30 Yet I as not being a health professional but so to say an ordinary citizen I do not scare off the
very persons who may need someone to talk about issues affecting them.
The moment one tries to talk to a specialist they are to report anything to Government Agencies,
who to my understanding generally do nothing.

35 When a person called me say 1am in the morning contemplating suicide then I am not going to
tell the person to call lifeline because they need immediate and not delayed attention.

Also because I do not report identities I am to them more trustworthy then to approach a
professional.

Another issue is that I try not to be judgmental upon a person contacting me to assist as then I
would lose the person immediately. My issue is to try to be there for the person to talk to and
seek to get the person to understand there are other ways to resolve/address matters.

45 While much can be explored about the killer of the 6 people in Bourke Street, Melbourne on 20
January 2017, in the end he is to my understanding merely one of many who on the spur of the
moment or otherwise contemplate mass murder.

Addressing one persons conduct but failing to address in general how to seek to avoid issues will
only secure more victims down the road.

While I am well aware that to try to stop a motor vehicle in a busy street may be extremely
5 difficult, there are events where a person suspected of a criminal conduct, etc, might travel along
a highway/freeway clear from overhead obstructions and in such cases one may have to consider
using a large magnet (as used in wrecking yards) to simply lower from an overhead helicopter to
get the motor vehicle of the road, where time allows this to be done as such.

10 While boulders or other items could be used within tram-tracks, that can be lowered by a tram
driver for passage, there are other alternatives that should be explored within busy environments
so that a police is not powerless to intercept a motor vehicle that is suspected for being a danger
to others.

15 With more and more persons becoming affected by illegal drug usage one cannot expect that the
police can monitor each and every person so affected. Hence, there needs to be a broader
consideration as to what can be done if any person suddenly might become a danger to others.

No doubt that in the decades I have been dealing with people contemplating suicide/murder and
20 even mass-murder it at times was mere seconds being the difference of a person going ahead
with what was contemplated and thousands of people could have been dead along the way in
those decades, were it not for my instant availability for the many.

To my understanding many who at an instance contemplated suicide/murder and even mass-


25 murder at a later time themselves wondered how they could have ended up in such a trance.
Experts might perhaps claim temporary insanity but it is not going to assist a person right there
and then when the person needs someone to talk to.

And they unlikely will talk to a person who they suspect will report them to Authorities.

This is also where for example with sexual abuse issues I do not view it appropriate for a priest
to reveal what was stated in a confession. No, I do not practice religion but do hold Section 116
of the (federal) constitution to be very important. It is by not disclosing the identity of a person
that this person might be able to achieve assistance without being risked to be reported. That is
35 also why I state I UNDERSTAND rather then to say a person told me. This as no one can then
pursue me for whatever a person may have told me.

While you limit the matters to be dealt with to what transpired up to 56 weeks prior to 20 January
2017 reality is that my PRESS RELEASE dated 21-12-2016 is within that period and as this
40 relies upon my 15-7-2016 PRESS RELEASE as it clearly refers back to this then this PRESS
RELEASE should also be considered.

In my view it is very clear that had the State Government acted upon my concerns then more
than likely the whole episode on 20 January 2017 may never as such have eventuated in this
45 Bourke Street disaster, albeit what may have eventuated elsewhere is unknown.

When I watched the behaviour of the person doing the killing then to me this is similar to many
persons I was dealing with, and yet they never did proceed. As I stated to Robertson J on 30
September 2003 as character witness that if the court were to provide a certain sentence then the
50 convicted person would likely act like a wounded animal and as such matters may get worse.
However if the court were to provide a sentence that was to avoid this kind of result then this

may be more effective. His Honour Robertson J to his credit accepted what I stated and His
Honour orders reflected what I recommended. And this to my understanding remained to have
the desired effect ever since.

5 I may admit that from the 4Corners video there was apparently a police officer who was in
contact via text message and in my view he tried his best in the circumstances. He, as I generally
do, didn’t argue about breaking the law and the legal consequences of this as in such
circumstances that only will likely encourage a person to go ahead, rather he tried to be
accessible in a more neutral manner. The fact that in the end this didn’t have the result the police
10 officer tried to achieve cannot be blamed on him.

When one consider the lawyer X scandal then little wonder many a person have lost trust in the
Victorian Police, who even appears to me to have claimed that they cannot at time s being
concerned about moral and ethical issues.
15 When they you got a person already perhaps high on drugs then surely the police will be so to
say like a red flag before a bull.

In my view to keep secret details will likely undermine the inquiry as far too often the police
pursues secrecy about its own wrongful and even unlawful conduct while somehow others are
25 told they must not keep anything secret.

As 6 people have died I view the coroner cannot afford to allow any secrecy but should demand
that all relevant details are exposed. If the police has nothing to hide then no secrecy is required.

30 Obviously the failure of the politicians to act upon my warnings cannot be ignored, as had they
acted then the 6 persons who ended up being killed, besides those with physical and/or traumatic
injuries might have been avoided.

As at times a person gave me the understanding that if they didn’t commit a mass murder then
35 likely no one would ever give a darn about their suffering and why they committed suicide. And
this is a criteria of blatant ignorance by politicians to address. The lack of proper legal
proceedings to for example place a person in mental observation where the persons conduct may
justify such interim placement until a court can consider relevant matters.

40 Whenever I assisted a person contemplating suicide, murder or even mass-murder this always
was FREE OF CHARGE and as such I never made monies out of them! That is also why
people contacting me knowing I was not so to say in it for the monies!
