National Urban Rental Housing Policy (NURHP) [Draft],


October 2015

1.1. Vision
‘To create a vibrant, sustainable and inclusive rental housing market in India.’

1.2. Objectives

1.2.1. To create adequate rental housing stock by promoting Social


Rental Housing with special focus on affordability of vulnerable
groups.
1.2.2. To promote shelter facilities within the homeless population such
as single women and their dependent minor child.
1.2.3. To promote:
1.2.3.1. Social Rental Housing (SRH)
1.2.3.2. Need Based Rental Housing
1.2.3.3. Market Driven Rental Housing
1.2.3.4. Private Rental Housing
1.2.3.5. Public Private Partnership (PPP)

1.2.4. To enable Institutional Rental Housing (PG’s/Hostel) for the low-


income earning employees working with Govt./NGO’s/Industries
etc.
1.2.5. To remove legal, administrative and financial barriers for
facilitating access to tenure, land and finance.
1.2.6. To facilitate fund flow from Government and private sector.

1.3. Target Groups

1.3.1. Shelter for the homeless, street children, destitute and other
vulnerable groups.
1.3.2. Social Rental Housing for the urban poor (EWS, LIG and BPL)
1.3.3. Need Based Rental Housing for various target groups i.e. migrant
labour, working women, working men, students, etc.
1.3.4. Market Based Rental Housing for MIG and HIG
1.4. Demand and Supply side interventions

1.4.1. Demand Generation

1.4.1.1. Identification of various target groups.


1.4.1.2. Government to act as an enabler and facilitator
1.4.1.3. Provide incentives to the tenants such as tax exemptions.
1.4.1.4. Create institutional owners such as Not-for profit entities.

1.4.2. Supply Generation

1.4.2.1. Undertake regulatory reforms such as implementation of Model


Tenancy Act, 2015.
1.4.2.2. Encourage Public Private Partnership.
1.4.2.3. Promote IT platforms for access to rental housing stock.
1.4.2.4. Provide incentives to the owners such as tax exemptions.
1.4.2.5. Reduce transaction cost like brokers commission.
1.4.2.6. Prepare action plans to bring the vacant plots under rental housing
stock.

1.5. Need for the policy

1.5.1. Poor households live in congested conditions indicating that


housing is unaffordable for a large population.
1.5.2. On one hand there is a huge housing shortage and on the other
hand there are large number of vacant houses.
1.5.3. Growing families are forced to live in overcrowded houses which
leads to slum like situation.
1.5.4. The country needs to encourage rental housing as an additional
option for housing to all sections of the society.
