5 Introduction
PROJECT CONCEPT
The project concept is to identify an industry and find a company from that
industry so as to conduct a study based on parameters such as social responsibility,
CSR activities and EMS. Here, the theme of social responsibility is rapidly becoming
a budding quintessence on the domestic as well global agenda of the corporate
sector.
The idea of corporate social responsibility (CSR) is not new. Business, through the
ages, demonstrated varying degrees of responsibility to society. The present study
explores global phenomenon in CSR and examines the corporate social responsibility
initiatives and trends.
The project is conducted by identifying a company and study is done based
on CSR activities and EMS. After identifying the social responsibility, CSR, rules
and regulations regarding the industry, demographic environment, EM & EMS at the
second phase, we need to give our own findings and suggestions based on that.
To conclude, it is evident that the concept of CSR and EMS has emerged
as a promising benchmark for companies not only in Asia but across the world as a
whole. However, the biggest challenge faced by companies is to develop a CSR
strategy to find tangible and business focused metrics linked to ethical, social and
environmental performance in order to meet stakeholder demands and expectations.
The vision of sustainable growth drives both business decisions as well as ONGC's Corporate Social
Responsibility work. The CSR activities are essentially guided by project based approach in line with the
guidelines issued by the Department of Public Enterprises and Ministry of Corporate Affairs of the
Government of India. The CSR initiatives in India by ONGC were marked by unrelenting commitment to
several large – scale key projects as well as initiation of several new projects identified under the 12 focus
areas of ONGC.
ONGC, in its quest for oil and gas, charters remote rural locations and is in a constant interface with
underprivileged local communities which results in better understanding of the community and
consequently an enhanced sense of responsibility and accountability to the communities whose lives they
touch. A well-defined set of objectives, clearly delineated beneficiaries, strategy and project activities
characterize CSR projects undertaken by the oil and gas company to yield discernible, long-term,
sustainable benefits for the communities in question. Major CSR projects in India undertaken during the
year are enlisted below.

3. Entrepreneurship (self-help & livelihood generation) schemes,
4. Infrastructure support near ONGC operational areas,
5. Environment protection, ecological conservation, promotion,
6. Protection of heritage sites, UNESCO heritage monuments etc.
7. Promotion of artisans, craftsman, musicians, artists etc. for preservation of heritage, Art & Culture,
8. Women's Empowerment, Girl Child Development, Gender sensitive projects,
9. Water Management including ground water recharge,
10. Initiatives for Physically and Mentally challenged,
11. Sponsorship of seminars, conferences, workshops etc.
12. Promoting Sports/sports persons; supporting agencies promoting sports / sports persons.

DOCUMENTATION
Corporate Social Responsibility (CSR) is a strong
pillar of our value system in ONGC Group. We
consider it as a strong opportunity for social value
creation in alignment with the Triple Bottom
Line Approach - People, Planet & Profit. The
approach is to create a positive impact on the
society to develop stakeholder-inclusive models
of development. In line with Companies’ Act 2013
and Companies (CSR Policy) Rules 2014, ONGC has
put in place a Corporate Social Responsibility (CSR)
& Sustainable Development (SD) policy. The CSR
SOPs have been standardized across various work
centres through CSR Manual of the Company.
CSR activities are identified by the need of the community
and CSR projects are implemented in project mode as per
focus areas defined under Schedule VII of the Companies Act,
2013. CSR projects are preferably undertaken in operational
areas. These projects are monitored continuously through
a systematic approach followed by the management, with appropriate controls and review mechanisms.

while taking care of the concern for People, Planet and
Profit.

Mission:
Continually enhance the triple bottom line benchmarks
of economic, environmental and social performance
through committed involvement of the employees. To
develop social wealth for the communities we engage
with. Promote efficient usage of scarce resources,
encourage green energy initiatives and develop
innovative solutions to fulfil the vision by stepping
beyond the mandatory provisions.

A brief outline of the company’s CSR Policy.


The Corporate Social Responsibility and
Sustainability (CSR) Policy of ONGC, approved
by the Board of ONGC at the 269th meeting held
on 28th May 2015 is in consonance with the CSR
Policy framework enshrined in the Section-135 of
Companies Act, 2013, Companies (CSR Policy)
Rules, 2014 notified by Ministry of Corporate
Affairs, Government of India and Guidelines on
Corporate Social Responsibility and Sustainability
for Central Public Sector Enterprises issued by
Department of Public Enterprises, Government of
India (DPE Guidelines, 2014).
The said policy applies to all CSR Projects/
Programmes undertaken by ONGC as per liberal
interpretation of activities listed in Schedule-
VII of the Act, within the geographical limits
of India alone, preferably towards the benefit of
marginalized, disadvantaged, poor and deprived
sections of the community and the environment.
As per the policy, projects/ programs are
identified and budgets allocated for them through
a process incorporating identification of suitable
implementation agencies, need assessment and
clear outlining of desired outcomes. The CSR
projects / programs, which will, as far as possible,
entail the following components:
i. Need Based Assessment / Baseline survey /
Study where considered necessary / feasible;
ii. Identification of specific and measurable
objectives / goals in identified sectors and
geographies;
iii. Formation of the project and preparation of
Detailed Project Report (DPR);
iv. Identification of time lines – clear specification
of start date and end date;
v. Specification of annual financial allocation;
vi. Clear identification of beneficiaries (by name
where possible);
vii. Clear identification of milestones for the
complete duration of the Project/ programme;
viii. Preparation and signing of agreement with
Implementing Agencies;
ix. Preparation and implementation of a
comprehensive and concurrent documentation
procedure;
x. Robust, periodic review and monitoring;
xi. Evaluation and Assessment, preferably both
concurrent and final (wherever possible, by a
competent third part);
xii. Mandatory Reporting;
The focus areas and budget allocation for individual
CSR Projects/ Programmes / activities are made by
the Committee on CSR in the beginning of each
financial year.

Swachh Bharat - A CSR initiative by ONGC


The Swachh Bharat Campaign is implemented across ONGC by conducting regular cleanliness drives in
office premises, installations and in and around operational areas of ONGC. The historic JantarMantar
adopted by ONGC witness's regular cleanliness drive on weekly basis to retain its magnificent glory. Under
SwachhSmarak, ONGC would incorporate up gradation, beautification, cleanliness and maintenance of
monuments including construction, restoration/refurbishment, illumination, landscaping etc based on a
Comprehensive Conservation and Development Plan as developed by ASI. For SwachhVidhyalaya
campaign, the project of providing sanitation facilities to 8500 schools across India is through NGOs and
SulabhSauchalaya. ONGC aims to create 50,000 individuals household latrines per year at various
operational areas by financially supporting the state government sanitation missions there. 500 events per
anum such as Quiz competition, drawing competitions, poster competition, etc. are also to be conducted to
implement the campaigns on real time basis and to bring greater awareness among the employees and
school children.

Project Utkarsh- Livelihood Project in Sibasagar


Initiated in 2011-12, this project seeks to expand livelihood opportunities for 400 households in one year
through training of women in skills like tailoring, soft toy making etc. with linkages for income generation as
well as training the elderly in vocations like goatery, piggery, mushroom cultivation etc. while establishing
adequate forward and backward linkages.

ONGC Hospitals
ONGC will be setting up multispecialty hospitals at Sibsagar, Assam and Ankleshwar, Gujarat and a
Community Hospital at Lakhimpur-Kheri, Uttar Pradesh.

ONGC-GICEIT Computer Centre


Under this initiative, implementing partner BharatiyaVidyaBhavan operates five computer centres
providing employment-related computer training to underprivileged youth across different operational
areas of ONGC. In 2011-12, more than 1400 students have received free employability training through
these centres.

Udaan - An ONGC CSR Enterprise


Under project "Udaan" a total of 750 students of J&K at the rate of Rs. 1,21,000.00/ trainees per batch for
period of 90 days are to be trained in a span of 5 years, to enhanced their skills and make them
employable with 150 students to be trained every year. The project is being implemented through ONGC
Academy with Chandigarh Group of Colleges as the implementing agency. So far out of 96 candidates
trained 37 graduate engineers have secured employment under this programme.

Varisthajana Swasthya SewaAbhiyan

ONGC along with HelpAge India continues its efforts to take healthcare to the doorsteps of the elderly
through Mobile Medicare Units. In 2011-12, all the 20 MMUs were launched and almost 1.9 lakh treatments
were provided across the eight States and one Union Territory.

Harit Moksha - A Unique CSR Venture


This unique CSR venture with MokshdaParyavaranEvam Van SurakshaSamiti (Mokshda PEVSS) has led
to the development of an energy-efficient and environment friendly wood based crematorium with a
system called Mokshda Green Cremation System (MGCS) which is capable of reducing wood
consumption by 60% besides minimizing air and water pollution in a significant manner. Now, there are
10 such MGCS units across the cities of Vadodara, Cambay, Ahmedabad and Delhi.

ONGC-Eastern Swamp Deer Conservation Project in Kaziranga National Park


The project aims at successfully conserving the species of the Eastern Swamp Deer. Understanding the
species and the habitat, developing stringent conservation action initiatives that could prevent extinction
and examining the possibility of translocation of the species to additional areas to conserve species and
habitat will be important project activities. The project is in the first phase which consists of gathering
information on the species.
