If you see that your ship is detained continuously,What actions to be taken?

Trust this question is aimed at C.E. this is clearly hypothetical question and I never heard
anything like this.
The specific measures to be taken by C.E if the vessel is repeatedly (continuously!) detained in
all port:
1. C.E to take the PSC check list & Class Annual checklist and carryout checks- all classification
has these checklists.
2. Religiously carryout the checks and report to Office. The deficiencies to be addressed with,
‘corrective ‘& ‘preventive’ action.
3. Mention the spares, store and workshop assistance required. Lay-up repairs can be
recommended if any series deficiency noted.
4. If any sever non compliance noted then, report to master & master to raise non conformity.
5. History and trend of PSC deficiency to be analyzed and training to be recommended to
improve safe working standard.
6. Classification society to be called by office to assess the condition of vessel.
7. Normally Office notifies Flag with all corrective and preventive action.

If the vessel is repeatedly getting detained in all ports, then the condition of vessel is really poor
& flag/class to be notified immediately

There are tons of information available in this subject. But personally, I think surveyor expects
candidate to say, ""I will inform the Flag state regarding repeated deficiencies.""

5)Emergency preparedness.... Man found unconscious in db tank. started with permit, he said
