1.0 SCOPE
1.1 This specification covers the minimum technical requirements for supply and
manufacture of high strength carbon steel pipeline fittings for use on EMEPMI pipeline
systems.
1.2 This specification is supplemental to MSS SP-75 and DnV OS-F101 and covers all
ranges of pipe fittings covered in MSS SP-75 with the exception of pipe bends.
1.3 The requirements of this specification take precedence over similar requirements in
MSS SP-75 and DnV OS-F101.
2.1.1 The latest issue of the following codes, standards and recommended practices shall
form part of this specification. In the event of conflict between this specification and
other specifications, data sheet(s), applicable codes and references, written clarification
shall be sought from EMEPMI before proceeding with the work.
2.1.2 CONTRACTOR shall make available for EMEPMI use a legible copy of all codes,
standards and recommended practices referenced in this specification.

5.1.1 Prior to commencement of the work, a stand alone quality plan shall be prepared and
submitted to EMEPMI for appraisal in accordance with Table 1. The quality plan shall
be based on the proposed guidelines in the appropriate part of ISO 9000, and shall
include quality assurance and quality procedures applicable to EMEPMI projects.
5.1.2 The quality plan shall show CONTRACTOR organization and methods of the quality
assurance and quality control systems employed by CONTRACTOR for performing the
work.
5.2.1 CONTRACTOR shall furnish all materials for manufacturing, all equipment for
handling and cleaning, all test equipment to measure or inspect pipeline fittings, all
instruments or standards for calibrating such devices and all tools necessary for
completing the work in this specification.
5.2.2 Nothing contained herein or omitted from the following provisions shall be construed
as relieving CONTRACTOR of the obligation of supplying pipeline fittings capable of
functioning in a subsea pipeline system for a period of at least 30 years.
5.2.3 The work shall meet any additional requirements stated on the accompanying
procurement package.
5.2.4 EMEPMI reserves the right to inspect and reject at all stages of manufacture.
5.2.6 CONTRACTOR shall give EMEPMI full and unrestricted access to all areas of the
work concerned with the manufacture, testing, inspection, repair and records of the
work.
5.2.7 If any inspection or testing reveals that the work is not in accordance with this
specification, then the entire manufacturing procedure shall be repeated from the point
where CONTRACTOR can demonstrate compliance with this specification. Any such
remedial work shall be carried out at no expense to EMEPMI.
5.2.8 EMEPMI reserves the right to use still or video photography to document visual
inspection at any stage of manufacture.
5.2.9 CONTRACTOR shall maintain all equipment to be used to perform the work in good
condition.
5.2.11 Any errors or omissions noted by CONTRACTOR shall be immediately brought to the
attention of EMEPMI.
6.1 General
6.1.1 Pipeline fittings shall be designed and manufactured in accordance with the
requirements of MSS SP-75, DnV OS-F101, and the supplementary requirements of
this specification.
6.1.2 Specified dimensions given in the procurement package include any corrosion
allowances.
6.1.3 Manufacturing shall not begin until CONTRACTOR has received EMEPMI's written
appraisal of all manufacturing procedures, welding procedures, inspection procedures,
design calculations, drawings, and proof test results, as required by Table 1.
6.1.4 All pipeline fittings shall be furnished with ends beveled in accordance with API Spec
5L.
6.2.1 The pressure containing capability of the fitting(s) shall be equal to or greater than the
design pressure specified in the procurement package. Where high bending loads may
occur during operation, EMEPMI may require either a proof test or finite element
analysis under the operating conditions. Where this is required, it will be stated in the
procurement package.
6.2.2 As required in MSS SP-75 and Table 1, CONTRACTOR shall supply relevant proof
test results to demonstrate to EMEPMI that the fittings supplied under the procurement
package will meet or exceed the minimum strength requirements.
6.2.3 Unless EMEPMI specifies or approves otherwise, pipeline fittings shall be of seamless
construction with branches extruded when branches are used. No seam weld or welded
branch connections shall be acceptable to EMEPMI, for pipe diameters less than 500
mm. For pipe sizes larger than 500 mm, EMEPMI approval shall be obtained for any
seam welded branch connections.
6.3 Welding
6.3.1 Where welded joints are utilized, welding procedures shall be qualified per API Std
1104 and GS 18-7-3 and shall be submitted to EMEPMI for review before welding, as
required in Table 1.
6.3.2 The minimum preheat during qualification of procedures and welding shall be 110oC.
Only E8018-C3 or E8016-C3 electrodes shall be used.
6.3.3 The weld shall be ground smooth after completion of welding and dye penetrant tested.
7.0 MATERIALS
7.1 General
7.1.1 The materials for the manufacture of pipeline fittings shall meet the requirements of
MSS SP-75 and DnV OS-F101, except as noted below.
7.1.2 The bars for barred tees shall be cut from ASTM A515 (or equivalent) grade 55 plate.
7.1.3 Requirements for sour service and manufacturing practice shall be in conformance with
DnV OS-F101 Sections 7D, E and F.
7.1.4 The composition for pipeline fittings shall comply with DnV OS-F101 Section 7D
except that CE < 0.45%.
8.1 Dimensions and tolerances of all pipeline fittings shall be in accordance with the
requirements of MSS SP-75, with the following modifications:
8.2 The inside diameter of all pipeline fittings shall be compatible with the line pipe and
bends. The allowable tolerance shall be +/- 1.6 mm from the nominal inside diameter.
8.3 The inside diameter of all pipeline fittings shall exceed the minimum inside diameter
required for passing inspection tools. EMEPMI will advise this inspection tool
requirement prior to the kickoff meeting. If there is a conflict between this requirement
and the requirement in Section 8.2, CONTRACTOR shall advise EMEPMI prior to the
pre-inspection meeting.
8.4 The manufacturing tolerance on the wall thickness for the pipeline fittings shall be as
per DnV OS-F101 Table 6-14.
9.1 General
9.1.1 The mechanical properties of the pipeline fittings shall comply with the requirements of
DnV OS-F101 Sections 7D and F, except as noted below.
9.1.2 Unless specified otherwise in the procurement package, all tests shall be conducted on
integrated test coupons removed from the fitting after satisfactory results have been
obtained for the hardness survey as outlined in Section 9.5. The thickness of the
integrated test coupon shall equal the thickness of the thickest part of the fitting.
9.1.3 Test frequency shall be on a per lot basis as defined in DnV OS-F101 Section 7F 705.
9.2.1 Tensile tests for base metal shall be conducted in accordance with DnV OS-F101
Section 7F and Appendix B.
9.2.2 Transverse weld tensile tests shall be performed for all fittings contatining a weld in
accordance with MSS SP-75.
9.3.1 Transverse guided weld bend tests shall be conducted for all fittings containing a weld
in accordance with MSS SP-75 or DnV OS-F101 Appendix B.
9.4.1 Charpy V-Notch impact testing shall be conducted in accordance with DnV OS-F101
Section 7F and Appendix B. Test criteria are defined in DnV OS-F101 Table 6-3.
9.4.2 The test temperature shall be calculated based on DnV OS-F101 Table 6-4. Unless
otherwise specified by EMEPMI, the minimum design temperature used to calculate
the test temperature shall be -29oC. For fittings which have greatest thickness in excess
of 40mm, the test temperature shall be 30oC below the minimum design temperature.
9.4.3 Additional Charpy V-Notch impact testing is required for weld and heat affected zones
of fittings containing welds. Locations shall be as given in GS 30-1-1 Table 3.
Thickness for determination of test temperature shall be based on nominal thickness of
welded area excluding weld reinforcement.
9.4.4 Where specified in the procurement package CTOD testing will be performed in
accordance with DnV OS-F101 Section 7D 211 and Appendix B.
F101 Table 6-3 for non-sour service and DnV OS-F101 Section 6D 100 for sour
service.
10.1 General
10.1.1 CONTRACTOR shall have the primary responsibility for inspection and testing of all
pipeline fitting manufacturing activities and shall submit procedures for EMEPMI
appraisal in accordance with Table 1. EMEPMI reserves the right to conduct testing of
the pipeline fittings; any testing done by EMEPMI will not relieve CONTRACTOR of
the obligation to conduct these activities.
10.1.2 CONTRACTOR shall submit an inspection and test plan to EMEPMI in accordance
with Table 1. This inspection and test plan shall incorporate the requirements of Table
2.
10.1.3 All repair activities, resulting from failure to satisfy the requirements of this
specification, are the responsibility of CONTRACTOR. CONTRACTOR shall
cooperate with EMEPMI in determining the causes of defects and taking corrective
actions in the event that EMEPMI considers the amount of remedial work excessive.
10.1.5 All data obtained from the inspection activities shall be logged and submitted to
EMEPMI in accordance with Section 14.0 and Table 1.
10.1.6 EMEPMI shall have the right to reject any fitting that does not satisfy the requirements
of this specification.
10.1.7 CONTRACTOR is also responsible for the QA / QC activities of any sub-vendors and
shall make periodic assessments of the sub-vendor QA / QC programs. Where
EMEPMI deems necessary, CONTRACTOR shall assist EMEPMI third party
inspectors in making visits to and / or reviewing sub-vendor inspection activities or
documentation.
10.2.1 Each fitting shall be examined for defects and finish in accordance with MSS SP-75
with the following modifications:
10.2.2 All sharp notches, imperfections, scratches, etc., that fall within the non-injurious
defect tolerances as listed in paragraph UF 37 of ASME Section VIII, Division 1, shall
be removed by grinding.
10.2.3 The finished dimensions of each fitting shall be checked for compliance with the
specified dimensions as given in Section 8.0 of this Specification.
10.3.1 Where possible, all permanent welds made during fabrication of fittings shall be
radiographed in accordance with DnV OS-F101 Appendix D Parts B 200 and H.
10.4.1 Where radiography is not possible, ultrasonic examination of welds shall be undertaken
in accordance with MSS SP-75.
10.4.2 All ultrasonic testing shall be in accordance with DnV OS-F101 Appendix D.
10.4.3 Each ultrasonic examination performed shall be reported on an approved format which
shall contain complete information including such items as: identification of the item
being examined, UT inspection procedure, sensitivity level, calibration information,
surface correction factor, date, operator qualifications, and results.
10.4.4 Sketches shall be used as required to identify the location and size of any reportable or
rejectable indications. The operator shall, whenever possible, identify the type of
defect.
10.4.5 Ultrasonic thickness measurements shall be conducted over the full length of the outer
surface to ensure that at the junction of any branch, wall thinning or volumetric flaws
have not exceeded the requirements of DnV OS-F101 Appendix D Part I 300.
10.5.1 Prior to any welding or cutting, all pipeline fitting beveled surfaces shall be wet
magnetic particle tested in accordance with DnV OS-F101 Appendix D. All finished
bevels on the fitting shall also be inspected by MT to the same standard. Acceptance
criteria are defined in DnV OS-F101 Table D-6.
10.6.1 The total surface (inside and outside) of finished pipeline fittings shall be inspected
with dye penetrant per DnV OS-F101 Appendix D. Acceptance criteria are defined in
DnV OS-F101 Table D-6.
10.7 Dressing
10.7.1 All flaws detected by visual inspection, MT or PT, shall be ground until the flaws are
completely removed, per Section 10.2.2. Following removal, confirmation that the
defect has been removed shall be confirmed by PT. Remaining wall thickness shall be
checked with UT, per Section 10.4.
11.1 Where CONTRACTOR can supply hydrostatic proof test certificates covering the
range of pipeline fittings specified in this order to the satisfaction of EMEPMI,
hydrostatic pressure testing will not be required, except as noted below.
11.2 Where satisfactory proof test certificates are not available, CONTRACTOR shall
conduct hydrostatic testing on each fitting 'lot', per Section 11.4 and Section 11.5.
11.3 Even though satisfactory proof test results exist and there is no requirement for
hydrostatic testing per MSS SP-75, EMEPMI requires hydrostatic pressure testing
where the fitting design pressure exceeds 14.0 MPa or largest fitting diameter is greater
than or equal to 406.4 mm.
11.4 Where hydrostatic testing is required per Section 11.2, it shall be conducted for each
'lot' of fittings (per DnV OS-F101 definition of 'lot').
11.5 Any hydrostatic testing shall be in conformance to MSS SP-75. Test duration shall be
2 hours.
12.1 All pipeline fittings shall be supplied with a smooth surface, which is generally
comparable in quality to ISO 8501, Sa 2.5 standard. All metallic surfaces shall be
protected by a light oil or other preservative acceptable (paint is unacceptable) to
EMEPMI.
12.2 All marking shall be in accordance with MSS SP-75. As part of the procurement
package identification markings specified in MSS SP-75, CONTRACTOR shall
include:
(a) EMEPMI;
(b) EMEPMI procurement package number;
(c) EMEPMI procurement package item number; and,
(d) EMEPMI tag number (if any).
13.1 CONTRACTOR shall submit handling, packing, and shipping procedures to EMEPMI
for appraisal in accordance with Table 1.
13.2 Procedures shall ensure that the fittings do not suffer any mechanical damage or
corrosion during all handling and shipping operations. Proper timber packing and
crating shall be used to minimize the possibility of damage or localized point loading
on the fittings.
13.4 Shipment will not be allowed until all final inspection and testing has been completed
and final documentation has been accepted by EMEPMI inspectors.
14.0 DOCUMENTATION
14.1 General
14.1.1 The required documentation is summarized in Table 1. A vendor data master list shall
be prepared and submitted to EMEPMI as soon as practical after the procurement
package award.
14.1.2 Each vendor data item supplied must be identified by the procurement package number,
vendor title, drawing and revision number. This information shall be clearly shown,
preferably in the lower right corner of the document.
14.1.3 All documents shall be in the English language. Dimensions, weights, and
measurements shall all be in the SI system.
14.1.5 Documents shall cover all components of the order including any sub-vendor supply.
14.1.6 No manufacturing is to begin until a pre-inspection meeting has been held. The pre-
inspection meeting can only be scheduled after EMEPMI review of all documents
required prior to the pre-inspection meeting (see Table 1).
14.1.7 Documents shall be submitted under cover of a transmittal letter listing documents
transmitted plus referencing the purchase order number(s) and tag number(s). The
documents shall be dispatched by air mail or courier (preferred) to the addresses
provided during the kick-off meeting.
14.1.8 Documents returned to CONTRACTOR for revision must be re-submitted within two
(2) weeks, and have all revisions clearly tagged by a triangle having the revision
number within.
14.1.9 CONTRACTOR shall allow a minimum of two weeks for review by EMEPMI from the
time documents arrive at EMEPMI's offices.
14.1.10 CONTRACTOR will not be required to submit test procedures that are based on
internationally recognized industry standards (e.g., BS, ANSI, ISO, etc.). Likewise
CONTRACTOR may request EMEPMI to waive certain vendor data submittals, where
identical information was previously submitted to EMEPMI on similar projects within
12 months prior to beginning the work.
14.2.1 The following documentation shall be supplied for each pipeline fitting:
14.2.2 Certificates of Compliance shall be provided for all fittings. Mill certification shall
conform to DnV OS-F101 Section 7I.
