The exponential development of the Internet has engendered an unprecedented interconnectivity between
people and nations, bringing about more and more conviniences, opportunities and mutual growth. But along
with those advantages come many dangers. Many hackers are able to exploit security breaches of the web
and softwares so as to conduct malicious activity and their attacks are growing in scale as well as
sophistication. Those acts gave way to the establishment of the term “Cyber security” which is protection of
computers and other electronic devices from unauthorized access and exploitative attacks. By means of cyber
attacks, threat actors can commit fraud, obtain internet users’ personal information, threaten the secrecy of
nations’ highly confidential documents and cripple the working of businesses, hospitals and even states’
infrastructures. And as technology is advancing and widening its impact everyday, so are cyber attacks. In
recent years, we have witnessed a great many internet-based mischievous activities causing enormous and
irrevocable damage, a prime example of which is the spread of the infamous ransomware WannaCry back in
May 2017. The ransomware infected around 200,000 computers across 150 countries, disrupting the work of
many companies and organizations and resulting in the loss of billions of dollars. What is more, the United
Kingdom, a country member of NATO, had been heavily affected when the worm infiltrated tens of
thousands of hospitals across the country, putting many lives at risk.
In the light of ever-growing cyber threats, The Republic of Slovenia has taken this problem into
consideration and efforts have been made to tackle it. Since 2011, the Slovenian Computer Emergency
Respond Team (SI-CERT) has been holding the educational program “Safe on the Internet” aimed at the
Slovenian general public with a view to raising awareness on safe use of the internet. Furthermore, Republic
of Slovenia also has partaken in a good many international cyber security exercises, such as the Cyber
Europe exercises organized by European Network and Information Security Agency (ENISA) and the Cyber
Coalition exercises of NATO. In the Resolution on the National Security Strategy of the Republic of
Slovenia adopted in 2010, it was said that the country will create a national strategy for responding to cyber
threats and the misuse of information technologies. A strategy for improving detection and investigation of
cybercrime offences was introduces in Slovenia’s Resolution on National Plan on the Prevention and
Combating of Crime for the Period 2012 – 2016 which was passed in October 2012. In 2016, the government
adopted the Slovenian National Cyber Security Strategy to help “establishing a national cyber security
system that will facilitate a rapid response to security threats and will serve to effectively protect the ICT
infrastructure and information systems”. This objectives comprises of 8 sub-objectives:
1. Strengthening and systemic regulation of the national cyber security assurance system;
2. The safety of citizens in cyberspace;
3. Cyber security in the economy;
4. Ensuring the operation of critical infrastructure in the sector of ICT support;
5. Cyber security to ensure public security and combat cyber crime;
6. Development of cyber defence capabilities;
7. Ensuring the safe operation and availability of key IC systems in the event of major natural and
other disasters;
8. Strengthening national cyber security through international cooperation.
This delegate would like to encourage other member countries should take measures to solve this problem
which the delegate of Slovenia believes to be posing threats to our development. Our unification will
unquestionably be essential to the crackdown of cyber crime and establishment of a safe and secured digital
environment for our citizens.
