enable City Employees to derive
satisfaction from thelr work.In addition,these policies include the conditions under whlch employees
are employed,benefits applicable to the employees ofthe City of Abbeville,and other matters regarding
employee wages and worldng conditions.

1.2 SCOPE

The personnelsystem contalned herein is the authorized personnelsystemfor the City. These polidesand
procedures apply to all employees and City offidals except where expressly exempted by these polldes
and procedures. Certain elected officials are exempted to whom establlshed Personnel Policies and
Procedures Manualshall in no way apply exceptas they govern thelr actions with city employees. ln
addition to those exempted employees identifted above,anyfirm,individual, or agency on retainerwith
the Clty wlll also be exemptedfrom these policies and procedures except as provided by Federallaw.

The City adheres to all applicable federal and state regulations concerning wages,work hours,facilitits,
hazardous working conditions,and other conditions of employment.

1.3 CITY COUNCIL'S APPROVAL AUTHORITY

The Abbeville City Council is the approval authorityfor ail Oty of Abbeville Personnel Policies and
Procedures. Changes to these policles are not authorized except as approved by the City Coundl.The
City reserves the right to make changes in either city policies or benefits at any tine.These policiesshall
be effective with the date oftheir implementation and applicable until changed by the Abbeville City
Council.Such changes shall not affect benefits earned prior to the date of each change, but may affect
benefits or other conditions ofemploymentfrom the date of the change forward.

The appllcation ofthese policies shall be governed by the rules, regulations,and procedures adopted by
the Abbeville City Council. Department Heads may issue and implement departmental rules and
regulations if consistent with these policies and procedures.
