NO. - TA/REV/2018-19, DTD 19.11.18

Notice Inviting Tender for Engagement of Govt. registered valuer for


Valuation/ assessment of basic reserved price / rent of Residential Buildings for
commercial purpose situated in different localities of HEC Township.

1. BACKGROUND
The Heavy Engineering Corporation Ltd., a Public Sector Enterprise, was
established in the year 1958. HEC has a well developed Township, having
Residential buildings, Commercial buildings, Offices, Open grounds, NRBs
etc.

Valuation/ assessment of basic reserved price / rent as per CPWD norms of


Residential Buildings for commercial purpose situated in different localities of
HEC Township has not been taken place. So, valuation/ assessment for the
properties/assets are required from a Govt. registered valuer.

The HEC Ltd invites offer from experienced Govt. registered valuer with
proven capabilities in valuation/ assessment of properties/ assets as detailed in
the NIT. The same is uploaded on the website of HEC Tender Section.

2. INSTRUCTION TO THE TENDERER:

Tender must be submitted in 2 (Two) parts as specified in the tender document,


in the Tender Box placed in room no. 35, HQ Building Ranchi, Jharkhand (i.e.
the office of the Chief of Township, H E C Ltd., Ranchi-834004) up to 1.00
PM on 07.12.18.

Date & time of opening of tender (Part-I): on 07.12.18 at 4 PM in the office of


the Chief of Township, H E C Ltd., Ranchi-834004.

Tender fee: The tender fee for the above tender will be of Rs.100/- . The same
can be deposited by DD in favour of Heavy Engineering Corporation Ltd.,
Ranchi. The tender can be downloaded from the web site of HEC and the bidder
can submit the bid along with the tender fee by DD in favour of Heavy

Part–I Shall consist of technical bid and credentials (documentary evidence
in support of eligibility criteria and bid assessment duly authenticated by the
bidder) and the original tender document issued to the bidder duly signed by the
bidder or authorized signatory of the bidder on all pages as proof of accepting
the conditions of contract (excluding the price bid).

Part II Shall consist of price bid duly filling in rates & amounts in figure as
well as word.

Part I of all tenders received will be opened in the office of the Chief of
Township, HEC Ltd., Ranchi-834004 on 07.12.18 at 4 PM and the date of
opening of the Part II of the tenders shall be communicated in due course after
consideration of First Envelope or Part-I.

Full name and address of the tenderer shall be written on the bottom left hand
corner of the sealed cover.

Any Bid received after the deadline prescribed, due to any reasons whatsoever
will not be accepted.

In the event of the specified date for the submission of bids being declared a
holiday by the employer, the bids will received up to the appointed time on the
next working day.

Both the offers (Part I & Part II) should be separately sealed placed in
individual envelope. Both the envelope should be placed in one separate
envelope.

The bid should be sent through Speed Post/Registered Post or delivered by hand
super scribing “Offer for Evaluation of properties/ assets” on top of the
envelope to the following address. The last date for submission is 1.00 PM on
07.12.18

5. Qualifying Criteria

1. The bidder should be a Govt. Registered Valuer under Income


Tax Act, 1961.
2. The bidder should be empaneled with any public sector
bank/undertaking.
3. The bidder should have minimum 7 years experience of
evaluation of land & Buildings.

6. Selection Procedure:

 All the qualifying criteria should be supported with the


documentary evidence.
 Evaluation of qualifying criteria at clause no. 5(1) will be made on
basis of “valid registration under income tax act”, and whereas

clause no. 5(2) will be made on basis of “empanelment letter
from any public sector bank /undertaking”, and whereas clause
no. 5(3) will be made on basis of “work orders executed
regarding of valuation for Land and Buildings during last
7(seven) years”.

 The L1 bidder amongst the suitable offers based on the evaluation


above will be considered.
 The bidder should attach a list mentioning the name of all the
documents attached with the bid.

7. Documents required
1. Basis & methodology to be adopted for executing the scope of
work should be clearly mentioned in the bid.
2. It is imperative that all the data & information applied for the
valuation process will be duly verified at your end and as per the
prevailing norms. It should be supported by competent documents.
3. List of documents to be referred for performing the scope of work
(Refer clause 7 (1) above ).

8. Assistance required from the Client:

The bidder shall spell out the information/ assistance needed from
HEC for smooth completion of the work.

9. Time schedule:
Zero date will be from the date of issue of the LOI/ Work Order by
HEC. The work is to be completed within 15 days from the date of
issue of the Work Order.
10. Payment Terms:
100 % payment will be made against the Invoice and the work completion
certificate.

11. Taxes & Duties:

GST if applicable should be indicated separately as per rule.


Registration details of GST is required to be submitted.
TDS as per I. Tax & GST will be deducted as per rule.
12. Documents required for Payment:
 Tax Invoice in Triplicate.
 Work Completion certificate by COT/HEC.
 The firm will have to submit the mandate form of their bank account
for electronic transfer if any.
13. Security Deposit:

The total security deposit will be 10% (ten per cent) of the total contract
value. The SD is to be deposited within 7 days from the release of work order.
The security deposit shall remain at the disposal of the HEC as security for the
satisfactory completion of the work in accordance with the provision of the
contract / work order. Security Deposit will be refunded to the agency within
expiry of 3 (Three) months after completion of contract if the performance is
satisfactory.

14. LD Clause:-

If successful bidder fails to complete the work within the completion


period, LD will be imposed @ 0.5% per week & part thereof subject to
a maximum 10% of total contract value.
15. Termination of the contract:

The employer (HEC) shall, at any time be entitled to terminate the


contract on:
a. Unsatisfactory performance of the consultant.
b. Fail to maintain confidentiality of the project activity.
c. And other clauses as per General Conditions of the Contracts of
HEC.
16. Agreement:
The consultant shall have to execute an agreement within 7 days of the
work order in the prescribed format. The agreement shall contain
schedule of work, rates and payment terms and all other obligations the
consultant has to execute under specific condition and assistance /

support for which the employer agreed. The General Terms &
Conditions of the contract will be the form of the contract. The
agreement to be typed on a non judicial stamp paper of appropriate
value as per provision of Indian Stamp Act as notified in its affiliation
to Jharkhand. The cost of the stamp paper is to be borne by the bidder.
17. Dispute Resolution:
The parties to this contract at first instance shall endeavour to settle by
mutual discussion all the questions of disputes or differences arising out
of, or relating thereto, or in connection with this contract and in the event
of failure of settlement, Chairman-cum-Managing Director of the
Company (HEC Limited) for adjudication by a Sole Arbitrator to be
appointed by him (CMD of the Company) who (Sole Arbitrator) shall
adjudicate the matter in question in accordance with the Arbitration and
Conciliation Act 1996 (For short “Act”) and publish the award. The
parties shall have no objection if the Sole Arbitrator so appointed is an
employee or ex-employee of HEC Ltd. If the Sole Arbitrator for any
reason, whatsoever, becomes unable to proceed with the arbitration, the
Chairman-cum-Managing Director of the company shall appoint his
successor arbitrator who may proceed with the reference from the stage it
was left by his predecessor subject to the provision of the Act. The venue
of the arbitration proceeding shall be at Ranchi in the State of Jharkhand
alone.
18. Jurisdiction of Court:

The Courts of Ranchi at Jharkhand shall have the exclusive jurisdiction for
dispute trials, if any, arising out of this agreement between the parties.

19. HEC reserve the right to the following:


a. Reject any or all proposals received in response to the open tender
without giving any reason whatsoever.
b. Extend the time for submission of tender.
c. Modify the NIT document, by an amendment that would be published
on the website.

20. Validity of the Offer:

The offer shall be valid for 90 days from the opening of the tender.
All other terms and conditions will be as per HEC’s General Terms and
Conditions of contract.
