AN ORDER REORGANIZING THE BARANGAY DEVELOPMENT COUNCIL, ITS SECRETARIAT AND

SECTORAL/FUNCTIONAL COMMITTEES OF _____________________, MALINAO, AKLAN.

WHEREAS, Republic Act No. 7160, otherwise known as the Local Government Code of 1991,
mandates that there shall be a Local Development Council in each local government unit to assist the
Sanggunian in setting direction of economic and social development and coordinating development efforts
within its territorial jurisdiction;

WHEREAS, the Barangay Development Council is encouraged to organize sectoral and functional
committees consistent with Section 112 of the Code to assist in the performance of its function and ensure
comprehensive multi-sectoral coverage of the local development plan;

NOW, THEREFORE, for and in consideration to the development thrusts of the Barangay
_____________________, Malinao, Aklan, I, __________________________________, Punong Barangay, by virtue of the powers
vested in me by law, do hereby order the following:

SECTION 1. REORGANIZATION. The Barangay Development Council, its Sectoral and Functional
Committee and Secretariat of Barangay _______________________, Malinao, Aklan is hereby reorganized. Any
references herein provided, such as the phrase, “Council” or acronym “BDC”, shall refer to the Barangay
Development Council.

Section 3. FUNCTIONS OF THEBDC. The BDC shall perform the following functions as provided for
in Section 109 of the Code:

1. Mobilize people’s participation in local development efforts;

2. Prepare barangay development plans based on local requirements;
3. Monitor and evaluate the implementation of national or local programs and projects; and
4. Perform such other functions as may be provided by law or component authority;

Section 5. FUNCTIONS OF THE SECTORAL/FUNCTIONAL COMMITTEES. The Sectoral and

Functional Committees shall perform the following functions and responsibilities:

1. Assist the LDC in the performance of its functions;

2. Provide the LDC with data and information essential to the formulation of plans programs and
activities;
3. Define sectoral or functional objectives, set targets and identify programs, projects and activities;
4. Collate and analyze data and conduct studies;
5. Conduct public hearings on sectoral planning, projects and activities; and
6. Monitor and evaluate programs and projects.

Section 6. BDC Secretariat. The Secretariat of the BDC shall be headed by the Barangay Secretary
who shall be assisted by the Municipal Planning and Development Coordinator concerned.

Section 7. EFFECTIVITY. This Order shall take effect immediately.

OF __________________, MALINAO, AKLAN.

consistent with Section 111 (3) of the Code to represent the Barangay Development Council and act in its
behalf when it is not in session;

NOW, THEREFORE, for and in consideration of the development thrusts of Barangay

vested in me by law, do hereby order the following:

2. Act on matters requiring immediate attention or action by the council;
3. Formulate policies, plans, and programs based on the general principles laid down by
the Council; and
4. Act on other matters that may be authorized by the Council.

Section 4. EFFECTIVITY. This Order shall take effect immediately.
