PROPOSE POLICY IN THE AVAILMENT OF CHAPTER OFFICE BUILDING GRANT

Chapter is the most basic group in the institute. It serves as the core of the IIEE where activities,
transactions and programs are honed and essentially implemented. It is the micro operational unit of the
whole of the organization where the basic unit of procedures and processes are observed.

In the IIEE, it is observed that Chapter with its own offices (or at least a permanent office) where
the chapter converges, proved to be the most aggressive and updated with membership roster
that are always present and available to dispense in every activities of the institute. Davao,
Cagayan de Oro, Iloilo to name a few of those that excel – these chapters have their own
offices.

To encourage the chapter to operate as a micro IIEE in their area, and subject to some regulations,
Chapters may now avail of a Chapter Office Building Grant under the Chapter Office Building Grant Program
of the IIEE.

I. Chapters that are qualified to avail of the grant:

Taking note of the finances involve and the extent of the impact to chapters, and while IIEE is
promoting equality of treatment to all its chapters, IIEE is providing limitations on the availment to
ascertain practicality, maintenance and sustainability of the program, thus:

1. Chapters are qualified to avail of the grant, subject to the following provisions:

1.1 That the Chapter has existing lot / or own a lot intended for IIEE Chapter Office;

1.2 That the Chapter has the financial capacity to construct, at least an initial structure for the
office, it just that, liquidity may be a challenge to complete the same;

1.3 That the Chapter must have programs and activities where trends of financial flow is visible (ie
income generating activities such as but not limited holding of technical seminars etc)

1.4 Has the capacity to maintain and sustain its operation

II. Amount that may be granted

Chapters may avail of a grant of UP TO One Million Pesos (Php1,000,000.00). The ExCom shall
determine the amount that may be granted to the Chapter considering the requirements submitted but
in no case that the same amount exceeds Php 1,000,000.00.

III. Requirements:

1. Board Resolution from the Chapter Requesting for the Availment of the Grant stating the amount
required (ie Php 1,000,000.00).

2. Photocopy of the Title of the Lot owned by the Chapter

3. Photocopy of the latest financial statement of the Chapter showing financial standing of the chapter

4. Annual program and activities of the Chapter highlighting details of income generating projects
and/or activities and/or program
 5. Endorsement from the concerned Regional Governor

IV. Design of the Office

To maintain consistency and promote corporate branding on identity of IIEE Chapter Offices, the
national office has commissioned for a uniform Chapter Office as herewith attached as Annex A” of this
Guidelines. The design shall be adopted by the Chapter.

V. Budget and Source of Fund

Seven million pesos (Php7,000,000.00) spread in three years, and shall come from the building fund is
set aside for this purpose.

VI. Miscellaneous Provisions

While the Chapters are technically IIEE by virtue of the operations of the Corporate Structures of the
IIEE where even Chapter Offices are owned wholly by IIEE, IIEE however, may issue a DEED OF
ASSIGNMENT to the Chapter for the sole rights to occupy and use their Chapter Office.

VII. Review provisions

The ExCom, may from time to time, review the details of the implementation of this Policy and consider
other intricacies such as development of new laws, rules and regulations that may affect the application of
the fund, positively or otherwise, the continued implementation of the same. The Board may then adopt a
policy revision at least every year to ascertain that the thrust and vision of this policy is well served to the
benefit of the members and the institute.
