PROJECT: To carry out repairs to Perimeter Fence Line.

OPERATIONAL EXECUTION PLAN

) shall plan and execute the contract in a disciplined manner so that it is delivered on time, within budget with zero
accidents or incidents and with superior quality.

The following items form the minimum requirements for planning and executing the proposed Perimeter Fence Line
Works at GPU

• Project Initiation

 Technical Supporting Staff shall examine the Scope of Work, Drawings and specifications as provided
by DeNovo. The existing site conditions and information provided at the site visit will also be
considered in the planning and execution of the works.

• Project Planning

 The staffing needs for the Project shall be determined for various disciplines of work within the
contract. We have identified the following type of craft workers will be required for the execution
of the works:
a. Welder/Fabricator
b. Mason
c. Helper
d. Foreman
e. Supervisor
f. Safety Officer

 The Project Team Leader and supporting Members shall be identified for the project; these shall
include Project Managers, Supervisors, QA/QC Officers, Scheduler, Safety Officer,
Administrative Personnel, etc.

 A detailed Work Plan shall be prepared for Labour, Materials, and Equipment.

 A Procurement Plan shall be prepared identifying all materials, tools and equipment to be
purchased for the project this plan should include; the Vendor, the Location, the Price and the
Expected Time of Arrival (ETA). This will be done in order to maintain continuous uninterrupted
flow of work and to maintain the intended project duration.

 Internal Meetings will be held with all key personnel addressing all items contained within the
project work plan; from this meeting an Action List shall be prepared prior to the Client’s Kick off
meeting/project start date.

 A Delay Log shall be maintained on the Project Site to record standby time arising out of rain,
variation or any other unforeseen interference.

 All Equipment and Tools required for use in the works shall be inspected to ensure they are in
proper working condition. PWFL shall also conform to the requirements for equipment/tools
contained in DeNovo’s “Temporary Equipment Management Site Standard dated 19th October
2018”. The following equipment shall be used in the proposed works:

a. Welding Plan
b. Small Tools such as Angle Grinder, Drill and Chop Saw.

• Quality Assurance/ Quality Control (QA/QC).


 A Quality Assurance Plan shall be prepared addressing all areas of the Scope of Work.

• Safety
 Prior to the commencement of the works, a Job Hazard Assessment and Risk Assessment shall be
developed by the designated safety representative.

• Duration
 The proposed duration of the works is 30 days (except weekends and public holiday). See below
table for breakdown of the overall duration.

• Methodology
3.2.1- South of TTEC Switch Yard- The latch shall be constructed using ¾” smooth steel round bar and
receiving slot using 1” diameter galvanize pipe. The stops shall be made using 2” x ¼” Flats welded on
using fillet weld. All new metals surfaces shall be surfaced prepared and primed using aluminium oxide
paint. All welds to be smoothened prior to application of primer.

3.2.2- West of Main Security Booth- The additional latch and gate stops shall be carried out using the
methodology indicated in 3.2.1. The new pedestrian gate (5 feet wide) shall be constructed using 2”
diameter galvanize steel pipe framing welded together using fillet welds. The gate shall also be constructed
using 9g chain link wire and shall be secured to the framing using binding 10g binding wire. All welds
shall be smoothened prior to application of primer paint. All new metals surfaces shall be surfaced prepared
and primed using aluminium oxide paint.
The extent of the damaged section of the fence line shall be removed and a reinstated using new 9g chain
link wire. The new chain link wire shall be secured to the existing wire using 10g binding wire. Where
identified for repairs, the damaged or missing barbed wire shall be reinstated with new. The new and
existing binding wire shall be affixed to the bard arm and the wire shall be joined using binding wire.
The procurement and installation of two (2) electronic traffic control barriers at gate on East-West
Roadway and North Access Road on GPU (3.2.2.6 & 3.2.27) has been omitted from PWFL’s scope.
3.2.3- Fence at Incoming WASA Line- The repairs of the damaged section of the fence and barb wire shall
be carried out using the methodology described in Item 3.2.2.

3.2.4- Repair Plant Drain Barriers-EAST- A new C-Channel or I Beam shall be placed horizontally across
the width of the drain and secured to the existing framing on site. This new brace shall be placed at mid-
height between the existing brace and the invert of the channel. All existing vertical ribs shall be
straightened and welded to the new beam.

3.2.5-Install Gate East of GPU- Identify location of gate to be installed and saw cut extents of chain link
fence. The chain link wire and fence post including foundations shall be removed and discarded offsite to
the contractor’s refuse location. The new gate shall be 17 feet wide x 6 feet high exclusive of barb wire
strands. The new gate shall be constructed using 2” diameter galvanize pipe framing with intermediate
brace. Two (2) new posts shall be planted into the ground. The foundation of the post shall be 2 feet x 2
feet x 3 feet deep. Chain link wire (9g) shall then be secured to the framing using 10g bind wire. All new
metals surfaces shall be surfaced prepared and primed using aluminium oxide paint. Existing barb arms
shall be re-used and new 3 point barb wire (12g) shall be installed.

3.2.6-Fence Line at Container Village- The stops shall be made using 2” x ¼” Flats welded on using fillet
weld. All new metals surfaces shall be surfaced prepared and primed using aluminium oxide paint. All
welds to be smoothened prior to application of primer. Where identified for repairs, the damaged or
missing barbed wire shall be reinstated with new. The new and existing binding wire shall be affixed to the
bard arm and the wire shall be joined using binding wire.
The manual control barrier shall be made using 2” diameter galvanize pipe welded together with a truss
tapered arm. The arm handle shall be constructed using ½ thick steel plate and ½” smooth bar. The arm
shall be 20 feet long.
The removable barrier shall be 350 feet long, with each post being 4 feet high spaced at 10 feet centres. The
4 feet post shall be set in a concrete foundation with a 2” diameter pipe sleeve. Each post shall be 1-1/2”
diameter galvanize steel pipe.

3.2.7-North of Condensate Loading Bay- The extent of the damaged section of the fence line shall be
removed and a reinstated using new 9g chain link wire. The new chain link wire shall be secured to the
existing wire using 10g binding wire. Where identified for repairs, the damaged or missing barbed wire
shall be reinstated with new. The new and existing binding wire shall be affixed to the bard arm and the
wire shall be joined using binding wire.

3.2.8-North West of Condensate Loading Bay- The extent of the damaged section of the fence line shall be
removed and a reinstated using new 9g chain link wire. The new chain link wire shall be secured to the
existing wire using 10g binding wire. Where identified for repairs, the damaged or missing barbed wire
shall be reinstated with new. The new and existing binding wire shall be affixed to the bard arm and the
wire shall be joined using binding wire.

3.2.9- GPU North East Gate- The latch shall be constructed using ¾” smooth steel round bar and receiving
slot using 1” diameter galvanize pipe. The stops shall be made using 2” x ¼” Flats welded on using fillet
weld. All new metals surfaces shall be surfaced prepared and primed using aluminium oxide paint. All
welds to be smoothened prior to application of primer. Booth- The additional latch and gate stops shall be

3.2.10-Designated Smoking Area- Each bollard shall be made using 1-1/2” diameter pipe x 4 feet high. The
bollard shall be planted into the concrete foundation base and this shall be spaced at 10 feet apart. The
chain shall be secured to the post by welding or by pre-fabricated hook onto the bollard. Each post shall be
surface prepared and painted.

3.2.11- South Entrance & Laydown Area- Approximately 130 feet of new chain link fence shall be
installed. New posts shall be constructed using 2” diameter galvanise pipe and secured to new foundation
(1 feet x 1 feet x 2 feet deep). The new chain link fence wire shall be secured to the post using 10g binding
wire and the wire shall be stabilised using 3 rows of 16g straining wire (bottom, middle and top). No barb
wire shall be installed on this section of the fence.
The installation of the two floodlights at the North-South Access Roadway was omitted from PWFL’s
scope.

• Company’s Responsibilities- PWFL shall comply with the terms and conditions indicated in the Scope of
Work Document provided by DeNovo.
