Notice of Violation ~ Director's Conference Findings The complainant stated that an odor, common with the Pilgrim's Pride facility on Broad Street was creating a strong odor that was detectable in the area of 17*" and Cowart Street. (Approximately 1 city block from the facility). | detected the odor, common with the Pilgrim's Pride facility 16 and Cowart Street (6). This area is SE of the Pilgrim's facility. The winds were from the NW at 1-3 mph. | went to the facility and met with company representative Martin. The facility was processing when | arrived. The following are my findings 1. We found that the fan at the former employee entrance was operational but the odor neutralizer did not appear to be on. | could not smell, see or feel the product. Martin increased the flow rate and then the neutralizer was detectable by sight, smell and touch. Special Condition 4.6 of the permit states — The permittee shall install, maintain, and operate odor control equipment to prevent nuisance odors at all times processing is occurring or live chickens are on site. Page 1 of 22. | observed a build-up of chicken litter next to where live chickens are staged. The litter was approximately 1” to 2" thick, 20" wide and 50’ long. There was a strong odor (6) coming from this area. There was also a build-up of chicken litter where cages are loaded on the conveyor. Martin stated these areas are cleaned by MEI about every 3 weeks or so. The main traffic area also had chicken litter and feathers on the grounds. The drains were clogged and blocked by chicken litter. Special Condition 4.10 of the permit states — At all times, facility grounds are to be kept clean and clear of product liquids, chicken parts, deceased chickens, and chicken litter. Conclusions/Recommendations: It was apparent to me the source of the off-site odor was from the live chickens, the neutralizer either not flowing or at a less than optimal flow and the conditions of the grounds including the build-up of chicken litter. The facility has an opening between the offices and the processing plant and with the winds from the NW this area allows for a wind tunnel affect pushing odors off site.
