Job Title : Finance Manager

Job Purpose
Manages the development and implementation of financial policies and guidelines to ensure
organisation’s funds are utilized towards the achievement of corporate goals and objectives in
accordance with donor requirements.

Pincipal Accountability (Key Outputs of the Job)

Output 1: Finance Plan


Definition: Leads the development of finance strategies, plans & budgets to ensure set
functional goals, and objectives supports the overall organizational strategic priorities

Output 2: Coordinated Budgeting Process


Definition: Coordinates the development of the annual national budgeting process to ensure
sectional budgets conforms to the planning requirements and that programmes are
aligned to the national plan and objectives.

Output 3: Controlled Expenditure


Definition: Monitors and reviews monthly and annual programme financial reports in order to
identify and address areas of over-spend to ensure funds are ethically and economically
utilized in line with the organisation’s plans and objectives.

Output 4: Maintained Financial Records
Definition: Maintains accounting records to ensure appropriate financial information is up-to-date
and documented in accordance with generally accepted auditing standards.

Output 5: Technical Advice


Definition: Provides financial advisory support to management to ensure that national &
international financial management standards are complied with and that
budgeting, cash-flow planning and financial reporting requirements are met.
Output 6: Financial Reports
Definition: Produces financial updates including budget variance reports to ensure that the
required financial reports / accounts / statements are forwarded to the relevant
stakeholder.

Output 7: Managed Cash-flow


Definition: Coordinates fund transfers and facilitates the flow of funds to programmes to
ensure sound management of funds to meet operations commitments.

Output 8: Invested Funds


Definition: Monitors bank accounts to ensure liquidity is maintained and suggests the
investment of surplus funds in interest bearing financial investment instruments.

Output 9: Paid Salaries


Definition: Oversees payroll process to ensure to staff are remunerated according to
appropriated benefits and entitlements.

Output 10: Statutory Reports


Definition: Produces tax returns and financial disclosure documents to ensure financial
statutory obligations to relevant authorities are submitted in accordance with
regulatory requirements.

Output 11: Maintained Fixed Asset Register


Definition: Maintains an up-to-date fixed assets register to ensue that acquired assets are
dully accounted for and that the organisation has an up to date inventory registry

JOB FACTORS

Education
Grade 12 with 5 ‘O’ levels with a Bachelor’s Degree in Accounting or Finance, ACCA , AZICA,
CIMA, or equivalent. Member of Zambia Institute of Cartered Accountants (ZICA).

Experience
At least five (5) years progressively senior experience in financial management, including at
least two (2) years in a leadership position in a medium to large organisation. Hands on practical
working knowledge and understanding of all aspects of financial management including
budgeting, accounting, auditing, financial controlling, financial reporting, and financial analysis.
Understands the Zambia statutory financial requirements for NGOs. Understanding and
experience of the non-profit sector financial policies and standards and software applications.

Interpersonal communication skills


Required to write reports and budgets. Required to deal with staff problems and suppliers. Work
in close cooperation with all function heads and Family Based Care Coordinators, providing
technical advice and support. Maintains partnership relations and work in a multi-cultural and
multi-ethnic environment respecting diversity. Provides written/ verbal reports to the board of
directors, and participates in board meetings as required.
Problem solving
Required to deal with all financial matters of the organisation. Required to prepare and review
budgets and interpret financial statements.

Decision making
Makes decisions within job requirements.. Receives additional professional instruction and
supervision from the regional finance advisor. Reports directly to and refers certain issues to the
National Director.

Responsibility for work of others


Supervises the finance management and accounting functions. Provides regular supervision to all
national finance personnel based in the national office and programmes / facilities. Provides on-
going leadership and supervision to finance co-workers in the NO and programmes

Job impact
Improper action might lead to loss of large sums of money.

Working conditions
Light work: office environment, with few extremes of noise. Mostly (sedentary work)
characterized by much sitting and little physical exercise with fixed and predictable hours
Exposed to injury when dealing with aggrieved staff and suppliers, Exposed to light on computer
screen.
