WHEREAS, the adverse ejects of the economic crises continued to burden the
people, especially the unemployed and under-employed poor people in the City of
Bacolod. but those who suffered most are the solo parents & their children:
WHEREAS in that situation, solo parents with parenthood responsibility are given
assistance and support by the government pursuant to Republic Act # 8972, otherwise
known as "The Solo Parents Welfare Act of 2000":
WHEREAS premises considered, there is a need for the City of Bacolod to enact
an ordinance which will institutionalise appropriate programs and services for solo parents
& their children in the City of Bacolod:
Section 1. Title of the Ordinance - The title of this ordinance shall be called as
"An Ordinance Institutionalizing the programs & services to solo parents and their children,
providing funds therefor, & for other purposes." Its shod title shall be known as "The Solo
Parents Programs/Services Ordinance"
1) Solo Parent - per Republic Act 8972, refers to any individual who fells under
any of the following categories:
a) A woman who gives birth as a result of rape and other crimes against chastity
even without afinalconviction of the offender. Provided that the mother keeps
and raises the child.
b^ Parent left solo or alone with the responsibility of parenthood due to the death
of spouse.

c) Parent left soio nr aione with the responsibility of p a r e n t h o o d while the spouse
is d e l a i u c U ur is serving sentence foi a criminal conviction for at least one (1)
year.
d) Parent left solo or alone with the responsibility of parenthood due to physical
and/or inentttl incapacity of spouse as certified by a pubiic medical practitioner.
e) Parent left solo or alone due to legal separation or de facto separation from
spouse for at least one (1) yeat as long as he or she is entrusted with the
custody of the children
t) Any other person w h o solely provide parental care and support to a child or
children,
2) C h i l d r e n - refer to those living with and dependent u p o n the solo parent for
support w h o are unmarried, u n e m p l o y e d and not m o r e i h a n eighteen years (18) of age or
e v e n above 18 years but are incapable of self support b e c a u s e of mental and/or physical
defect or disability.
11) Republic Ac! 8972 - refers fo an Act providing for the benefits and privileges
to solo parents and their children, appropriating funds therefore, and for other purposes.
Section 4, Issuance of Solo Parent's ID - In issuing for the solo parent's ID. for
purposes of availment of an appropriate services from agencies concerned, the DSSD or
its authorized personnel shall see to it that the following information shall he reflected at
the back of such ID

poverty threshold (The latest 2006 monthly poverty threshold is Php 13,972,00)
d Solo parent's ID issued by the DSSD which is signed by the DSSD Head
him/herself and ihe City Mayor upon payment of Php 100.00 to the City
Treasurer's Office
Section 5. Programs and Services to Solo Parents - The following are the
services that shall be extended to the solo parent indigents and to those who fail beiow
poverty threshold'

ihe City Coopeiaiive & Development Office (CCLDO).
a Aside from the benefits he/she enjoyed Solo parent empioyeeAvorker who has
rendered at least one (1) year of service to the city government or private
company/entity (whether continuous or broken) shall be granted seven (7)
days parental leave every yeas. To facilitate the hereto benefit granted, with
•he presentation of Solo Parent's ID issued by the DSSD solo parent shall
notify the employer for such availmenl.
b Flexible work schedule shall be given to the solo parents by the City in the
case of public employees, and by the management in the case of private
business as the case may be
However in the case of the City government, such flexible work schedule,
upon pioper evaluation shali be subject to the disci etion of the department
head

And in the case of private business, the work schedule shaft not effect
company's, productivity. And. any employer may request an exemption of such
requirements from the DOf F en meritorious ground
Section 7, Housing Benefits - Solo parents who meet the qualification under the
Republic Act 7279 shall be given housing assistance by the Bacoiod Housing Authority
Office (BHA) Furthermore, indigent poor and homeless solo parent must be given
priority in the City's seiocation site.

2. Submit the duly accomplished application form, together with the required

Section 10. Health Services - in addition to the health benefits under RA 8972,
indigent soio patents shall enjoy free iaboiatory fees, free X-ray and free tooth extraction,
upon presentation of Soio Parents ID
office.
Section 14, Effeetivfty C l a u s e - This ordinance shall fake effect Fifteen (15)
days after its publication in a newspaper of general circulation in the City of Baco'od,
