A Traffic Control Plan is a diagram that illustrates the arrangement of signage and devices

used to manage traffic at your worksite. The plan will detail the location and spacing of all
signage and devices, pavement markings, any containment fencing and barriers, arrow
boards and/or variable message signage, and roadwork speed zones.

Fine Interiors Manufacturing and Trading Inc. can be located along Sacris Road, Brgy
kagingkingan, Mandaue City, Cebu. It occupies and area of which is part of 1.7 hectare lot, with
more or less 100 workers. It is and export/import type of busines

TRAFFIC CONTROL PLAN

OBJECTIVE:

This Traffic Control Plan is to demonstrate how the devices and signage strategically installed
within the workplace, the barriers in placed, pavement markings and parking devices. Also
included in this plan is the company’s traffic policy all in all for the intent of PROVIDING SAFETY
within the company premises.

I. Education Safety Program

 Safety is everybody’s concern. -widely accepted


 Prevention is better than cure -widely accepted
 In every accident follows accountability. -widely disputed

For the employees to be seriously interested on safety measures, it is imperative for them to
know the advantages/disadvantages. This can be achieved through an ORIENTATION/SEMINAR
that would enable them to be watchful of what may transpire and vigilant leading them to be
pro-active and mindful not only of their safety but of the others as well.

 Training of selected personnel to direct traffic especially during delivery and emergency.

II. Hardware Equipment-

An organization/company no matter how good is the safety, security and traffic control plan
but if deprived with its need like apparel/tools and equipment, area availability, etc. can never
be effective in executing the plan.

 Procurement of high-visibility safety apparel like traffic vest, gloves, whistle,
raincoats and rain-boots, warning devices, megaphones for the traffic personnel
to use in the performance of his duties.

limit signs, warning signs, pavement markings etc.

III. Access and Movement Control

1. FACILITY IDENTIFICATION PROGRAM


 Installation of informative signage identifying the activity within the area, this
is to prevent unauthorized personnel to wander/roam particularly at the site
like roadways, loading areas and the like.
2. Entrance/Exit
 Provide separate entry/exit for pedestrians to keep them away from vehicles.
3. Pedestrian Lane
 Provide walkway/pedestrian lane for workers/visitors.
 Provide Crash Barriers along the walkways to stop vehicles from entering in the
pedestrian lane in cases of sudden lost control vehicles.

4. DELIVERY VEHICLES/CONTAINER VANS


 To prevent obstruction, the traffic personnel upon arrival of delivery vehicle
should without delay direct traffic for a safe proper parking. The same
procedure applies during exit of delivery vehicles.
 Delivery vehicles especially container vans should be provided with wheel
choke, turn off the engine, switch handbrakes and set gear position during
loading/unloading
 Delivery drivers should be within the vicinity
5. PARKING SIZE AND SPACING
 More than minimum standard parking space, parking area for light vehicles
which is 9FT BY 18FT.
 More than the minimum standard parking space, parking area of motorcycles
which is 1m by 2m.
 More than the minimum standard parking space for TRAILER TRUCK/40 FT
CONTAINER VAN which is 1000m2 gross floor area.

 Size of average parking area is 2.4mx5m for perpendicular or diagonal parking.
 2mx6m for parallel parking.
 Truck or bus parking shall have minimum of 3.6mx12m.

 More than minimum standard DOCK APRON (a space for the truck to
maneuver in order to position the vehicle at the LANDING STRIP of the
loading/unloading dock) which is 180m2.

6. Traffic Policy
 Employees should adhere and follow traffic rules within the company
premises, violation committed therein shall be considered as an infraction with
corresponding disciplinary action which will form part in the 201 file.
 Establish Coordination Disciplinary Policy with the DELIVERY/FORWARDER
COMPANY for their erring drivers/personnel.
 Establish Coordination Policy to FORWARDER/DELIVERY COMPANIES in cases of
NON-PULLING out of their EMPTY CONTAINER VANS, VEHICLES after the
delivery. (A FINE should be imposed as a storage fee or overnight parking fee)
 Suppliers Delivery vehicles should not be left unattended.
 If situation arises wherein the drivers should leave the vehicle, the latter must
turn-over/deposit the car-key to the security guard on duty. This is to ensure
availability.
 TIME SCHEDULE OF DELIVERY should be followed, it is best suggested that
DELIVERY TIME SCHEDULE should be at non-peak hours or day like
Sunday/holidays to avoid traffic.
 DELIEVERY VEHICLES / EMPTY CONTAINER VANS left in the delivery parking area
should immediately be pulled out of the area to maintain availability of the
space. (A fine should be imposed to forwarders who fail to pull out their delivery
vehicles/ container vans for this policy to be effective.)
 Any vehicular accident must be reported to the management.
 Call and ask assistance from the proper authorities In cases of unsettled
vehicular accident in the company.

7. THE BARRANGAY ROAD (SACRIS ROAD)

 Establish coordination with the barangay officials and make recommendations
on what assistance the company will do to help ease/ decongest traffic during
peak hours on the road right in-front of the company which are the following;
o The road which is right at the gate-step of the company should always be
free from any obstruction.
o During peak hours/heavy traffic of the road wherein CARGO TRUCKS from
opposite direction are having difficulties in executing right and left turn,
VOLUNTARILY the company will open its GATE to create/provide enough
space for the vehicles outside to use and maneuver in making right and
left turns.
o A traffic aid from the company will assist in directing proper traffic flow
during the mentioned instances.

IV. DUTIES AND RESPONSIBILIITIES OF A TRAFFIC ATTENDANT

 Always wear complete traffic apparel, vest, gloves.


 Ensure that raincoats and rain-boots are always available.
 Ensure availability of portable handy STOP and GO device.
 Ensure that there is no obstruction on roadways and driveways.
 Ensure proper parking.
 Ensure and direct employees to walk/pass only on their designated workers lane.
 Ensure that vehicles parked according to their designated parking areas.
 Direct traffic to all vehicles and guide delivery vehicles for proper parking
 Assist traffic at the barangay road right at the gate-step of the company during heavy
traffic or if the need arises.
 Guide and direct delivery vehicles particularly TRAILER TRUCK to the loading dock/s
LANDING STRIP and PROVIDE wheel choke device and other vehicle restraint devices.
 Ensure that drivers turn off the engine while unloading materials/goods
 Recording of INCOMING and OUTGOING vehicles is a separate record book with
complete detail.

V. VEHICULAR INCIDENT

 All vehicular incidents in the premises must be reported to the safety officer or
management.
 Call for assistance from the city traffic management in cases wherein vehicular incidents
in the premises cannot be settled amicably
 Ensure availability of emergency vehicle for immediate transportation of victims to the
nearest hospital.
