Basic Requirements

 The Registration of Engineers Act (REA) mandates

engineering graduates to register with Board of
Engineers Malaysia (BEM) as a Graduate Engineer
after completing an engineering programme.
 The academic requirement for registration as graduate
engineer is the engineering programme (typically 4
years) that has been accredited by the Engineering
Accreditation Council (EAC) Malaysia.

February 2018 Route to MIEM / PE 3

Requirements for PI Application
After meeting the following requirements:
 An accredited engineering degree;
 Registration as graduate engineer;
 At least three years of practical training &
experience.
A graduate is ready to apply to sit for professional
interview (PI).

February 2018 Route to MIEM / PE 4

What is Assessed in PI
The professional interview will assess Competence.
What is Competence?
The ability to carry out a task to an effective standard, of
which the achievement requires the necessary level of
knowledge, understanding and skill, as well as a
professional attitude.

February 2018 Route to MIEM / PE 5

International Practice
 This is in line with the global move in the
international engineering communities towards an
outcome-based competence assessment for
international recognition.
 With this assessment method, the IEM PI would be on
par with the international practices.

February 2018 Route to MIEM / PE 6

Competency Categories

A -- Knowledge and Understanding

B -- Design & Development of Process, System, Service & Product

C -- Responsibilities, Management and Leadership

D -- Communication and Inter-personal Skills

E -- Professional Commitment

More Balanced Assessment

Instead of focusing mainly on technical aspects,

this method has a more holistic approach in
assessing competence

February 2018 Route to MIEM / PE 8

Competency Categories
Interviewers will probe the five competency and commitment
statements as follows:

A B C D E
• Ability to • Applying • Project, • Communication • Professional
work with engineering process, and and team skills approach
technology methods resource
skills

Engineering Discipline Specific Common Skills

Refer to IEM PI 0100 for more details.

Clarifying Concerns
 Each Candidate has unique work experience because
of the nature of job.
 Most Candidates are able to develop an acceptable
level of attainment in the majority of Competency
Elements.
 Nature of work sometimes makes Candidates lacking
in a few Competency Elements; but they can still pass
PI if they are good in most of the other Elements.

February 2018 Route to MIEM / PE 10

Objective Assessment -- Rubrics

Level Generic Statement of Attainment

1 Little or no evidence of competency

2 Some evidence of competence identified

3 Fully acceptable level of competency

4 Exceptionally strong level of competency

February 2018 Route to MIEM / PE 11

Key Enhancement
Competency (3)
Elements

Each of the 5 Competency Category consists of

a few Competency Elements.
There are 18 Competency Elements under the 5
Competency Categories – refer to document
IEM PI 0100.

February 2018 Route to MIEM / PE 12

Objective Assessment
 Each of the 18 Competency Elements has four
thresholds representing four levels of mark.
 The mark awarded by PI Interviewers for each
Competency Element will be based on the evidence
demonstrated by Applicant or Candidate in the
document submitted and also during oral interview.
 Each threshold has a threshold statement that gives a
standard interpretation of the threshold, guiding the
differentiation between levels … hence minimising
individual subjectivity in assessment.

Main Benefits
• The assessment method is a competence-based and
evidence-based assessment; it will provide applicants /
candidates with a more objective and more balanced
assessment by minimizing the subjective judgment.
• The application form is equally friendly to all
professional engineering practices rather than focus on
engineering consultancy practices.
• The Training & Experience Report will have a
prescribed format for PI applicants to provide the
required evidence for specific competencies. This will
allow them to put up a better report.

February 2018 Route to MIEM / PE 69

Evidence
PI Applicants might have to spend a little more
time to write the evidence for their practical
experience; but it will be rewarding …..
Interviewers cannot fail a PI Candidate who has
demonstrated sufficient evidence on the required
competence elements in the submitted document as
well as in the oral interview and essay writing.
