23rd International Homeland Security Exhibition INTERPOLITEX-2019 (hereinafter referred to as the Exhibition) is
organized according to the Decree of the Government of the Russian Federation.
Main directions of the exhibition work:
• Business program including Plenary Sessions, conferences and round table discussions;
• Exhibition program including
- International Exhibition of Police Systems and Equipment;
- Specialized Exhibition of Technical Systems and Facilities for State Border Protection and Security “BORDER”;
- Exhibition “Rosgvardia” (Federal Service of National Guard Troops of the Russian Federation) –
Defence systems and equipment for counteraction to terrorism;
- Forum of Non-Governmental Security Sphere (further on NGSS) “Safe Capital”.

Documents on participation in the Exhibition shall be forwarded by the Participant to the Exhibition Directorate.
Providing signed Application for Participation the Participant agrees on the present Terms for Participation as legal base
for the Agreement for Participation and shall exercise its rights in accordance with the Terms for Participation in the
INTERPOLITEX-2019.
Deadline for documents on participation in the Exhibition (agreement, appendices, forms) – September 22, 2019
5. Registration of the Participants/Exhibitors
Preliminary registration of participants of the Exhibition and booking of the exhibition space can be done by the
Exhibition Directorate according to Preliminary Application Form sent by the company to the Exhibition Directorate.
The Application is considered valid during 15 days after it has been received by the Exhibition Directorate. During this
term the Applicant should send the signed Agreement of Participation in the exhibition otherwise Preliminary
Application will be automatically cancelled.
After the completed Agreement for Participation in the Exhibition is received by the Exhibition Directorate, the invoice
for payment (min. registration fee and 100% of the cost of purchased raw exhibition space) will be forwarded to the
Participant and shall be paid within the stipulated time terms.
The company is registered as the Participant of the Exhibition or Exhibitor only after the payment will be received by the
Exhibition Directorate.
In the process of the exhibition preparation fax and e-mail shall be used for operative exchange of information and
documents. The Organizer and the Participant acknowledge the legal validity of signatures and stamps on fax copies of
the Agreement, Appendixes, Invoices and other documents.
All these documents - fully completed, signed and stamped – shall be forwarded to the Exhibition Directorate not later
than the 22 September 2019 otherwise the Exhibition Directorate does not guarantee the Participant fulfillment of his
obligations related to requested services.
After the full payment of the Agreement, the Exhibition Directorate shall fulfill all outcoming obligations, even if the
exhibits won’t arrive to the Exhibition on time (for example, in case of loss of goods, transportation or customs control
delay) or won’t arrive to the Exhibition at all, or the entrance visa is not given to the Participant or Participant’s
representatives on time/ or not given at all.
6. Allocation of the Exhibition Space
The Exhibition Directorate allocates the Exhibition space according to the Exhibition profile and the exposition plan
taking into account free space available.
Exhibition space with improved visibility (stands open from 2 and more sides, 2-level stands) is sold and purchased at
the increased cost (please see the Exhibition Agreement).
The Participant is not allowed to transfer purchased exhibition space or part of his purchased exhibition space either for
payment or for free to a third party, or to make exchange of the purchased exhibition space with another Participant
without written confirmation from the Exhibition Directorate.
7. Costs and Terms of Payment
Costs of purchased unequipped exhibition space and optional equipment or/and additional services are indicated in the
Agreement for Participation (Appendixes 1-11).
Payments are collected for:
• Registration fee;
• Rent of raw exhibition space;
Rent of the unequipped exhibition space and Registration Fee payment includes the following:
• Provision of exhibition spaces;
• Permanent passes (badges “Exhibitor”) and complementary tickets (on the base of the size and type of the
rented exhibition area);
• General indoor exhibition lighting;
• General guarding of the Exhibition territory;
• General Exhibition insurance;
• General Exhibition cleaning (passages between stands);
• Removal of garbage from specially defined areas;
• Placement of the Participant’s information in the Official Exhibition Catalogue (1 black and white stripe, A5
size and in one rubric of the thematic rubricator). Exhibitor’s logo shoud be forwarded in *jpg or *gif
(200x 150) formats together with the link to the exhibitor’s web site.
1. Name and address details of the company (Appendix2/1 of the Ads Agreement);
2. Text information about the company profile in Russian and in English(not more than 150 symbols for
each);

4. Text information about the company’s innovative products (1 position) in Russian and in English (not more
than 150 symbols for each and 1 picture 4 х 4 см.)

PLEASE PAY ATTENTION TO THE FOLLOWING:
Information will be inserted in the Exhibition Catalogue just as it is sent by exhibitor according to the form
sent by the exhibitor. In case if the exhibitor sends his information only in Russian or only in English
languages, it will be published only in one language. Total volume of the text information in both languages –
not more than 300 symbols including spaces and punctuation marks
• General advertising campaign;
• One sample of the Official Exhibition Catalogue.
• 100 complementary exhibition tickets
For additional payment in accordance with Appendixes to the Agreement for Participation
the following is provided:
• Shell-scheme booth - Standard constructed and equipped exhibition stands (Appendix No.1);
• Optional equipment for the exhibition booth (Request No.1.1);
• Layout of the exhibition booth (Request No.1.2);
• Engineering services (Appendix No 2);
• Individual guarding and cleaning of the exhibition booth (Appendix No.3);
• Temporary personnel - interpreter, assistants, etc (Appendix No.4);
• Passes. Vehicle Passes. Tickets (Appendix No.5);
• Telecommunications Equipment for presentations at the booth (Appendix No.6);
• Conference halls. Video-,Audio-and Projection Equipment (Appendix No.7);
• Overtime use of the exhibition halls/premises (Appendix No.8);
• Live demonstration and competition programs (Appendix No.9);
• Participation in the Exhibition Business Program (Appendix No.10);
• Optional participation in the special section of the exhibition called as “New products at the Exhibition”
Additional payment for exhibition stands with improved visibility (stands open from 2 and more sides, 2-level stands) is
made according to the Agreement.
By separate agreements with the third parties the following is provided (fulfilled):
• Placement of advertisement;
• Forwarding services;
• Visa support, hotel accommodation, transfer, cultural and guest program;
• Insurance;
• Catering;
• Storage services.
When services are provided in accordance with separate agreements concluded with the third party the Exhibition
Directorate neither secures nor bears any responsibilities related to these services.
Registration fee and advance payment - 100% of the cost of the rented unequipped exhibition space- is paid by the
Participant in accordance with the invoice drawn by the Exhibition Directorate within the time terms stipulated in the
invoice. Reservation of the exhibition space is only made after the payment of the invoice.
Cost of the Agreement is increased according to the cost of additional equipment or/and services ordered in Appendices
No. 1-10. The total payment for Agreement and Appendices to the Agreement shall be made not later than dates
stipulated in these documents.
Final payment for participation in the Exhibition shall be made by the Participant in accordance with the terms indicated
in the invoices.
The Participant has the right to occupy purchased exhibition space only after complete payment for participation in the
exhibition. If conditions and terms of payment were broken by the exhibitor the Exhibition Directorate is entitled to
cancel the Agreement. In this case the paid and transferred amounts are not returned to the Participant. If the Participant
does not fulfill any of obligations according to the Agreement the Exhibition Directorate is entitled for retention of the
Participant’s Property, after notifying the Participant in writing and forward the property retained on storage at the
Participant’s account.
In case if the Participant will not pay for his participation in the Exhibition in the indicated terms, Exhibition Directorate
will not guarantee fulfillment of obligations related to provision of the services ordered by the Participant.
All the claims on the stand building and assembly works shall be presented to the Exhibition Directorate during the
Exhibition by the Participant’s representative (according to the certificate of authority - Form No.4) in the form of
written application, assured by the Exhibition Directorate representative. Only in this case payment for these services

will be returned to the Participant. Otherwise the claims will not be accepted.
8. Discounts
Exhibition Directorate has the right to give the Participant various discounts related to the cost of the unequipped
exhibition space.
9. Co-Exhibitors and National Pavilions
All companies exhibiting on the Participant’s stand are considered as his Co-exhibitors. Co-exhibitor shall act according
to the same conditions as the main Participant and has the right to pay for its participation in the Exhibition separately.
The Participant shall provide the Exhibition Directorate with the full list of its Co-exhibitors (Form 3) and with the
layout of all his Co-exhibitors placements not later than September 22, 2019.
In case the Co-Exhibitor shall not pay for his exhibition space or will refuse from participation all payments shall be
made by the Participant.
The Participant bears full responsibility to account of the Exhibition Directorate for Co-exhibitor’s payments and for all
losses caused by Co-exhibitor. Each of Co-exhibitors shall pay the Registration fee. The Registration fee of Co-exhibitor
can be paid by the Participant.
National pavilion is the joint exposition of several companies from one country having one and the same organizer.
Organizer of the National Pavilion is considered as the Main Exhibitor and represents his exhibitors in all issues related
to rent of exhibition spaces.
10. Construction, Assembly and Dismantling Works
The Exhibition Directorate provides the services for exhibition space equipment (in accordance with Appendix No.1)
forwarded to the Exhibition Directorate not later than September 22, 2019. In case if the order for optional equipment
and services is forwarded after September 22, 2019 the surcharge compiles 100% for all services ordered and after
October 01, 2019 – 200%.
Mounting and dismantling of stands shall be performed within the time terms stated in clause 3 of the present Conditions
for Participation and shall be fulfilled by qualified personnel only.
Guarding of exhibits during mounting and dismantling of the Exhibition shall be performed by the Participant.
Mounting and dismantling of the exhibits is performed by the Participant. Packing material shall be removed or placed
on storage.
In case the exhibition area is constructed and equipped by the Participant’s (Collective organizer’s) efforts, or in case the
assembly and design works are performed by the third-party company (Collective Organizer), the Participant shall pay
for connection to the electric power source and use of electric power according to the Price-list and Appendix No.2 to the
Agreement on Participation.
Not later than September 22, 2019 the Participant shall confirm the individual frame construction project with the
correspondent services of the Exhibition complex: Department of Technical Expertise of Pavilion No. 75; tel. +7-495-
644-29-11, +7-495-974-32-76. (Conditions, contacts, set of documents needed for technical expertise is provided
additionally on request).
The Exhibition stand shall be correspondent to the general Exhibition plan and shall be serviced by the qualified
personnel during the Exhibition.
The Exhibition Directorate has a right to prohibit the construction of stands not correspondent to the general Exhibition
plan.
All information on the stand building company should be presented to the Exhibition Directorate within September 22,
2019. All changes and supplements to the Agreement received after September 22, 2019 are not accepted.
After the Exhibition is closed the Participant shall return rented Exhibition space and equipment in the original state
conditions. In opposite case the Participant shall recover the damages caused.
11 Exhibits
Only the products enlisted in corresponding forms (Form 1 and 1a) and correspondent to the Exhibition profile shall be
admitted to display at the exhibition grounds.
The Participant displaying samples of military and defence oriented products should present specification on
these products not later than July 22, 2019 (Form No.1A) to the Exhibition Directorate for inclusion in the general
list of military products allowed for display at the Exhibition.
Additional charge in the amount of 312 euro is collected by corresponding Government agency for preparation
and processing of documents for licensing necessary for importation/to exportation from the Russian Federation
for companies and firms exhibiting military and defence oriented products/technologies as well as double-purpose
products and/or technologies including weapons, armaments, military and paramilitary equipment, related mock-

up models, booklets, posters, films, CD/DVD-discs etc.
Items of military and defence oriented products not included in the above mentioned list will not be admitted to
display at the Exhibition.
In case if the Participant’s and Co-exhibitors exposition does not include military and defence oriented equipment the
Participant shall provide filled and signed obligation (Form 1).
Exhibits shall be brought to pavilion (outdoor exhibition) on October 21, 2019 from 09.00 till 18.00. Exhibitor’s
representative should stay at the booth on October 21, 2019 till 20.00.
Exhibits can’t be transferred to other exhibition spaces without preliminary confirmation with the Exhibition Directorate.
Change or transfer of the exhibits shall be made the same day within an hour before the Exhibition opening or after the
Exhibition closing. Exhibits shall not be taken away from the exposition before closing of the Exhibition without written
permit of the Exhibition Directorate. In case of need the Exhibition Directorate is authorized by applying legal measures
to deny the Participant in display of its production (insist on removal of exhibits from the Participant’s stand) if
production displayed is not included in the correspondent lists (Form 1, 1a) or is incompatible with goals of the
exhibition and/or can pose hazard to people.
Daily import/removal of properties to/out the Exhibition territory shall be fulfilled on the base of way-bill with permit
mark of the Exhibition Directorate.
12 Direct Trade and Souvenirs Trade
Direct trade (from stands) of goods: magazines, books, models of military equipment and armaments etc. is allowed only
if the special permit on trade is purchased at the Exhibition Directorate.
If opposite fines are imposed to the Participant in accordance with Rules of Trade of the Russian Federation.
13 Forwarding services. Customs
Forwarding services and customs clearance of temporary imported on the territory of the Russian Federation goods are
accomplished by official agents of the Exhibition. See official site of the Exhibition www.interpolitex.ru/en for more
information.
14. Inurance
Without compulsory insurance of liabilities of damage and mischief caused to life and property of the third-party the
Participants are not admitted to training and demonstrating shootings.
Recommended types of insurance at the Exhibition:
• Insurance of the Participant’s property (exhibits, models, mock-ups, stand);
• Insurance of life and health of the Participant’s personnel during the Exhibition;
• Insurance of the Participant’s liabilities to the third party in the period of the Exhibition;
• Insurance of technical service personnel.
15. Guarding
The Participant shall be responsible for its stands and exhibits safety. The Exhibition Directorate recommends all the
Participants to insure their properties from all damages possible. Additional services on individual guarding of stand are
provided in accordance with the Appendix No.3. General 24-hours guarding of the Exhibition is included in price of
participation. The exhibition is guarded from 20.00 on October 21, 2019 till 14.00 on October 25, 2019. Guarding of the
Exhibition is fulfilled at night from 19.00 till 09.00. In case of theft or damage of exhibits found the Participant shall
immediately apply to the police station of the All-Russia Exhibition Center.
16. Cleaning of Stands, Additional Personnel
General cleaning of the Exhibition (passes between stands and outdoor space) is included in price of participation.
Individual stand cleaning and additional personnel services (interpreter, assistant etc.) are provided in accordance with
the Appendix No.3.
17. Accommodation, Tourist Services
Visa support, tourist services, hotel accommodation, as well as cultural program are fulfilled by official agents of the

18. Business Program.
Delegate with report/presentation
For exhibitors participation of one delegate with a report/presentation in one event of the Exhibition Business program is
free

Those who wish to take part only in the Exhibition Business Program as a Delegate with a report/presentation should pay
the registration fee according to Appendix 10 to the Agreement
Those who wish to speak at the events of the Business Program should previously submit their materials to the
Exhibition Directorate.
The main terms, dates and times of the Participant with a report
• Acceptance of documents for participation in the Business Program with a report - until September 20, 2019
• Acceptance of speaker presentations (based on Windows software product,
Slide Size 16 x 9) – up to October 08, 2019
• Amendments to the title of the report, speaker data – up to October 08, 2019
• Acceptance of the forms for registration and badges – up to October 19, 2018.
• Issue of badges and car passes - from October 17 to October 19, 2018 (in the Exhibition Directorate office: VDNH,
building 619); October 20-24, 2019 (at the reception desk, VDNH, Pavilion 75).
• Speaker replacement - until October 21, 2019, excluding content of printed materials and official information resources
of the exhibition.
• Acceptance of applications for the rehearsal of the report - until 17:00 October 20, 2019

Information on the final schedule of the business program and participants presentations in thematic tracks is available
on the official website of the exhibition.
The schedule for speakers of the Business Program is organized strictly according to the schedule and program of each
track. The speaker must arrive at the stage of his presentation, 15 minutes before the presentation.
Requirements for registration of participation with a report
Documents and materials of the Participant with the report:
• agreement with the application;
• forms (see the main documents);
• presentation of the speaker;
• speaker's photo for the web site;
• brief video of the Participant's presentation.
“Participation with a report” can be considered as an independent form of participation in the exhibition, or as part of a
package of other services.
Registration of the speaker as a participant of the exhibition is carried out by the Exhibition Directorate on the basis of
the signed Agreement.
The decision on the compliance of the Participant's report with the topics and themes of the Business Program and the
inclusion of the report in the thematic track program is carried out by the Exhibition Directorate taking into account the
full capacity of the business program tracks.
The Exhibition Directorate has the right to recommend to the Participant to amend or supplement the subject of the
report in order to better meet the objectives of the Business Program and the subject of the track.
Confirmation of time reservation for the Participant's report is brought to him by the personal manager of the Exhibition
Directorate.
Grounds for refusal to accept the Participant's report:
• lack of payment due to the Agreement or absence of completed Forms before the deadlines;
• inconsistency of the theme of the report with the objectives of the Exhibition and the theme of the track programs;
• refusal of the Participant to make changes or additions to the subject of the report for more compliance with the
objectives of the Exhibition and the theme of the selected track;
• lack of time limit in the thematic track or in the program of the Exhibition.
Grounds for the decision to exclude the Participant's report from the Exhibition program:
• the Participant’s presentation does not meet the requirements,
mentioned in the Terms of Participation, as well as with violation of the deadline for its provision;
• refusal of the Participant to make changes or additions to the presentation in order to bring it in accordance with the
requirements of the Terms of Participation.
Requirements to the Reports:
Compliance with the content of the target audience of the Business Program:

• the content of the report should have the innovative character - innovative approaches to solving problems, new
effective methods or strategies, research results, interesting practical cases or know-how or up-to-date methods of
working and introducing innovative technologies and developments;
• The presentation should be based on the practical experience of the speaker and
focused on managers and top managers of industrial, technological and financial organizations, as well as representatives
of the industry business community;
• Recommended presentation schedule: up to 15 minutes, explanation of 2 - 4 theses, description of the problem
(introductory part) - no more than 10% of the report.
Lack of advertising:
• the report should not contain advertising of products, solutions, services - names, branding, analogies to any specific
service or product;
• a comparative analysis of several products used to solve the same problem should be objective, without emphasizing
the advantages and diminishing the disadvantages of your product.
During the presentation, it is allowed to invite participants of the Business Program to continue discussing the topic of
the report at the speaker’s stand, indicating the stand number and company name.
The uniqueness and relevance of the report:
• A report should be prepared directly to the Exhibition, all elements from
presentations at any other events should be completely redesigned;
• the topic and main content of the report should significantly differ from the reports read at any other events that take
place before, as well as within 30 days after the Exhibition;
• the content of the report should significantly differ from the materials,
published in electronic or print media.
Assessment of the report conformity to the concept and topics of the Business Program is carried out by the Exhibition
Directorate based on the materials provided by the Participant: presentation, video.
The Exhibition Directorate reserves the right to exclude a report that does not comply with these requirements from the
Business Program at any stage of work, including during the presentations - interrupt the speaker and demand to go to
the essence of the report or give the floor to the next speaker.
Requirements to the Photos
The participant with the presentation provides the Exhibition Directorate with his photo for posting on the official
website of the event.
Photo format: business style clothing, colour, color, without corners, full image of the face in the center. Photo size: up
to 2 Mb, 6x8 cm. File format: jpeg. or pdf.
At the request of the Participant and after payment of the relevant position under the contract, the Exhibition Directorate
can provide professional photographing of the Participant for posting on the event website.
Requirements to the Presentations:
• recommended presentation volume - not more than 15 slides;
• the information of each slide should not contain a large amount of text,
text format - the main theses of the topic covered by the speaker, brief
sentences describing the problem, main thematic elements on which the presentation is built;
• graphic images are recommended to be formed from large elements, they should not contain detailed technical or/and
digital calculations or other complicated formulae;
• presentation format should be based on Windows software product, slide size should correspond to 16: 9;
• presentation may be delivered without the first slide as its title with the topic of the report and information about the
speaker will be displayed on the stage screens by the Exhibition Directorate;
• it is recommended not to use the last slide in the format of gratitude to the listeners (“Thank you for your attention” -
just say this phrase orally) or use it for presenting the speaker contacts as the Exhibition Directorate considers this
information as advertising;
• in case if there are any sound elements that need to be reproduced during the presentation on the stage, this information
is communicated to the Exhibition Directorate at the time of presentation of the materials to the Exhibition Directorate
and then once again - while waiting for the stage to deliver the presentation - to the person responsible for the stage;
• placement of company logos, product trademarks, other elements indicating a specific organization or product, as well
as contact information of the organization (speaker) in the presentation are considered by the Exhibition Directorate as
advertising, and presentations (videos) with such elements in headers or in the text - is not allowed;
• an exception for placing the logo and company name, as well as the product name, brand name in the presentation is
allowed only on the Red Stage for participants of the National Security - 2019 competition program.
Requirements for the video announcement of the speech before the event
Along with the documents and materials established by the Conditions of Participation, the Participant with the
presentation has the right to provide the Exhibition Directorate with a video announcement of his speech - a video about
the main points of his report within the framework of the Business Program. Video format - up to 5 minutes, provided to

Directorate in assessing the conformity of the report to the concept and theme of the Business Program, as well as for

advertising purposes with placement on the official information resources of the Exhibition.
At the request of the Participant and payment of the relevant position in the Participation Agreement, the Exhibition
Directorate provides professional filming of a video announcement of the Participant’s speech before the event, the video
announcement schedule is up to 2 minutes. The created video announcement is provided to the Participant.
General requirements for the video announcement of the presentation: business style of the participant’s clothing, the
announcement text should contain a phrase about participation in the Business program, as well as the main issues and
problems planned for presentation.
Only Exhibition Directorate has the exclusive right to organize and conduct business program events.
Participants of the exhibition can submit to the Exhibition Directorate applications for organizing their own events
(conferences, round tables, etc.) held within the framework of the exhibition business program. These applications
should be submitted not later than September 22, 2019. Upon confirmation of the application by the Exhibition
Directorate, the Participant must sign Appendix No. 7 and pay the cost of the corresponding services in due time.
The Exhibition Directorate includes this event in the general program of the Exhibition and reserves the right to adjust
the date and time of the event in consultation with the Participant. The Directorate reserves the right to refuse to conduct
such events without explanation.

19. Official Catalogue


The Exhibition Directorate publishes the official catalogue to the Exhibition opening. The Participants shall forward the
materials for publication to the Exhibition Directorate not later than September 22, 2019. Materials shall correspond to
technical requirements of the Publisher and shall be provided via e-mail or on CD.
Please, be advised, that for the Registration Fee you are offered the possibility to insert your standard information in
the Official Catalogue of Interpolitex 2019 Exhibition:
1. Insertion of the exhibiting company’s contact information/details in the Address Block of the
Exhibition Catalogue
2. Description of the exhibiting company (not more than 300 symbols - 150 symbols in Russian and 150 symbols in

The Exhibition Directorate does not guarantee publication of the Participant’s materials provided after the time terms
stipulated and/or inapplicable to technical requirements of the Publisher.

20. Advertising. Photography and Video Filming
All types of advertisement (with exception of third-party advertising) is permitted only within the exhibition space
purchased by the Participant and only in the interest of the Participant. Other types of advertisement shall be separately
agreed with the Exhibition Directorate.
The Participants shall not hold any survey of visitors outside its stand.
Photography and video filming with professional equipment shall be fulfilled only by Mass Media accredited in the
press-center of the Exhibition.
The Exhibition Directorate has a right for all types of photography and video filming on the territory of the Exhibition,
including the whole of exposition, separate stands, exhibits, Participants and guests in advertising campaign purposes.
21. Passes
Participant Passes/Exhibitor Badges
In order to receive passes of the “Participant” category, including for additionally purchased ones, it is necessary to
submit the completed Form No. 2 to the Exhibition Directorate not later than September 22, 2019.
Limited quantity of Participant passes is granted for free (Form 2). Based on the concluded and paid Agreement for
participation in the Exhibition, passes of the “Participant” category are issued at the rate of 1 pass for every 4 sq.m. of
rented area.
To obtain additional passes of the “Participant” category, it is necessary to complete Appendix No. 5 and fill out Form
No. 2.
Vehicle Passes
The participant can purchase vehicle passes for additional payment completing Appendix No.5
It is prohibited to leave vehicles near the Exhibition pavilions.
VIP Passes are issued according to the list approved by Exhibition Organizing Committee or purchased by the
Participant according to Appendix 5 and Form 2 to the Exhibition Agreement. Dead line – September 22, 2019.
VIP Pass grants its owner the right to attend the Exhibition and all events held within its frame work as well as the right
to use a car in order to enter the exhibition centre and possibility of parking at the special parking ground during all days
of the exhibition.
It is prohibited to leave vehicles near the Exhibition pavilions.
Passes for Technical Personnel
Passes for the technical personnel of the Participant for the period of installation (dismantling) of the exhibition are
available on request free of charge. For this, it is necessary to submit to the Exhibition Directorate a list of the technical
personnel of the Participant who needs access to the exhibition for the period of installation (dismantling) of the
exhibition, no later than September 22, 2019 (in 2 copies + 1 copy of the main pages of the passports of all employees
from technical staff groups).
To enter the exhibition complex during the installation period, the Participant must have a copy of the contract for
participation in the exhibition program, a letter (in 3 copies) in any form to the Exhibition Directorate with a request to
allow the import / export of installation equipment or exhibits with a list of imported equipment / exhibits and lists of
personnel, and a pass to enter the territory of VDNH.
It is prohibited to leave vehicles near the Exhibition pavilions.
Passes for Exhibits
Import / export of weapons and large sized equipment as exhibits is based on passes of the Exhibit category. The pass is
issued in accordance with the list of large sized items of corresponding production (Form No. 1.a, 1.b to the Agreement).
Complimentary tickets
Each participant of the exhibition has the right to receive in the Exhibition Directorate 100 special invitations –
complimentary tickets.
Delegate Category Pass
The Delegate Category Pass is issued to the registered delegates of the events held within the Exhibition. The pass gives
the right to receive the following package of services: participation in official events of the exhibition, attendance of the
Plenary meeting; visiting the exhibition; participation in coffee breaks and receptions included in the program of the
business event, to obtaining a special package of documents for the Delegate. Forms (Lists) for obtaining passes are
provided the Exhibition Directorate in electronic form by e-mail.
All types of passes and invitations/complimentary tickets can be obtained after full payment for the services ordered in
accordance with the Agreement and its Annexes in the Exhibition Directorate.
The periods of validity of each type of badges/passes are indicated on the badge.
Visitor category pass
The “Visitor” category pass is issued in exchange for an Invitation card or an Admission ticket, after filling out the
Visitor's application form at the registration desk on the day of visiting the Exhibition.
An invitation card can be obtained by registering on the official website of the exhibition. In this case, the Visitor's
application form is not completed. Entrance tickets can be purchased at the box office.
In case the Application is provided or changed after September 22, 2019 cost of all types of passes is doubled. In this
case the Exhibition Directorate does not secure provision of passes to the Participants on time.

22. Cancellation of the Agreement
The cancellation of the Agreement by the Participant’s initiative shall be accomplished by provision of written
notification and enters into force after being received by the Exhibition Directorate. In this case, if the notification is
received not later than July 22, 2019, the 100% of payment with the exception of Registration Fee and 25% of the
contract total amount shall be returned to the Participant. After this date the payments are not returned.
In case of Co-exhibitor’s refuse of participation in the Exhibition the Registration Fee for Co-exhibitor’s participation
shall be paid by the Participant.
The Agreement is cancelled by the Exhibition Directorate’s initiative in the following cases:
• If the full payment for the Agreement was not made within the terms specified in the corresponding
Agreements or invoices (especially in case of received discounts);
• If the Participant habitually breaks the requirements for order and security provision;
• If the Participant won’t equip the purchased space within the time terms stipulated and/or won’t occupy exhibi-
tion space within 24 hours after the Exhibition opening;
• If the Participant displays the exhibits not correspondent to the thematic plan of the exhibition without prelimi-
nary agreement with the Exhibition Directorate;
• If the Participant either for payment or for free transferred purchased exhibition space or its part to third party as
well as in case of exchange of exhibition spaces with the other Participant.
In case if the Agreement is cancelled by the Exhibition Directorate’s initiative the payments made are not returned
In case of any breaking of the Conditions for Participation by the Participant the Exhibition directorate has a right to
cancel the Agreement on Participation. In this case, costs paid by the Participant are not returned.
23. Force Majeur
In case the Organizer due to the circumstances beyond his control should stop the exhibition or close it before above
mentioned and indicated time and dates or cut down the program of demonstrations, the Participant is not entitled to
compensation of his expenses connected with the event or to partial refund of costs paid for the rented exhibition space.
24. Conclusion
The Participant shall observe the present Conditions for Participation, accident, fire prevention and other instructions
enforce on the territory of the All-Russia Exhibition Center, test ranges of Moscow Region, and as the current laws of the
Russian Federation.
25. Disputes Adjustment. Litigation
The Law of the Russian Federation is applicable to all legal relations of sides.
All disputes shall be solved by means of negotiations. If no agreement can be reached by negotiations then all disputes
shall be solved in the Arbitral Court of Moscow

26. National Security 2019 Contest


All documents defining the order of the Competition are on the website www.interpolitex.ru.
Registration of the Contest participants begins after placing the announcement on the Competition on the official website
of the Interpolitex exhibition.
Main idea of the “National Security” Contest
Main idea of the “National Security” Contest is the selection and demonstration of the most outstanding products and
projects in the field of ensuring homeland security as well as popularization of innovation activities and scientific and
technological development that promotes the involvement of talented students, graduate students, young scientists, engi-
neers and entrepreneurs in the innovation and technological activities.
The contest is held within the framework of the Exhibition with a goal of encouraging companies, organizations and in-
dividuals who have made a significant contribution to the matters of national security.
Main goals of the “National Security” Contest
• ·to facilitate activity of researchers, inventors, engineers and entrepreneurs in the field of security ;
• ·to demonstrate the level of achievements in the field of innovative activities and research and technological devel-
opment in the sphere of security.
Organizer of the “National Security” Contest is the Exhibition Directorate
The Contest is held in nomination “Means of Provision of State Security”.

Secretariat of the “National Security” Contest
The main working body of the Contest is the Secretariat of the Contest. The Secretariat accepts from the participants
Applications for Participation in the Contest and their video presentation, prepares decisions of the Contest Commission
on selection of the list of projects admitted to participation in subsequent stages of the Contest, notifies the participants
of the decisions taken on the projects, organizes project presentations and the award ceremony of the winners.
Contest Commission
In order to conduct an examination of the projects submitted to the Contest, the Organizing Committee forms the special
Contest Commission. The Contest Commission holds regular meetings where it considers projects participating in the
Competition, and decides on admission of projects to the Competition, as well as on awarding the winners.
Participants of the Content
Participants of the Content can be all participants of the Exhibition.
The participant submitting the application to the Contest confirms that the information contained therein does not contain
commercial, state or other secrets and gives his consent to the open access of general public to his Application, which
should be considered as information in the public domain, which includes posting this information on the official site of
the corresponding event.
Order of Participation in the “National Security” Contest
The Contest is held in four stages. Selection results are not commented and appeals are not considered.
1st Stage – In order to take part in the contest it is necessary
• to complete the Agreement of Participation in the Forum, send it to the Contest Secretariat and pay the Agreement;
• submit to the Contest Secretariat completed Application Form and video-presentation (up to5 minutes). Deadline –
20 September 2019
2nd Stage. - The Secretariat of the Contest evaluates the received applications and passes its judgments on advisability of
subsequent consideration of the project as the participant of the 3rd stage of the Contest (up to October 1, 2019)
3rd Stage. At the third stage of the contest, the participants hold a personal 5-minutes presentation of their technical
solutions to the members of the Contest Commission. After the presentation, there is a 5 minutes session during which
the experts ask the author(s) of the project various questions
Criteria for evaluating technical solutions: novelty, efficiency and effectiveness of the presented products.
Based on the results of the discussion, the Contest Commission summarizes all the presentations and prepares a list of
the winners of the competition. The Contest Commission decides on the winners of the competition by a simple majority
of votes of the present Contest Commission members.
4th Stage. - The participants of the contest, who passed all of its stages, become its laureates. The winners of the contest
in nomination “Means for Ensuring State Security” are awarded by special diploma and gold medal “QUALITY AND
SECURITY GUARANTEE” with the right to use the logo of the medal (the logo is the registered Trade Mark) in the
trade marks of their products.
Awarding of the laureates and winners of the Contest in the nomination “Means for Provision of State Security” will be
held during the Exhibition work.
The Contest Commission determines - from the number of Laureates of the Competition - the Winner of the Contest and
nominates him for the Main Prize. Awarding of the Laureates and Winners of the Competition is held during the work of
the event.

The results of the Contest are published on the official website of the event and in other media - its information partners.
