Flair 200C General

Everywhere in the world, poor quality of electric power supply is no longer accepted

by consumers. In many countries, regulatory standards have therefore been

established to ensure a minimum quality of service for electricity.

Of the many indexes, those most commonly used are:

bb SAIDI: standard average interruption duration index - e.g.: 96 minutes/year
bb SAIFI: standard average interruption frequency index - e.g.: 1.2 interruptions/year.

For Power Supply Companies, the increase in quality of service must go hand-in-hand
with an improvement in performance and competitiveness and control of capital

For an optimum response to these needs, power distribution companies are demanding
new products and solutions to allow:
bb Improved reliability:
vv reduction in the duration of power cuts in the event of incidents on the network (SAIDI)
vv reduction in the number of faults: e.g. through monitoring of MV/LV transformers
vv monitoring and improvement in the quality of power: performance tools for fault
bb Reduction in direct and indirect operation costs:
vv reduction in response times in the event of incidents
vv reduction in substation inspection campaigns for maintenance and measurement
vv reduction in service operations upon equipment failure through remote monitoring:
preventive alarm, overloading of network or equipment (transformer)
vv vehicule charge (fuel consumption). It will allow you to participate in the reduction
of CO2 emissions.
bb Improvement in the efficiency of power distribution:
vv quality control of distributed voltage: measurement, alarms and traceability
vv optimization of the network operating plan based on exhaustive data concerning
the network load.
bb Capital expenditure optimisation:
vv have precise, reliable data to define changes and investment planning concerning
the MV network load, transformer outgoer or LV outgoer
vv safeguard network equipment through preventive actions.

Easergy products and solutions meet these objectives by providing you with reliable,
maintenance-free equipment that is easy to operate.
Schneider Electric is constantly looking for new solutions to simplify the operation
of MV networks.

Flair 200C Fault passage indicators

Easergy Flair 200C detects phase-to-phase and phase-to-earth fault currents

on networks with resistor-earthed, directly earthed or isolated neutral, and

compensated (Petersen coil earthed neutral) system without voltage measurement.
In the case of compensated (Petersen coil earthed neutral) networks, the value of
the earth fault is low relative to the value of the capacitive currents. As a consequence,
conventional ammetric detection cannot be used. Easergy Flair 200C uses a new
“Insensitive to Capacitive Currents” detection technology.
To enhance the reliability of the information transmitted, detection of a fault current
is confirmed by loss of the “network”. The “network loss” information is generated
either from the voltage failure information processed based on the power supply,
or from the load current on the line.
Two fault current detection algorithms are available in the Easergy Flair 200C catalogue:

Ammetric detector (AMP)

bb For networks with resistor-earthed, directly earthed and isolated neutral
bb Permanent phase-to-phase and phase-to-earth faults: triggering threshold
confirmed by an acknowledge time and network loss
bb (Fast) phase-to-phase and transient phase-to-earth faults (not confirmed by
network loss)
bb Each type of fault has an associated counter that can provide relevant information
concerning the number of faults for maintenance
bb Fault confirmation by “network” loss
bb “Inrush” filtering function at power up to prevent untimely detection when switching
on loads.

Insensitive to Capacitive Currents (ICC) detector

The principle of the ICC detector is based on similarity analysis of phase and
earth fault currents to distinguish between an upstream earth fault current and
a downstream fault without voltage measurement.
The ICC algorithm is used on resonance earth. The principle of the ICC algorithm
can also be used with networks with directly earthed and impedance-earthed
neutral, if the value of the capacitive currents is significant relative to the value
of the earth fault current.
bb Permanent phase-to-phase and phase-to-earth faults: tripping threshold confirmed
by an acknowledge time and network loss
bb Fault validation by “network” loss from the load current
bb Operation on network with sustained fault or not.
Easergy Flair 200C is also available without the fault detection option.
Easergy Flair 200C then acts only as a substation measuring, supervision,
monitoring and control unit.

Flair 200C Programmable Automation

The Flair 200C is fitted with various devices allowing to perform specific tailored

functions or applications:
bb Calculation formulas available as a standard feature in the equipment.
bb An IEC 61131-3 programmable logic controller available as an option, and
including a RTU Control programming workshop and a possible communication
between equipment.

Calculation formulas
The calculation formulas are available as a standard feature in the Flair 200C.
They can be used in the Flair 200C to create relatively simple logic equations not
requiring a programme to be written in PLC language.

These formulas can be used to create logic equations based on combinations of

variables more simply than a PLC programme. The variable types that can be used
are the same as for PLC programmes (existing variables or virtual variables created

Examples of typical applications that can be created with the calculation formulas:
bb Calculation of analogue values to determine averages, alarms or any other
calculation based on variables.

bb Combinations of variables, such as:

Variables exchanges
Embedded T200/F200C software vv Combining phase and neutral faults rather than indicating them separately
vv Defining a synthesis of internal faults
RTU Control : vv Managing other equipment of the MV substation such as the light control, etc.
development Programs
platform download Inputs/outputs from internal I/O
or from an external PLC The following functions can be incorporated in the formulas:
bb Mathematical functions: absolute value, square root, natural logarithm, base-10
logarithms, exponentials, powers, integer part, etc.
bb Statistical functions: smallest and largest values, sum and average of values,
bb Logic functions: set duration pulse, status copy after a set time, status hold for a

set time, etc.

bb Time/date functions: current date and time, character string converted into date
and time, time between two executions of formulas, test whether current day is a
working day, etc.
bb Other functions: values bounded by min and max, delta between previous and
current value.

RTU Control programmable logic controller

Optionally, the Flair 200C can incorporate the IEC 61131-3 programmable logic
controller. This allows the user to create specific tailored client applications.
The existing variables of the Flair 200C that can be used in the programmes are:
Virtual variables can also be created for the PLC programmes. They can also be

type: DI, DO, DDI, DDO, AI, AO.

A specific development platform (RTU Control) is provided (on the Easergy CD

supplied with the equipment) to create or modify a PLC programme from the
following programming languages:
bb SFC – Sequential Function Chart
bb FBD – Function Block Diagram
bb LD – Ladder Diagram
bb ST – Structured Text
bb Il – Instruction List

The platform’s programme can be loaded onto the equipment and then checked via
the Flair 200C Web server. A specific page is used to manage the programme (start,
stop) as well as the associated variables and another page is used to create and
manage the calculation formulas.

Communication between equipment

The programmable automation system option also includes a complementary
function for communication between equipment including a Modbus exchange via a
TCP/IP link between Flair 200Cs and/or T200s connected on the same MV loop.
This communication allows the exchange of a data table between these Flair 200Cs
and/or T200s, for instance in order to contribute (with no other PLC than the Flair
200Cs and/or T200s) to an automation system function serving to detect and remove
a current fault on an MV loop. This communication between equipment is typically
used self-healing network applications.
A specific page on the Flair 200C server is used to define the exchange table and
this function’s operating parameters.

Open to all SCADA systems

Easergy Flair 200C can manage both a “serial type” protocol and IP protocols.
Example: IEC 870-5-101 and IEC 870-5-104.
It is thus possible to mix serial and IP transmission media on a given application.
Two versions or two different protocols are embedded (e.g. IEC 101/104 and DNP3),
thereby allowing switch over the other protocol in total security.

DNP3 protocols,

Modbus / Modbus TCP protocol

(1) Master-Master: this option is used to limit exchanges with non-permanent transmission media
(Radio, GSM, GPRS, PSTN). A device speaks only when it has something to say. On the other
hand, the SCADA no longer controls the data flow and collisions between messages can occur
when several devices take control to speak at the same time. Easergy Flair 200C includes collision
avoidance algorithms to deal with this problem.

(2) In GPRS/3G, the protocols manage the “Permanent” or “Semi-permanent” transmission

mode. The Modbus TCP/IP and DNP IP protocols can also manage the transmission mode “Non
permanent” serving to limit data flows.
