INTRODUCTION

The Science, Technology, Engineering and Mathematics Education Program (STEM,


formerly Engineering and Science Education Program or ESEP) is a science and mathematics-
oriented curriculum devised for high schools in the Philippines. Surigao del Norte National High
School is one of the original identified schools implementing the former Engineering and Science
Education Program (ESEP) or the Science and Technology Oriented High School. The students
enrolled in the Junior High School STEM Program are naturally gifted in Sciences and Mathematics.
Our government is duty-bound to support them following their national development agenda, which
is anchored mainly on science and technology. According to DepEd Order No. 38 series of 2013,
DepEd shall support the program by providing financial support to public secondary schools
implementing the STE program, which used to be known as Engineering and Science Education
Program (ESEP) when it was piloted in 1994 by the Department of Science & Technology (DOST).
It was stipulated in DepEd Order 57 s. 2012, Guidelines on the Utilization of Support Fund to
Science and Technology-Oriented (ESEP) High Schools that each school shall be given financial
support consisting of a fixed allocation of One Hundred Forty-Four Thousand Pesos
(PhP144,000.00) and a variable allocation of Five Hundred Pesos (PhP500.00) per student based on
the classes’ average enrollment of the last two (2) years or two (2) sections per year level not
exceeding 320 students to augment their regular Maintenance and Other Operating Expenses
(MOOE). The School received the allotment annually. A portion of the allocation was used to fund
the research of the students. The students in return gave pride and honor to the school by receiving
recognitions not only from the division level, regional level and national level but even International
awards were received by the students. It was in the Fiscal Year 2015, where a new guideline in the
utilization of financial assistance to schools implementing special curricular programs was
implemented by DepEd. There is a series of procedure to follow before the allotment is given to the
School, in which our School abided and performed. Unfortunately, no allotment was received for two
consecutive years. A newly organize set of PTA Officers for the Junior High School STEM Program
is needed. Involving key stakeholders in public school improvement is vital. These stakeholders can
directly raise funds or provide alternative means of assistance and contacts.

PROBLEM DESCRIPTION

The Science, Technology, Engineering and Mathematics Education Program (STEM, formerly Engineering
and Science Education Program or ESEP from DepEd Order No.38, series 2013 is a science and
mathematics-oriented curriculum devised for high schools in the Philippines. Surigao del Norte National
High School is one of the original identified schools implementing the former Engineering and Science
Education Program (ESEP) or the Science and Technology Oriented High School. Applicants for the
entrance examination must belong to the Upper 20% of the graduating class in elementary with grades in
Science, Mathematics and English not lower than 85%. For other subjects grades should be not lower than
83%. The students enrolled in the Junior High School STEM Program are naturally gifted in Sciences and
Mathematics. Our government is duty-bound to support them following their national development agenda,

STATEMENT OF PROJECT OBJECTIVES

This application project aimed to ascertain the influence of stakeholders in helping improve and nurture
the education of the students of the Junior High School STEM Program of Surigao del Norte National High
School. Specifically it aims:

1.) to raise funds in order to support activities of the students and teachers of the Junior High School
STEM program of Surigao del Norte National High School
2.) to organize set of PTA officers/stakeholders in the Junior High School STEM program of Surigao
Del Norte National High School, that will help initiate in raising funds that support the activities of
the students
3.) to provide alternative means of assistance and contacts that help purchase modern facilities for the
improvement of the learning environment of the students in the Junior High School STEM program
of Surigao del Norte National High School

BENEFITS OF SOLVING THE PROBLEM

This project will be a success when the following indicators have been achieved and verified unbiased
means:

1. All of the students of the Junior High School STEM Program will be using the computers in their
vacant time and become proficient in modern technology
2. Individual computers in the computer laboratory will help increase a student’s engagement level in
the activity, lesson or assignment
3. All subject teachers of the Junior High School STEM Program can create digital materials that can
support classroom learning topics, and introduce different teaching methods for each student’s
unique learning needs.

School Head’s Application Project Implementation Paper

The School Head’s Application Project is requirement for a Certificate of Completion in the Foundational
Course of the School Heads Development Program.

The Project requires the participants to identify a specific area of school operations that require
improvement and that will deliver the best impact on school measures in three (3) to six (6) months.
The choice of project will be derived from the three priority concerns he/she identified in the Concept
Note he/she submitted at the start of the Foundational Course. Project will be presented by the school
head at a colloquium of Foundational Course participants.

This implementation paper guides the school head on planning for his/her final choice of project. It must be
competed and submitted by the end of Module 3.

F. Impact Report of the Project

Parental involvement keeps the learners motivated, interested and keen in his/her work. It bridges the
gap between school and parent. The involvement of parent in school issues not only enhances the student’s
learning in all subject areas but it also plays a vital role in the overall development of the child’s personality.
Through the efforts of the newly organized Junior High School STEM Program Integrated PTA Officers
SY 2017-2018, the Local Government Unit of Surigao del Norte headed by our lady Governor Sol F.
Matugas, was able to donate 270 pieces of Asus Laptops worth Php 8.1 million for all the students of the
Junior High School STEM program of Surigao del Norte National High School.
All the parents of the Junior High School STEM Program were able to contribute Php 600.00 for every
student in order to help finance the renovation of two classrooms for them to become accessible computer
laboratories that can accommodate the 270 laptops.
With two accessible computer laboratories housing the 270 laptops, all the students of the Junior High
STEM Program of Surigao del Norte National High School will have an access to these laptops and can
work more autonomously and gained experience in project-based learning. This allowed them to synthesize
and critically apply knowledge. Proper use of these laptops also enhanced students’ 21st-century skills –
skills needed in an information age – such as the ability to locate and use internet resources which the
students needed for their research studies especially when they are going to start conducting their Science
Investigatory Projects or SIP.

Impact of the Application Project

- Before the students of the Junior High School STEM Program spent their vacant times
doing nothing beneficial outside their classrooms. Usually they just keep on talking with
each other, playing gadgets and making unnecessary noise.

- When the project was finished most of the students spent their vacant time in the computer
laboratory doing researches for their assignments.

All of the students of the Junior High School STEM Program will be using the computers in
their vacant time and become proficient in modern technology. Individual computers in the
computer laboratory will help increase a student’s engagement level in the activity, lesson or
assignment

G. Reflection of the Leadership Experience

One of the biggest responsibilities of a School Department Head is to provide strong academic
leadership. The Head of Department is required to lead, manage and develop the department to ensure it
achieves the highest possible standards of excellence in all its activities. They will be supported by the
Faculty, and by colleagues from within the department.
This major role of being a department head brought hesitations on my part to accept the position. I
strongly believed that “Faith, in its most correct form, never removes responsibility; it removes fear of
responsibility.” The will of God prevails.
When I became the Department Head in Science, it was in the Fiscal Year 2015, a new guideline in the
utilization of financial assistance to schools implementing special curricular programs was implemented by
DepEd. There is a series of procedure to follow before the allotment is given to the School, in which our
School abided and performed. Unfortunately, no allotment was received for two consecutive years.
I planned to organize an Integrated PTA Officers in the Junior High School STEM program, that can
help initiate funds to financially support the activities of the special science program
It was realized last School Year 2017-2018. A new set of Junior High School STEM Program Integrated
PTA Officers of Surigao del Norte National High School was born.
Through the efforts of the officers and their linkages to other stakeholders, the Local Government Units
of Surigao del Norte headed by our ever supportive Lady Governor Sol F. Matugas donated 270 laptops
worth Php 8.1 million to Junior High School STEM program of Surigao del Norte National High School. To
house the 270 laptops, all the parents of the STEM program were able to contribute Php 600.00 to help in
the renovation of two classrooms to make them functional and accessible laptop computer laboratories.
Building a strong PTA partnership with the commitment of all the advisers of the Junior High School
STEM Program of Surigao del Norte National High School, I believed that this is one of my greatest
contributions in our school, that is to engaged a strong partner organization with ideas, commitments and
even fundraising power.
