1.0 ICAR AIEEA (UG)-2019 AND ONLINE COUNSELING

The Indian Council of Agricultural Research (ICAR)’s AIEEA (UG)-2019 examination was conducted by
National Testing Agency (NTA) on 01.07.2019 for admission to Bachelor degree programmes in different
disciplines of Agriculture and Allied Sciences running in the accredited universities under the ICAR-AU
(Agricultural University) System.
It was decided in the 234th meeting of the Governing Body of ICAR held on 25.06.2015 that
admissions through the entrance examination conducted by the ICAR shall not be allowed for non-accredited
colleges from the Academic Year 2016-17. The online counseling for admission to different disciplines of
Agriculture and Allied Sciences in accredited Agricultural Universities was also introduced by the ICAR w.e.f.
the Academic Session 2016-17. For the Academic Session 2019-20, admissions to 15% seats (100% seats in
ICAR-NDRI, Karnal, RLBCAU, Jhansi and Dr. RPCAU, Pusa) in Bachelor’s degree programmes will be granted in
59 Agricultural Universities under the ICAR-AU system. The accredited Agricultural Universities including
RLBCAU, Jhansi (non-accredited) are enlisted at Annexure-II. The information on Annual Course Fee
(refundable and non-refundable) and hostel fee (without food charges) along with the tentative date of
registration at the university is available on the counseling portal (www.icar.org.in/www.icarexam.net).
Before choice filling, the candidates must ascertain the fee structure, availability of hostel, date of
registration and other requirements with the concerned university.
Candidates declared eligible for counseling will be considered for allocation of course and AU as per
ICAR’s Online Counseling procedure.
There is no direct nomination through ICAR in any Bachelor degree programme without qualifying
in the examination conducted by NTA for ICAR and participation in online counseling conducted by ICAR.
Based on scores generated by NTA for the candidates appeared in the ICAR’s AIEEA (UG)-2019
conducted on 1st July, 2019, common merit-based ranks have been generated by ICAR for the subject groups
PCM, PCB, PCA and ABC as notified in the Information Bulletin.

3.1.2 Admission through Online Counseling
Applying for AIEEA (UG), appearing in the examination and qualifying the same does not necessarily
mean acceptance of eligibility. The applicant for a particular course must satisfy the eligibility criteria as
specified in the AIEEA (UG) -2019 Information Bulletin (or its amendments/corrections) available on NTA
website (www.ntaicar.nic.in or www.nta.ac.in). The eligibility of the candidate for the admission is not
checked until the date of personal appearance of the candidate in the allotted university when the related
documents will be checked and verified. It means the documents/certificates etc. will be checked directly at
the time of admission by the admitting university. In case the candidate is found not eligible at any stage,
his/her candidature would be summarily rejected and admission will be cancelled.
There will be online counseling only. The candidates declared eligible for counseling for the
consideration of admission to the Agricultural Universities would be generally larger than the number of
seats available, provided they have achieved the minimum prescribed marks to be decided by Competent
Authority (DDG, Agricultural Education) to get the sufficient number of candidates for counseling and filling
the seats. For OBC (NCL), it will be as per Supreme Court directives in this regard.
It is the responsibility of the candidate to check his/her eligibility at the time of counseling with the
University where admission is desired. The list of accredited Universities along with the contact details of
Registrars for seeking admission to Bachelor degree programmes is given at Annexure-II.
3.1.2.1 Online Counseling Process
(i) The candidates declared eligible for online counseling, will have to get registered by paying non-
refundable registration fee of Rs. 400/- through online payment gateway of ICAR by using Credit/Debit
card/Net banking.
(ii) Only the registered candidate will be able to log on to online counseling portal. He/she will be able to
access the website from any place of his/her convenience like mobile/home/office, etc.
(iii) If the candidate does not remember his/her login ID and password, then the login ID/password will be
recoverable by input of some personal parameters.

(iv) Details of available seat matrix (with reservation category), process of Online counseling, helpline
numbers, parameter-based online search system for previous year admission cut-offs will be available
on the home page of the portal. Some other information related to accredited universities like course
fee, date of registration, hostel facility, etc. has also been displayed to facilitate the candidates.
(v) The candidates qualified in the entrance examination under different categories shall be permitted to
make choice of Courses/University in stipulated time period.
(vi) Only those accredited programmes shall be displayed whose eligibility qualifications are fulfilled by the
candidate. Similarly, list of only those Universities will be displayed where the programme desired by
the candidate is offered.
(vii) Candidate will be able to select the courses and the university one by one. Only those courses will be
displayed for which the candidate is eligible. There will be provision to add/modify/delete choices
during the stipulated time period. Further, provision for interchange/upward movement/downward
movement will also be available and permissible any number of times.
(viii) The procedure for exercising choices or seeking other information will be menu-driven and guide the
candidates through appropriate messages on the computer screen.
(ix) After completion of choice selection, the candidate will save the choices. He/she will be able to take a
draft printout, with lock status, so that he/she can discuss the choices filled-with his/her mentors and
update the same, if desired.
(x) Candidate can update his/her choices any numbers of times before the last date/until the choices are
locked by the candidate. If by the last date and time, the choices are not locked by the candidate, then
the last saved choices will automatically be locked by the system.
(xi) Login ID will be provided to all the accredited AUs to provide access to the online counseling portal.
The Universities would be able to see the number and details of candidates who have chosen a
particular course as their first/second/third choice, etc.
(xii) The locked choices shall be processed according to merit and available seats on a scheduled date for
the allotment of seats. The candidates will be intimated through e-mail/SMS about the University and
Course allotted. The list of allotted candidates will be updated in the relevant database.
(xiii) The candidates will then download the provisional allotment letter in PDF format from the portal.
(xiv) All the candidates who have been allotted a seat for the first time in any round of allotment will be
mandatorily required to report at the allotted University within the prescribed date and time failing
which their allotment will be cancelled. The University will check online details of provisional admission
offer (from ICAR) downloadable by the candidates for verification. After checking the original
documents of the candidates, the university will issue the final admission letter to the admitted
candidates. If admission is denied, then a regret letter will be generated and all such letters will be in
pdf format and ready to print.
(xv) No correspondence from the candidates/guardians/parents will be entertained by the Council for
seeking permission for late registration/admission in the universities or issuing any direction in this
regard.
(xvi) Subsequent round of online counseling will be conducted immediately after the reporting is complete.
The Upgradation requests shall be tried first to give the candidates their better choice. Then, the next
round shall be started.
(xvii) Thereafter, the same process for subsequent rounds of counseling will be followed.
(xviii) Candidate, not fulfilling the eligibility condition(s) at the time of admission in the allotted university,
will forfeit claim for admission and will not be considered for seat allocation. Candidature in such cases
shall be rejected summarily. No correspondence shall be entertained thereafter in this regard.
(xix) It should be noted carefully that ICAR allocates the University, whereas the choice of the accredited
College within the University allotted shall be regulated by the University itself. The university will
admit and place the candidates in accredited colleges and programmes only. Candidate may not
approach ICAR, thereafter, for any specific College within the allotted University.

(xx) In case a candidate has been admitted in a university and the subject, after the counseling, any request
for change/transfer of subject/university thereafter, will not be entertained by ICAR. The candidate,
once admitted in a degree programme as per his/her merit-rank and availability of seat at the time of
counseling, will not stake claim for change of subject/University later on after his/her admission is
over.
(xxi) All admitted candidates will be required to submit original certificates and mark sheets to the Registrar
of the allotted University, otherwise admission may not be granted. All original certificates submitted
by the candidates may be sent by the allotted University to their respective Boards and Universities for
verification. In case a candidate wishes to withdraw the original certificates after the admission, he/she
shall directly request the allotted University for the same if the university rules so permit.
(xxii) If any candidate fails to deposit the prescribed admission fee and original certificates as required by the
university, the admission may not be granted and candidate would forfeit his/her claim for admission.
(xxiii) In case, after depositing the admission fee at the AU, the candidate wants to forego his admission due
to certain reasons, then, in such cases, the refund policy of the admitting university would prevail.
3.1.2.2 Upgradation
After the first round of allotment, some candidates may be allotted their 2nd/3rd/4th or even higher
choice. On the other hand, some seats allotted to other candidates may remain vacant due to non-reporting
or the reasons of in-eligibility, etc. Provided the seat(s) have become vacant, these reporting candidates may
request for sliding to a better choice in the subsequent round of allotment. However, the candidate will be
considered for sliding ONLY to one of the better choices that were given by him/her at the time of online
choice filling. Such candidates should request the University officials to online mark them for “Upgradation”.
However, it will be MANDATORY for the candidate to first take admission on the allotted seat.
If the candidate could not request for “Upgradation” at the University at the time of reporting, and
wants to do so, then he/she will be able to do it, after admission, as per his/her convenience at home, using
his/her login credentials. Such candidates will be required to print their “Upgradation” letter, sign it, scan and
upload on the counseling portal. University officials will download the same through the University Login and
attach that along with the other documents submitted by the candidate earlier. Vice versa, if the candidate
had opted for “Upgradation” while reporting at the University but does not want to continue with it, then
he/she will be able to do so through his/her individual login as per his/her convenience at home. The status
of all the candidates who had opted for “Upgradation”, will be available through University Login with
complete chain of developments (In/Out).
In the subsequent round of allotment, such candidates will be tried first for their better choices on
the seats which had become vacant due to non-reporting, ineligibility, etc. If the candidate does not get a
better choice, then his/her initially allotted seat will be retained by him/her. If the candidate gets a better
choice, then his/her initially allotted seat will stand forfeited and the candidate will have to accept the
“Upgraded” seat. In no case, such “Upgraded” candidate will be allowed to retain the initially allotted seat.
Therefore, the candidate must be very careful in exercising the request for “Upgradation”. The “Upgraded”
candidates are exempted from reporting at the “Upgraded” University. Since the eligibility and documents
have already been verified by a Competent University, therefore, the candidates have been given this
relaxation. After upgradation, the candidate should contact the concerned university and verify the date of
registration and additional eligibility requirements/criteria, if any, for the allotted course, well in advance,
before finally reporting for admission. However, if the “Upgraded” University/ Course has some additional
requirements of eligibility then the onus shall lie on the candidate to fulfill such eligibility
criteria/requirements. At the time of beginning of Classes at the university, documents of all such candidates
will be checked and in the event of lapses being found, the university may deny admission to such
candidates. In reporting module of the University login, all such candidates will be marked as “Admitted” by
default by the system. The University will not be able to change their status as Not Admitted: Absent/Not
turned up. If a candidate is “Upgraded” during the second allotment and he/she still has scope of getting a

better choice, then he/she can again request for “Upgradation”. Since the candidate is exempted from
reporting at the “Upgraded” University so he/she will again be permitted to do so with his/her own login as
per his/her convenience at home. However, if the “Upgraded” candidate wishes to report at the “Upgraded”
University, then he/she can do so.
Since there will be only three rounds of counseling, request for “Upgradation” will be permissible
only during the first and second rounds. Subsequent round of allotments (2nd and 3rd) will be conducted for
candidates who did not get any seat in the earlier rounds. However, their choices will remain the same as
filled in the beginning.
Procedure/Major steps involved in Online Counselling and Upgradation for ICAR’s AIEEA-2019 have
been outlined at Annexure-III.

4.0 FILLING OF VACANT SEATS AFTER THE COUNSELING

The ICAR quota seats after the final round of online counseling, if remain vacant, shall automatically
stand released to the Agricultural University concerned for filling up at their level and as per the procedure in
vogue at the respective university. These seats will no more be called as ICAR seats and treated as
university seats. Once the counseling/admission process is over, filling up of any subsequent vacancies
created due to any reasons, shall not be the responsibility of ICAR. No correspondence in this regard will be
entertained either from the universities or from any candidate.

5.0 CONDITIONS FOR THE AWARD OF NATIONAL TALENT SCHOLARSHIPS

The candidates may please note that the NTS will be awarded only after the completion of online
counseling.
National Talent Scholarship (NTS) would be available through the Agricultural University concerned,
to all the students admitted on ICAR quota seats at any Agricultural University in a state outside his/her
domicile state. Detailed terms & conditions for the fellowship and admission may be seen at the ICAR website
http://www.icar.org.in/files/FINALGuidelines(GNTS)-26072016.pdf.

programmes shall fall within the jurisdiction of Delhi Courts only. As per Rules and Bye-laws of ICAR Society, it
may sue or be sued in the name of Secretary, ICAR.

[The AIEEA (PG) and AICE-JRF/SRF(PGS) candidates who had not updated the details of their qualifying
examination marks on the NTA website within the stipulated period and whose status of qualifying
examination is still ‘Appearing’ are not eligible to participate in the counseling)].

ONLINE CHOICE FILLING (AS PER DECLARED SCHEDULE)

Candidates found eligible for counseling will be sent Username and Password
through email and/or SMS on the registered email ID/Mobile No.

Candidate should visit the website https://icar.org.in or

www.icarexam.net and login using the Username and Password.

Payment of one-time NON-REFUNDABLE Registration fee (Rs 400/-) through Online payment gateway.

Selection of preferred Course and the University (from drop down menu) one by one with
preference change facility.
(Candidates must ensure that all the eligibility conditions, as specified in the AIEEA (UG)-2019 Information
Bulletin available on NTA website (www.ntaicar.nic.in or www.nta.ac.in are fulfilled in toto including the
minimum age limit, percentage of marks obtained in the 10+2 examination, relevant certificates, etc. and
final result in hand)

Choice filling will be permitted only once. For subsequent round(s) of counselling, allotment will be done on
the basis of same choices (If the candidate has not been allotted any seat till then.)

Only the course will be displayed.

Only those accredited Universities will be displayed where the desired courses run.
However, candidate should cross-check the same from the concerned University.

Candidate should fill maximum number of choices but give utmost importance to the preference/order/serial
number of his/her choices as this will be an important criterion for seat allotment.

Candidates MUST “lock” their choices on/before the last day of choice filling. If candidates do NOT lock their
choices, last saved choices will be locked automatically upon reaching the deadline for choice filling.
Candidates will NOT be allowed to edit their choice list after the deadline for choice filling, i.e. candidates
CANNOT change the order of their choices OR add any more course in OR delete any course from their choice
list after the deadline for choice filling.

SEAT ALLOTMENT AND UPGRADATION

On the date of allotment, candidate's choices, his/her merit, score, qualification, domicile, category, sub-
category, last University in which studied and seat matrix will be processed together and seat will be allotted
following the reservation rules of GoI. Candidate will be allotted one of his/her desired accredited
University/Course. Allocation of an accredited college within the University allotted shall be done by the
University itself. It does not come under the scope of this counselling.

Candidate should download his/her provisional allotment letter mentioning the Course/University allotted
and the date on which he/she has to report at the allotted University along with all listed documents.
Candidate will also be sent this intimation through SMS and email

All the candidates who have been allotted a seat for the first time in any round of allotment will be
mandatorily required to report at the allotted University within the prescribed date and time failing which
their allotment will be cancelled.

Upon reporting at the allotted University, the candidate has to produce all the relevant original documents to
the University officials for verification. University may refuse admission if the listed documents are not found
in order or the candidate is found ineligible for admission.

The candidate shall pay the prescribed fee to the University and the University official will generate the
Provisional Admission letter of the candidate.

Some candidates will be allotted their 2nd/3rd/4th or even higher choice. On the other hand, some seats
allotted to other candidates may remain vacant due to non-reporting or the reasons of in-eligibility, etc.
Provided the seat(s) have become vacant, these reporting candidates may request for sliding to a better
choice in the subsequent round of allotment. It may be clearly noted that the candidate will be considered
for sliding ONLY to one of the better choices that were given by him/her at the time of online choice filling.
Such candidates should request the University officials to online mark them for “Upgradation”. However, it
will be MANDATORY for the candidate to first take admission on the allotted seat.

do so, then he/she will be able to do it, after admission, as per his/her convenience at home, using his/her
login credentials. Such candidates will be required to print their “Upgradation” letter, sign it, scan and
upload on the counseling portal. University officials will download the same through the University Login and
attach that along with the other documents submitted by the candidate earlier.

Vice versa, if the candidate had opted for “Upgradation” while reporting at the University but does not want
to continue with it, then he/she will be able to do so through his/her individual login as per his/her
convenience at home.

The status of all the candidates who had opted for “Upgradation”, will be available through University Login
with complete chain of developments (In/Out).

In the subsequent round of allotment, such candidates will be tried first for their better choices on the seats
which had become vacant due to not reporting, ineligibility, etc.

If the candidate does not get a better choice, then his/her initially allotted seat will be retained by him/her.

If the candidate gets a better choice, then his/her initially allotted seat will stand CANCELLED and the
candidate will have to accept the “Upgraded” seat. In NO case, such “UPGRADED” candidate will be allowed
to retain the initially allotted seat. Therefore, the candidate must be very careful in exercising the request for
“Upgradation”.

The “Upgraded” candidates are EXEMPTED from reporting at the “Upgraded” University. Since the eligibility
and documents have already been verified by a Competent University, therefore, the candidates have been
given this relaxation. After upgradation, the candidate should contact the concerned university and verify the
date of registration and additional eligibility requirements/criteria, if any, for the allotted course, well in
advance, before finally reporting for admission. However, if the “Upgraded” University/ Course has some
additional requirements of eligibility then the onus shall lie on the candidate to fulfill such eligibility
criteria/requirements. At the time of beginning of Classes at the university, documents of all such candidates
will be checked and in the event of lapses being found, the university may deny admission to such
candidates. In reporting module of the University login, all such candidates will be marked as “ADMITTED” by
default by the system. The University will not be able to change their status as Not Admitted: Absent/Not
turned up.

If a candidate is “Upgraded” during the second allotment and he/she still has scope of getting a better choice,
then he/she can again request for “Upgradation”. Since the candidate is exempted from reporting at the
“Upgraded” University so he/she will again be permitted to do so with his/her own login as per his/her
convenience at home. However, if the “Upgraded” candidate wishes to report at the “Upgraded” University,
then he/she can do so.

Since there will be only three rounds of counseling, request for “Upgradation” will be permissible only during
the first and second rounds.

University will report Online about the admission status of each and every individual candidate. NONE of the
candidate should remain un-reported. ICAR shall not be responsible for any wrong reporting by the University
as this forms the basis of further activities. So the University officials MUST doubly verify their reporting as
the seats reported vacant will form the seat matrix for subsequent rounds.

Subsequent round of allotments (2nd and 3rd) will be conducted for candidates who did not get any seat in the
earlier rounds. However, their choices will remain the same as filled in the beginning.
