Safety Information
ABOUT PHOTOSENSITIVE SEIZURES
A very small percentage of people may experience a seizure when exposed to
certain visual images, including flashing lights or patterns that may appear in
computer games. Even people who have no history of seizures or epilepsy may
have an undiagnosed condition that can cause these “photosensitive epileptic
seizures” while watching video games. These seizures may have a variety of
symptoms including: light headedness, altered vision, eye or face twitching,
jerking or shaking of arms or legs, disorientation, confusion or momentary loss
of awareness. Seizures may also cause loss of consciousness or convulsions
that can lead to injury from falling down or striking nearby objects.
Immediately stop playing and consult a doctor if you experience any of these
symptoms.
Parents should watch for or ask their children about the above symptoms
– children and teenagers are more likely than adults to experience these
seizures. The risk of photosensitive epileptic seizures may be reduced by sitting
further from your monitor, using a smaller monitor, playing in a well-lit room
and not playing when you are drowsy or fatigued. If you or any of your relatives
have a history of seizures or epilepsy, consult a doctor before playing.

PRECAUTIONS TO TAKE DURING USE


• Do not stand too close to the screen. Sit a good distance away from the
monitor, as far away as the length of the cable allows.
• Preferably play the video game on a small screen.
• Avoid playing if you are tired or have not had much sleep.
• Make sure that the room in which you playing is well lit.
• Rest for at least 10 to 15 minutes per hour while playing a video game.

WARNING: AVOID DAMAGE TO YOUR TELEVISION


Do not use with certain television screens and monitors. Some televisions, especially
front- or rear-projection types and plasma screens, can be damaged if any video games
are played on them. Static images or pictures presented during the normal course of
playing a game (or from putting the game on hold or pausing) may cause permanent
picture-tube damage, and may “burn in” to the screen, causing a permanent shadow
of the static image to appear at all times, even when the games are not being played.
Always consult your television screen or monitor manual or otherwise the manufacturer
to check if video games can be played safely.

Welcome to Aggression – Reign over Europe
Aggression – Reign over Europe is a military real-time strategy set within a
historic context and featuring very light role-playing elements. You will play
the role of a political leader of Russia, Great Britain, France or Germany. It is
up to you to take critical decisions at the crucial period of European history
– the World War age covering 1910-1950. It will be up to you to either follow
or change history in your conquest to become the most powerful nation in
Europe.

Installation
Requirements
Make sure that your computer either uses Windows 2000, Windows XP or
Windows Vista. Aggression – Reign over Europe is not compatible with non-
windows based operating systems.

In order to run Aggression – Reign over Europe, you have to install DirectX
version 9.0 or higher (you may perform the installation from our CD). If you
have an Internet connection, you may download the latest DirectX version
from the official Microsoft Corporation site: http://www.microsoft.com/
windows/directx/

Installing the Game


Insert the Aggression – Reign over Europe game DVD into your DVD-ROM
drive.

Windows will try to auto play the disk and the installation menu will open
automatically. Select the Install game option in the menu.

If this does not happen, you can use Windows Explorer to find and run the
Setup.exe file located in the root directory of the Aggression – Reign over
Europe DVD.

The installer program will guide you through the installation process with
on-screen instructions.

Getting Started
Launching Game
To launch the game, select Start > Programs > Playlogic > Aggression – Reign
over Europe and select the executable file.

You can also launch the game by pressing the Aggression – Reign over
Europe icon on your desktop, by selecting Launch game in the DVD menu
after inserting the DVD in your DVD drive, or by running adico.exe in the
installation folder of the game.

Main Menu
When you start the game, the Main Menu will appear automatically right
after the intro movies.

From the main menu you can select the following sub-menus:

Tutorial – A brief overview of the controls and interfaces.


Campaign – Start the game in campaign mode.
Missions – Start a single stand-alone mission (battle only).
Load Game – Load a previously saved game.
Settings – Video, audio and gameplay settings.
Exit – Quit the game and return back to Windows.
Credits – The credit list can be viewed by clicking on the big A in the centre
of the menu.

From any of the sub-menus you can return to the main menu by pressing the
escape button or by pressing the close window button located at the top right
corner of the sub-menu window.

Tutorial
The tutorial teaches you the basics of Aggression – Reign over Europe. It is
highly advised to play the tutorial at least once if you are new to the strategy
genre.

Campaign
Aggression – Reign over Europe features unique campaigns for four
different nations. Each of the selectable nations has its own strengths and
weaknesses that you will have to deal with in order to win.

Select the flag of the nation you wish to play with by left-clicking on the
corresponding flag. Then select start to run the game and start the campaign
of the selected nation.

Russia – Russia is a country of immense economic potential, but at the start


of the game it is less developed and is disposed to inner problems.
France – France is noted for its unstable internal political system. It is also
threatened by an invasion by its neighbors.
Germany – Germany is a highly developed industrial country, faced with a
problem of land shortage and a hostile attitude of other European nations.
Great Britain – Great Britain possesses a number of promising colonies,
which due to their remoteness are rather vulnerable to takeover by other
nations.

Missions
The game contains six stand-alone battle-only scenarios, which can be
selected from the missions menu.

The Clash – In this scenario, armies


consist of troops from both World
Wars. You have to destroy all enemy
squads or capture every key point on
the map.
Trench War – In this mission, you
have to defend well-fortified lines
against overwhelming enemy forces.
You will have to face massive infantry
attacks, artillery support and even
aerial support from the balloons and
early aircraft. Your enemy will be
attacking you relentlessly.
To win this scenario you have to
maintain control over the key points for 30 minutes.
Between the Wars – Armies represent the technical level of the mid-30s. The
objective is simple: you have to destroy your enemies or capture every key
point.
Tank Battle – Battle takes place on the tactical map of Kursk. Armies consist
mostly of battle tanks with some aerial support that can be used to gain
tactical advantage. Destroy your enemies or capture every key point.
Secret Raid – You have to capture every key point on the map. To accomplish
this objective, you are given several squads of Special Forces soldiers, with
only long-range artillery and airplanes to provide fire support. Your forces are
outnumbered, but the enemy is poorly trained and equipped, and you have to
use your skills to your advantage.
Armageddon – Battle takes place on the tactical map of the 'Bavaria' area.
Armies consist of the most up-to-date squads from the late part of the game,
including reactive artillery, heavy tanks and nuclear weapons, accompanied
by most advanced aircraft and a lot of artillery support. Destroy your enemies
or capture every key point.

Load/Save Game

In order to load a previously saved game, you


have to enter the Load Game menu. Simply
choose Load game from the main menu and
then select the game you wish to load.

For in-game saving and loading press escape


and, when the menu window opens, click on the
load game or save game button.

You can also use the quick-saving option by


pressing F5. of special effects that contribute to
the cinematic picture of all what's happening on the screen.

Settings
To change the game settings, choose Settings from the main menu. If you
wish to change these settings during the game, press Escape or select Menu
from the top bar at any time and click on Settings in the menu window.

The settings menu consists of four tabs: graphics, sound, gameplay and
difficulty screens.

Graphics – Here you can set brightness and contrast ratios, select screen
resolution, toggle 3D-map overview in the main menu, and also set the detail
quality for various elements.
Sound – Here you can set the volume for sound effects and background
music.
Gameplay – Here you can set different game parameters such as auto-save
frequency, game event notifications; you can also toggle historical and
random events.
Difficulty – Difficulty level setting.

Campaign Mode
Winning the Campaign
The goal of each of the four Aggression – Reign over Europe campaigns is to
conquer Europe before time runs out. You have to conquer all cities on the
Europe map in order to win the campaign mode.

You have to do this before the game reaches the date 1950 or two countries
develop the final technology, which indicates the start of the cold war.

The Campaign Map


The campaign map screen consists of: the top bar (1), the map of Europe
with cities and characters (2), the minimap panel (3), the main panel (4), the
command panel (5) and the ministry containing all the portraits of all the
characters currently in service (6).

You can scroll across the Europe map using the arrow keys on your keyboard
or by moving the mouse cursor to the edge of the screen. You can zoom using
the mouse wheel. To rotate the camera, hold down the mouse wheel (or
middle button) while moving the mouse around.

Top Bar (1) – From the top bar, you can access the main menu, enter various
menus detailing your nation’s statistics, view the game date, set the game
speed, view your nation’s resources and in case of a resource imbalance
trade resources.
Europe Map (2) – The Europe map represents the main playing field. It is here
that all the main game events take place: cities are growing, discoveries are
made, troops are hired, armies take over enemy territories.
Minimap Panel (3) – The minimap helps to track army movements or territory
control. The buttons on the left side of the map pane enable you to (bottom
to top): open the current task window, toggle minimap settings and the top
button toggles between the minimap view and the political alignment view.
Main Panel (4) – This panel displays information and options on any selected
character, city or fortification. If nothing is selected the main panel shows
the event log, describing everything of importance that happens, for example
another country developing a new technology or capturing new territory.
Command Panel (5) – The command panel contains command buttons for
the currently selected character, city or fortification. City commands include
buttons for unit production and character hiring. Character commands
include dismiss commands and build fortification commands.
Ministry (6) – The ministry shows all characters currently hired by the player.
When a character gets a new ability, the character icon starts flashing. You
can also select a character by clicking on the character’s portrait.

Cities
The City window has four tabs, containing basic control elements and the city
info. Toggle between these tabs by selecting one of the four buttons at the left
side of the city window.

Arrows at the bottom allow scrolling quickly through the cities. The Log icon
will take you back to the event log.

City Information – The Information tab


reflects the general information on the
selected city. Here you can view the
cities: population size, health and mood
of your citizens (by the corresponding
expression of their faces). From here you can also open the construction
window via the construction button. The city information button bears the
name of the selected city.

Economy – The Economic tab allows


you to distribute the city's labor force
among three main spheres: Industry
production, Education production and
Living standards improvement.
Resources produced by the city are added to the common resource stock
at the end of each day (shown in the top bar). Living Standards influence
both the level of unrest and population size within the city. If you want your
city to grow, the Living Standards must considerably exceed the necessary
minimum level. Arrows next to the bar reflect the living standards/unrest
ratio. The red arrow means the unrest level will increase. One or more green
arrows means the unrest level will decrease.

Garrison – The garrison tab allows you


to review military parameters of the
city garrison (availability of aircrafts
and ground troops, the number of
artillery bombardments, available
reinforcements and army experience and morale). Click on the Detailed
Information button to view the full list of military units in the city's garrison. A
city’s garrison cannot exceed the 50-squad maximum.

Politics – The politics tab reflects the
political views of the city's population.
The followers of friendly political
alignments support the government,
while followers of opposing alignments
are a destabilizing factor. If the number of the opposition exceeds the
number of government supporters, the unrest level within the city will grow
significantly.

You can check the political map (explained later) to see which political
alignments are supporting, neutral or opposing to your current political
regime.

Building Construction
The Construction window contains
building icons, arrows for scrolling
through cities, buttons for the
construction queue and toggling
auto-construction mode (the buildings
needed in the city are selected by the
computer).

You can construct a building simply by


clicking on the corresponding building
button. If you have enough resources,
the construction of that building will start immediately, otherwise it is put
in the construction queue. Buildings marked by roman numbers cannot be
constructed, unless the buildings in the same row with lower numbers have
been completed first.

You can cancel the construction of a building at any time while it is being
constructed by clicking on the building icon again. You will immediately
regain the resource cost of the building but you will lose the construction
time already spent on it.

Buildings that are completed are marked with a green checkmark. Buildings
in the process of construction are presented by partly darkened icons with
a percentage progress bar. Buildings in the construction queue are marked
by a sandglass icon. Buildings that cannot be constructed due to the lack of
resources are marked by a red dollar icon.

Squad Recruiting
To win Aggression – Reign over Europe, you will need armies. Armies consist
of up to 50 different squads, which are built within cities and controlled by
your military orientated characters.

All squads are recruited in cities via recruit buttons located in the command
panel whenever you have a city selected. The command panel shows from
which technology level you can recruit squads. New technology levels are
unlocked through research.

A highlighted icon means that a squad can be recruited within the city.
A darkened icon means it cannot be recruited because its recruiting
requirements are not met within this city. To start recruiting a squad, left-click
on a highlighted icon. The squad icon will appear at the bottom of the city
information panel with a progress bar showing how long it will take before it
is recruited. Once it is recruited, it will appear in the city garrison. Cities can
recruit up to 6 squads at the same time.

Constructed buildings and developed technologies determine which squads


can be recruited in a city. More advanced squads will require both specific
buildings and advanced technologies before they can be recruited. You can
view the requirements for each squad at the bottom of the tooltip.

Ministry

In Aggression – Reign over Europe, there are more than 200 playable
characters, based on the actual historical figures of the first half of the 20th
century. You can control up to 10 different characters at any time and all
characters currently active in your empire are called ‘the Ministry’.

These are the people that will make and change history. Their special abilities
develop as time goes by according to a simplified role-playing system
reflecting the characters’ development. After learning a profession, the
characters reveal new abilities and become more effective in the chosen
profession as time passes.

Controlling your Character


You can select your characters by either left-clicking on their model on the
Europe map or by selecting them via the character portraits on the right
side of the screen. When you have selected a character, you can give it
commands via the command panel in the bottom right corner of the screen.

Move – You can move a selected character


by right-clicking on the destination point or
selecting the move button and left-clicking
on the destination point.
Hold down Shift while giving a move
command to your character if you want
your character to go through territories
not included in your current alliance.
Otherwise, your character will choose the
shortest route possible through friendly
territory.
Transfer Army – Right-click on a city, another character or a fortification to
transfer an army from the character to the selected object or vice versa.
Please note that only leaders and generals can command an army.
Stop – The character will stop except when traveling by sea.
Attack – The character will attack the designated target as soon as it is
within his influence area. You can also give an attack order by right-clicking
on an enemy city, character or fortification while having the character
selected you wish to attack with.

Head of State – The character becomes the head of state with all the ensuing
consequences. You can give this command via the corresponding button in
the command panel only to characters with the leader profession.
Dismiss – The character leaves your Ministry and returns to the character
pool. Please note that rehiring a more experienced character will cost you
much more education.
Build Fortification – This command is available to characters with the general
profession only. While building, the character cannot move nor use his
abilities.
Auto Attack – Characters with an army may enter auto-attack mode. It means
they will attack any enemy character within their influence sphere if the latter
possesses an army and is located on the player's territory.

Character Panel
The main panel (bottom of the screen) becomes the character panel at any
time you select a character from your Ministry. The character panel has three
tabs.

Character Information – The


first tab reveals brief historical
information on the selected
character.

Army Information – The


second tab will let you review
the character's military
parameters (air forces, ground
troops, number of artillery
bombardments, available
reinforcements, and army experience and morale). This tab also contains
icons for character's ability activation. Click on the Detailed Information
button to view the full list of military units in the character's army.

Profession Information – The
third tab shows the information
on the character's profession,
experience levels and abilities.
It also allows you to choose
new abilities and master new
professions. Arrows under the character's portrait allow you to scroll through
all characters at your service. The Log icon will take you back to the event
log. As characters participate in combat, activate abilities and influence the
events, they receive experience, thus their profession levels increase.

Character Professions
The profession of a character determines the effect a character has on your
empire. Different professions come with different bonuses and choosing the
right professions will be the key to victory. Characters will come with one or
two default professions based on their historical background but at any point
you put these professions on hold and give the character a new profession to
your liking.

A character may have up to three professions and overall professional


advancement may not exceed a total of 15 levels. A character automatically
gains experience in all of its chosen professions unless a profession is put on
hold.

If you want a profession to be put on hold in order to develop the other


professions faster (providing the total is still below 15), you can click on
the icon to the left of levels’ bar and it will block the progress in the chosen
profession until it is unchecked again by another click.

To add a new profession, click on Add New Profession and select the
profession you wish to learn. You cannot learn more than three professions
per character and you cannot unlearn chosen professions, so choose wisely.

There are 6 available professions to choose from:

General – Learning to be a General allows a character to lead troops and
wage war. A General is also capable of fortifying a region. A general may send
reinforcements to any city within his influence sphere; he may also attack any
enemy within his sphere. The influence sphere of a general is orange.
Humanitarian – Learning to be a Humanitarian is useful to influence the
political situation in cities. A Humanitarian increases the rate of recruitment
of the people into his own political alignment by up to 3% depending on
the level of profession. Unlike other characters, he may do this not only in
your own cities, but also in the cities of other nations during peacetime. A
Humanitarian may not lead an army, unless he's also a General. The influence
sphere of a humanitarian is gray.
Spy – Learning to be a Spy is required for a character that needs to travel
incognito on the territory of other nations. A spy can do reconnaissance,
hire agents in enemy cities and assassinate other characters. Agents can
only be hired outside of one's nation. Spies may travel around the map and
increase political unrest by 1.0 per week. The level of competence in the Spy
profession is shown by a blue radius. Spies are also skilled at apprehending
other spies that try to infiltrate your country. Spies captured in your own
territory are taken prisoner, while those captured by your spies in allied
states are considered to be your allies' prisoners. In every other territory,
finding spies only makes them show on the map. To look for spies, your
character has to stand still. The influence sphere of a spy is blue.
Scientist – Learning to be a Scientist is required to increase the frequency of
scientific discoveries. All cities inside the Scientist's influence sphere have
increased production of Education by 6% of base value per level (6% at first
level, 90% at 15th). He may not lead troops, unless he's also a General. The
influence sphere of a scientist is purple.
Minister – Learning to be a Minister is essential for a character who governs
the provinces of a nation. All cities inside the Minister's influence sphere have
increased production of Industry by 6% of base value per level (6% at first level,
90% at 15th). A Minister is incapable of leading troops, unless he becomes a
General or Leader as well. The influence sphere of a scientist is yellow.
Leader – Learning to be a Leader is required by a character who wants to
be promoted to head of state. Regardless of how many such characters are
in the cabinet, only one of them is considered the Head of the State, and is
displayed on the strategic map with a crown. His parameters affect all cities
of the nation, reducing unrest by 0.2 per level of Leader profession. During the
course of the game, a leader can be replaced, or assassinated, in either case
a new leader must be appointed. The political regime of a nation depends on
the views of the current ruler. Like a general, a leader is capable of leading an
army. The influence sphere of a leader is green.

Abilities
When reaching certain levels in one of his professions, a character can
learn new abilities. Character abilities provide certain benefits for the player
or make life harder for your opponents. The abilities a character can learn
depend on the chosen profession of that character.

To choose a new ability, click on Add New Ability, select the desired ability
and press Add.

You can use or activate


abilities by left-clicking on the
ability icon in the character
panel and, if the ability requires
a target, left-click on the target
object (character, city, etc.)
on which you want to use the
ability.

Effects from abilities are


temporary. When an ability
is used, there is a recharge
period before the ability can be
used again. The recharge period (in days) appears on the ability icon after it
is used. When this number reaches zero the ability can be used again. Some
abilities have a constant effect and can be toggled on or off. Active effects
from abilities are marked by a small icon over cities and characters.

Hiring a New Character


In order to rule your country effectively, you will need to hire several
characters, known altogether as ‘the Ministry’. Some of the characters
will be at your service from the very start, but you will have to expand your
Ministry and choose new characters according to their personal abilities.

In order to hire a character, select a city and


select Hire Character (the top left button). The
character selection window will open.

The main table contains
brief info that will help you
quickly find the desired
character. The first icon
stands for the character's
political alignment
(depending on your
current political system,
some characters will be
unavailable). Character
names are shown in the
second column, their
occupation – in the third
(in case of two or more professions the main one is shown). The last column
is the character's hiring cost in Education points. This cost depends on the
character's profession level.

Upon selecting a character in the list: the character portrait, a brief bio and
the profession list (with the corresponding levels) are shown at the right side
of the window. Select Hire to add the selected character to your Ministry. The
character will be added if you have enough Education points to pay for their
services. Otherwise, you will be prompted to add the character to the order
queue and it will be hired once you meet the resource requirements.

Captivity
If a ‘civilian’ character is attacked by a character with an army, the former
is considered to be taken prisoner. The winning side may choose to execute
him, release him, invite him into the Ministry or keep surveillance over the
character. The same fate awaits any spy caught in the enemy territory. Keep
in mind though that your decisions may not work out as expected, there is
a level-based chance that a captured character will successfully escape.
Higher-level characters have a higher chance of escape.

Armies, City Garrison & Fortifications


Your squads may be deployed within cities, fortifications or be at the disposal
of one of your characters. Only characters with the general and/or leader
profession can lead armies. The maximum size of any army or a garrison is 50
squads, no matter the squad types.

All military squads in the game are divided into two groups: basic and
advanced. In order to recruit basic squads, you need to construct specific
buildings. Advanced squads require additional technology research on top of
building requirements.

Squads are always recruited within a city and when the recruiting time is
finished, they are automatically added to the city garrison of the city they
were recruited in.

Armies
Characters with the general and/or leader profession are capable of leading
armies. These armies have a maximum size of 50 squads of units.

You can view the army of


a character at any time by
selecting the character,
selecting the military tab of
the character panel and then
selecting Detailed Information.

A window will appear above the character panel displaying icons for all
squads present in the character army.

Character armies are the only way for your squads to move from city to city
or attack and conquer enemy territory. To transfer squad, select a character
that is capable of leading an army and then right-click on the city you wish
to move squads from or to. Once the city is within the influence sphere of the
character, an army transfer window will appear.

To move squads from your city garrison


to you character army, select the squads
you wish to transfer in the city garrison
and then select the transfer button to
move the squads to your character army.
You can also select multiple squads of
the same type by using the quick select
buttons.

If you wish to transfer squads from your


character to the city garrison, you have
to select squads in your character’s army
window and select the character’s army transfer button.

City Garrison
Any city can hold up to 50 squads of units that will defend the city in case it is
attacked. City garrisons are effectively the same as character armies but they
cannot attack enemy territory and will never benefit from character abilities
when defending a city.

Disbanding Squads – If you find some units no longer useful (infantry and
recruits are very likely to become so) you can disband your squads by
selecting them in the garrison window and selecting the Disband Squads
button in the command panel. The city will receive a boost to its population
equivalent to the amount of people ‘drafted’ when the squad was produced.
Keep in mind, that former soldiers will stay and live in the city where their
squad was disbanded, not where it was initially recruited.

Fortifications
All generals have an ability to build permanent fortifications that appear
on the campaign map and look like small forts with a flag over them.
Fortifications are used as an additional stronghold for concentrating
defensive forces (+50 squads). They also provide additional field fortifications
and a number of artillery bombardments in a tactical battle.

Each province can have only one fortification. The construction time of a
fortification depends on the general's experience level.

You can transfer squads from character armies to a fortification in the same
way as transferring squads from character armies to a city.

Auto Attack – Fortifications have the border protection mode on (by default)
and automatically attack any enemy character (characters you are at war
with) that steps into their influence circle. You can turn this mode on or off by
selecting the fortification and then toggling the Auto Attack command located
in the command panel.

Tasks and Events
When playing the campaign of Aggression – Reign over Europe, you will be
given a wide variety of sub-tasks that will have a small or large influence on
how the campaign will unfold. Tasks come in two categories: Historical Tasks
and Random Tasks.

Historical tasks usually have a large impact on the game and depend on the
chosen campaign. Random tasks have a smaller impact and are handed out
randomly. They will be different each time you play Aggression – Reign over
Europe.

Historical Tasks
Historical tasks represent decisions that
the chosen nation has to take in the context
of world events. Historical tasks appear in
a separate window on predefined dates.
Sometimes they imply choice-making.
However, in some cases you will need to
accomplish certain objectives in order to
evade a negative turn of events or to get a
reward. You may postpone your decision for
a certain period of time if you lack necessary
resources or when you are unsure of which
route to select. You can view the task's relevance time, its objectives and
consequences in the Historical Task window (see above).

Random Tasks
Apart from historical tasks you will have
to deal with so-called ‘random tasks’.
Random tasks are less significant, yet their
accomplishment or failure will affect your
nation’s well-being. Random tasks may
repeat over time and are not connected with
any specific date.

Task Window
You may review all current tasks' information
at any time by selecting the corresponding
button on the minimap panel. It is especially
useful if you postponed your decision about
the task's accomplishment.

Events
Historical events in the game do not depend on the player's actions. They
add a historical atmosphere and reflect important (or in some cases even
insignificant) events that took place in the first half of the 20th century.

Politics
The political map window reflects the population's
political views and the relations between different
factions. The political map window can be toggled
on and off via the corresponding button on the
minimap panel.

At the top, you see your nation’s current political


regime (in this case monarchists). This is the same
as the political alignment of your nation’s head of
state.
Next to it are friendly factions (fascists and elitocrats) connected to you each
other with green lines. Communists and democrats are neutral, connected
to your current political regime via yellow lines. Anarchists and socialists
represent the opposition, connected with red lines. The followers of the first
group support the government. The followers of the opposition are dissidents.
The followers of the neutral factions are actually conformists and support the
majority.

If a new head of the state supports ideology other than the current one, the
numbers of supporters, conformists and dissidents also change. This may
lead to some serious domestic issues and raise the level of unrest (or even
cause revolts in the cities). The political alignment position in regard to each
other is constant and is not influenced by any factor whatsoever.

Political diversity in the city affects the increase in the level of unrest. The
more opposition to the current government the city has, the harder it will be
for you to maintain stability in a given city.

Technology
In order to raise the production efficiency and get access to new military
units, you have to research new scientific technologies. The technology
window can be opened via the corresponding button located on the top
bar or by pressing the hotkey T. The Technology window shows the list of
researched technologies for each technological age (bottom part of the
window), the list of technologies available for research (upper left corner)
and a description of the current technological age.

for technologies
that are already
researched. Darkened
icons represent
technologies that
are currently being
researched. A
sandglass icon means
that the technology is
placed in the research
queue.

Each technological age contains several types of technologies that give


access to new squad types or increase resource/squad production
efficiency. There's also one technology that opens the next technological age
and is known as a ‘key technology’. In order to research a key technology,
you have to research at least 4 other technologies. There's also a possibility
to switch between unlocked technological ages so you have a chance to
research technologies of previous ages.

Nation Statistics
The statistics window allows
comparing nations by a
number of important game
factors. It can be accessed
via the corresponding button
on the top bar or by pressing
the hotkey S.
The statistic window
provides information on
the following statistics for
each nation: Industry and
Education production, the
number of researched
technologies, army strength,
Ministry size, number of
cities, relative power of
members of the alliance and relative power of the nation. You can bring up
a pop-up hint with more detailed information by holding your mouse cursor
over a line in the table.

Country Information
The My Country window displays detailed information about your country,
cities, characters and progress. You can access the window via the
corresponding button on the top bar or by pressing the hotkey C.

tabs: cities, characters and
the construction queue.

Cities Tab – The cities tab contains the information about your cities:
production (industry and education), garrison, political situation, level of
unrest, population and its growth ratio. You can sort the table by any of
the values by clicking on the column title. This tab is useful for analyzing
information and finding cities that have some problems, like a weak garrison,
low production rates, increasing unrest or stagnant population growth.

Character Tab – The


character tab contains
information on the
characters currently
employed in your Ministry.
You can see their portraits,
names, their political
views, the professions,
abilities and their army size.
The information on this
tab should help you find
characters with certain
abilities or see if your
Ministry is lacking some
professions.

Construction Queue – The


construction queue tab
contains all orders for
the future construction,
technology research or
character hiring, which could
not be performed right away
due to the lack of resources
or unmet requirements (for
buildings). These orders
will be performed in their
original order as soon as
the required resources are
obtained. However you can
always change the queue's
order according to your
preferences by selecting a construction order and then manipulate its place
in the queue by using the arrow keys found at the bottom of the window.

Diplomacy
The diplomacy window displays the relations of different countries. You can
access the diplomacy window either via the corresponding button on the top
bar or via the hotkey D.

The top row and the first column of the table contain different nations' flags.
Icons in the cells at the intersection of rows and columns reflect the type of
diplomatic relations between the corresponding nations: peace, alliance or
war. Move the cursor over a cell to see a pop-up tip with a numerical value of
the countries' relations (a higher number means a better relation). Left-click
on a nation's flag to see the country's brief information or to change your
diplomatic relations with this nation. The buttons to the left of the flag will
open the country's description or its statistics.

Alliance – Allies may transfer


troops and characters through
each other's lands. You will
also be able to see the strategy
map regions discovered
by your allies. All allies are
automatically engaged in a
war with any enemy nation
that declared war on one of the
alliance members.
Peace – Nations are in peach
with each other. They may not
transfer troops through each
other's territories.
War – Nations are engaged in
a war, destroying each other's
armies and capturing cities. A
peace treaty may be signed,
after which nations can sign
an alliance treaty or trade
agreement.
Trade Agreement – There is also an option to sign a trade agreement with
another nation. An active trade agreement is indicated by a dollar sign in
the corner of a cell. A trade agreement consists of two stages: establishing
trade routes and gaining profits. First, the countries pay a portion of their
income (10% at the beginning) to establish trade routes. Each month the cost
is reduced by 1% until it reaches zero mark. Then the second stage begins.

Each country will receive bonus resources, starting from 1% of their partner’s
income due to trade. The bonus will increase a percent per month until it
reaches 15%.

Resource Imbalance
Sometimes you will find yourself in a situation where you do not have enough
of a resource (education or industry), but plenty of the other one. If one
resource significantly outnumbers another, a button in the top panel will
become active. When you select it, it will determine the object of shortage
and present you with an opportunity to exchange one resource for the other.
The exchange rates depend on
the number of Shipyards built in
your cities; more shipyards give
you more options in overseas
trading thus improving the
exchange rates.

Battle
Initiating Battle (Campaign Mode)
This only applies to battle initiated within the campaign mode.

Automatic Battle Resolution


If you attack an opponent’s city, fortification
or character a window will pop-up giving you
several options. You can retreat, go into battle
or resolve the battle automatically.

In case you select to resolve the battle


automatically, a calculation based on unit
strength and army size (as well as many
other factors, such as officers’ influence,
fortifications, experience, etc) will determine
the victor.

However this results in automatic losses,


losses you might have otherwise avoided,
and also disables you from gaining the bonus
resource rewards that you might earn when
playing the battle yourself.

Unit Deployment
Before battle takes place, players must choose the starting positions for their
squads. It's advised to consider the deployment carefully, paying attention to
the squad types, key point locations and possibilities of enemy actions.

Areas where your squads can be deployed are marked with lighter color than
the rest of the map area. To move a squad, select it by left-clicking on it, then
right-click on the desired location.

Press Enter when you are done with the deployment phase and are ready for
action.

Squad Control
You can control your squads via mouse commands, hotkeys and the
command panel. Left-click on a squad or drag-select several squads while
holding down the left mouse button.

You can give selected squads a move order by right-clicking on a location on


the battle map. Right-clicking on an enemy target will issue an attack order
instead.

When you have a squad or multiple squads selected, you will get access to
the following squad control options displayed in the command panel (Please
note, that some of these options are available to certain squad types only).

Move – Select move and then left-click on a location on the battle map to
move your squads.
Stop – Select stop to have your squads to hold fire.
Attack – Select attack and then left-click on a target to attack the target.
Patrol – Squads will patrol between the current and target location.
Hold Position – Squads will not move from their current location.
Turn – Select turn and then right-click to indicate the new direction.
March – Squads move at walking speed.
Run – Squads move at increased speed.
Prone – Select prone if you want your squads to go prone and take cover.
Ambush – Selecting ambush will command your squads to go prone and
cease fire until the enemy comes closer.
Grenades – Toggle grenades to command your squads to use grenades in
combat.
Call for Attack – Selecting call for attack will temporally stop morale
decrease on nearby squads.

Gallop – Cavalry moves at double speed.
High Explosive Grenade – Switch to standard artillery rounds.
Chemical Warfare Agents – Switch to standard poisonous gas canisters.
Barrage Fire – The Anti-air gun will start firing upwards, keeping enemy
aircrafts away.

All of the above listed commands have hotkeys listed below in the hotkey
section.

Commands and Character Abilities


Commands
During a tactical battle, the following options can be available to the player
(on the left side of the screen). Availability of these commands depends on
specific squads present in your army or character abilities of your army
leader. A number underneath the command icon indicates the number of
times it can be used during the current battle.

Bombers – A bomber will fly to and bomb the target location. Each of your
bomber squads can be called in once during battle.
Recon Planes – Send a scout plane to the target location.
Fighters – Send a fighter plane to the target location. The fighter will patrol
the area and attack all hostile airplanes in the vicinity.
Artillery – An artillery bombardment is called in on the target location.
Call for Reinforcements – Send a request for reinforcements, which will
appear on the tactical map in 5 minutes. The reinforcements are available if
the player has less than 50 squads currently in action. The countdown timer
on the request button shows the time left until reinforcement arrival.

Character Abilities
Character abilities are only available during the full campaign.

Character abilities will provide bonuses to the commands (extra artillery


bombardments) or have a bonus on all active squads on the battle map. A
colored icon means the ability can be used, a darker icon indicates that it
cannot be used during the current battle any more. Abilities can only be used
once per battle. Hold your mouse over the abilities for a detailed description.

Victory Conditions
Battles are won when you meet any of these following requirements:

Capture all Key Points – Key
points are indicated by stars on
the minimap and large circles
on the map. You can capture
these key points by putting
squads within the circles. If you
do so, the red circle will slowly
turn green.
This indicates that capturing
is in progress and when the
entire circle is green the
capture is complete. If you
have captured all key points
you win the battle, even if the
enemy has more squads active
on the battle map.
Destroy all Opposition – If the enemy has no more active squads (specific
units like balloons excluded) on the battle map, you have won the battle.
Scenario Goal – The stand-alone scenarios can have alternate victory
conditions, which are detailed in the scenario description.

Limited Warranty
Playlogic International warrants you, the original purchaser of the Game,
that this Game will perform substantially as described in the accompanying
manual for a period of 90 days from the date of first purchase. If you discover
a problem with the Game covered by this warranty within the 90 days period,
your retailer will repair or replace the Game at its option, free of charge,
according to the process identified below. This limited warranty: (a) does not
apply if the Game is used in a business or for a commercial purpose: and (b)
is void if any difficulties with the Game are related to accident, abuse, virus or
misapplication.
Returns within 90 day period
Warranty claims should be made to your retailer. Return the Game to your
retailer along with a copy of the original sales receipt and an explanation of
the difficulty you are experiencing with the Game. At its option the retailer
will either repair or replace the Game. Any replacement Game will be
warranted for the remainder of the original warranty period or 30 days from
receipt, whichever is longer. If for any reason the Game cannot be replaced
or repaired, you will be entitled to receive your direct (but no other) damages
incurred in reasonable reliance but only up to the amount of the price you paid
for the Game. The foregoing (repair, replacement or limited damages) is your
exclusive remedy.
Limitations
This limited warranty is in place of other express or statutory warranties,
conditions or duties and no others of any nature are made or shall be binding
on Playlogic International, its retailers or suppliers. Any implied warranties
applicable to this Game or the media in which it is contained are limited to
the 90 day period described above. TO THE FULL EXTENT ALLOWED BY
LAW, NEITHER PLAYLOGIC INTERNATIONAL, ITS RETAILERS, SUPPLIERS
ARE LIABLE FOR ANY SPECIAL, INCIDENTAL, PUNTITIVE, INDIRECT OR
CONSEQUENTIAL DAMAGES ARISING FROM THE POSSESSION, USE OR
MALFUNCTION OF THIS GAME. THE FOREGOING APPLIES EVEN IF ANY
REMEDY FAILS OF ITS ESSENTIAL PURPOSE. Some countries/jurisdictions
do not allow limitations as to how long an implied warranty lasts and/or
exclusions or limitations of incidental or consequential damages so the above
limitations and/or exclusions of liability may not apply to you. This limited
warranty gives you specific rights, and you may also have other rights that
vary from country/jurisdiction to country/jurisdiction. For questions regarding
