EXECUTIVE SUMMARY
0.1 Introduction
Airports Authority of India has planned for development of a proposed Civil Enclave
out side the Airforce Base, which involves construction of Apron to park 02 Nos A 320
type of aircraft, link taxi track and terminal building for 300 passengers (150 APR + 150
DEP) as per IMG norms along with car park for 200 cars.
The existing terminal building has capacity for 65 passengers for both arriving and
departing passengers at a time, which is very small and remains congested. In view of
increasing numbers of passengers, Airports Authority of India has planed for proposed
Civil Enclave including domestic terminal building covering an area of 6500 sqm, which
has been designed for 150 arriving and 150 departing passengers at a time with
recommended area specifications and to match the level of Services as per International
Airport Transport Association’s (IATA) recommendations.
The Ministry of Environment, Forest and Climate Change (MoEF&CC) has made prior
environmental clearance (EC) for Airport projects mandatory through its notification
issued on 14th September 2006 and as amended on 1st December 2009. The proposal for
grant of Terms of Reference (ToR) to the project `Development of New Civil Enclave at
Allahabad Air Force Base (U.P.) at Bamrauli, Allahabad, Uttar Pradesh by M/s Airports
Authority of India Allahabad, was considered by the Expert Appraisal Committee (Infra-
2) in its meetings held on 28-29 July, 2016 and 21-24 August, 2017 and TOR was
finalized vide letter no. F. No. 10-50/2016-IA-Ill dated 15 September, 2017.
Allahabad is the seventh most populous city in the state, with an estimated population of
1.11 million. Allahabad is one of the oldest cities in India. It is crowned in ancient
scriptures as ‘Prayag’, ‘Prayagraj’ or ‘Teertharaj’ and is considered the holiest of
Allahabad Airport belongs to Indian Airforce and operated in 600 sqm terminal building
for 65 arrival and departure passengers both. Air passengers are increasing continuously.
As per CPMS forecast the PHP is 200, however considering one A 320 passenger load,
the PHP has been taken as 300 pax. Therefore, there is urgent need to construct the
proposed Civil Enclave adjacent to Airforce Base at Bamrauli for operation of airport
facilities out side Indian Airforce Base.
• Construction of one and half level terminal building of 6500 sqm (4500 sqm Ground
Floor and 2000 sqm First Floor) for 300 Passengers (150 Arrival + 150 Departure)
with provision of aerobridges.
• Construction of Apron of dimension 71.6 m x 93.5 m, suitable for the parking of 02
nos. of A-321 type of aircraft in power -In /Push-Back configuration with the 3.5 m
wide shoulders all around the apron along with suitable GSE area of dimension 40 m
x 25 m.
• Construction of link taxi track dimension of 563 m x 23 m with 3.5 m shoulders of
either side of the taxi track.
• Development of taxiway strip with suitable grading.
• Storm water drains to be provided to operational/non operational areas.
• Construction of boundary wall of 2.4 m + 0.45 m with concertina coiled barbed wire.
• Perimeter road of 3.5 m width all around the boundary wall inside the civil enclave.
It is proposed that all works necessarily will achieve 4 stars GRIHA Rating.
Land for Proposed Civil Enclave - For proposed civil enclave, total 50 Acres land has
been transferred to Airports Authority of India by State Government of Uttar Pradesh.
The current land use of the site land is agriculture and fellow land and same will be
permanently changed for development of civil enclave. The land for the proposed civil
enclave is free from all encumbrances.
At the proposed civil enclave at the Allahabad, parking facilities will be provided for 200
cars. The proposed car parking will be located on 18600 sqm area. Traffic circulation
plan for departure and arrival will be such that there is no traffic congestion at the civil
enclave.
Total power requirement is estimated as 175 kW for the proposed terminal building and
other facilities at the proposed civil enclave at Allahabad. During operation phase, One
DG set of 150 kVA capacity and one standby fitted with acoustic enclosure will be
installed for power generation during grid power failure.
HVAC System requirement at the proposed terminal building of the proposed civil
enclave is estimated as 125 TR.
Total water requirement is estimated as 60 Kl per day. Water requirement will be met
through tube well which will be drilled at the site after obtaining necessary permission
from competent Authority. The water requirement for landscaping will be met through
reuse of treated waste water from STP. There will be zero discharge of treated waste
water outside the proposed civil enclave.
Approx 90 kg per day solid wastes comprising paper, plastic, etc. will be generated from
the proposed Civil Enclave, which will be disposed as per Solid Waste Management Rule
2016.
Geology: The region is mainly characterized with Ganga & Yamuna alluvial plain and
Vindhyan Plateau.
Soil Characteristics: Soil of the area are silty loam, sandy loam, and Sandy Clay Loam,
silt loam in texture.
Water Resources: Ganga river is flowing at distance of 3.5 km in north direction of the
proposed civil enclave site. Yamuna river is flowing at distance of 8 km in south
direction from the proposed civil enclave.
Water Quality: Water quality of the study area meets desirable limit. Ground water
resources in the study area were found fit for drinking purpose. The surface water quality
of Ganga and Yamuna rivers is not fit for drinking and require treatment of water for
disinfection.
Micro Meteorology: The maximum ambient temperature recorded near the site during
the study period was 36.7 ˚C, while minimum temperature was recorded as 11.3 ˚C.
Maximum relative humidity recorded near site was 74.2% while minimum humidity was
recorded as 58.4%. During the study period, maximum wind speed recorded near the site
was 4.2 kmph while minimum wind speed was recorded as 1.8 kmph. Mean wind speed
during the study period recorded as 3.7 kmph. During the study period, predominant wind
direction was recorded from west sector towards east sector.
Ambient Air Quality: Ambient air quality monitoring have been carried out at eight
locations during post monsoon season for PM2.5, PM10, SO2, NO2, NH3, O3, C6H6, BaP,
Pb, As, Ni and CO. National ambient air quality standards for industrial, residential, rural
& other areas are met for all monitored parameters at all AAQM locations.
Noise Level: Noise measurements were carried out at 8 locations. Measured day and time
Leq noise levels are within the limit stipulated for ambient noise standards.
Topography & Physiography : Topography of the area is plain. For construction of the
proposed civil enclave at Allahabad, no significant cutting and filling of earth will be
required.
Mitigation Measures
• Land clearing at the site will be kept to the absolute minimum practicable; and
• Construction site would be designed to minimize filling of the earth.
• Borrowing of earth if required will be ensured only from approved borrow area
having valid environmental from District Level Environmental Impact Assessment
Authority (DEIAA).
Land Use Pattern: For construction of the proposed civil enclave, total 50 Acres land is
required, which has been transferred by State Govt. to AAI. The land use pattern of the
50 Acres land pattern is currently open land, which will be changed permanently,
however this impact will be localized.
Mitigation Measures
• Land clearing for construction site will be kept to the absolutely minimum
practicable; and
• The filling and cutting of soil would be kept minimum;
Drainage Pattern: For construction of the proposed civil enclave at Allahabad, total 50
Acres land will be used which is adjacent to existing Airforce Base. Proper slope and
storm water management system will be provided at the site to maintain natural drainage
and runoff movement at the site and surrounding areas.
Water Resources: Total water requirement at the proposed civil enclave is estimated as
60 kld, which will be met through bore well to be drilled after obtaining permission from
the competent authority. Waste water generated from the proposed civil enclave will be
treated in Sewage Treatment Plant (STP) and reused for flushing and greenery purposed.
Mitigation Measures
• Continuous efforts will be made to reduce water consumption using less water
required cisterns ;
• Water efficient urinal and toilets will be provided in proposed terminal building.
• Efforts will be made to stop wastage and leakage of water;
• Sewage and domestic waste water will be treated in Sewage Treatment Plant
• Treated waste water will be used for greenery & landscaping at the proposed civil
enclave.
Water Quality: Total estimated wastewater generation during the operation phase is 32
kld, which will be treated in Sewage Treatment Plant (STP). After treatment, treated

• Collection of waste water and treatment of waste water in Sewage Treatment Plant
(STP);
• Avoid spillage of fuel and lube oil and storing them on concrete floor.
• Regular testing and analysis of treated waste water from STP to ensure effectiveness
of STP and compliance of discharge standards.
Soils: Approx 90 kg per day solid wastes will be generated during operation of the
proposed civil enclave, which will be collected, segregated and managed by external
agency for disposal as per Solid Waste Management Rule, 2016. Hence, the impact on
the soil will be insignificant as an organized solid waste collection and disposal practices
will be followed the proposed Civil Enclave.
Mitigation Measures
• Municipal solid waste collection bins will be placed at strategic locations in the
proposed civil enclave;
• Agency will be hired for disposal of solid wastes as per the provisions of the Solid
Waste Management Rule, 2016;
• Solid waste generated from the proposed civil enclave will be transported in close
containers;
• Used lubricating waste oil and oil contaminated clothes etc will be collected
separately in containers and will be sold to authorized recyclers as per CPCB/UPPCB
guidelines.
Ambient Air Quality: During the operational phase of the proposed civil enclave,
sources of emissions will be from Aircraft during taxing and at apron, vehicular
emissions from vehicles engaged in ground operations, vehicular emissions from vehicles
coming for drop and pick up of passengers and stack emission from DG sets operations
during grid power failure.
Mitigation Measures
Noise Levels: During operation phase of the proposed civil enclcalve, landing, take-off
and taxing of various types of aircrafts are major sources of air emissions. Aircraft noise
modelling has been carried out using integrated noise model for the proposed civil
enclave.
The noise levels from 65-85 dB(A) will be confined within the boundary of the proposed
Civil Enclave. The noise levels of 55 dB(A) cross the boundary and affect 1.1 km2 of area
out side boundary of Civil Enclave. The noise levels of 50 dB(A) cross the boundary and
affect 3.32 km2 of area out side the boundary of Civil Enclave. The background noise
levels range from 52.7-62.6 dB(A) at nearby villages/settlements which are located 1.0
km to 4.5 km from boundary of the proposed Civil Enclave. The impact of noise levels
due to the operation of the proposed Civil Enclave within permissible levels. Further,
noise mitigation measures to be implemented at and around the proposed Civil Enclave
will further reduce the noise levels in nearby settlements.
Mitigation Measures
• The compliance of all standards prescribed by the ICAO during operation of aircrafts
by preventive maintenance and monitoring,
• Proper traffic management will be prepared to ensue that there is no traffic congestion
at the proposed civil enclave. It will help in reduction of vehicular noise emissions
from the proposed civil enclave,
• DG sets will be provided with acoustic enclosure as per CPCB guidelines,
Terrestrial Ecology: Greenery and landscaping will be developed on 110737 sqm area
(54.72%) at the proposed civil enclave. For irrigation of green belt, treated waste water
from STP will be available and used. This will be positive and long term beneficial
impact on terrestrial ecology of the area.
Mitigation Measures
Socio-Economic Environment: The proposed civil enclave will open direct and indirect
job opportunities in the area and region. Further, it will attract more and more pilgrims,
tourist, trade, commercial and developmental activities in the area. Therefore, positive
impacts are anticipated on socio-economic environment during construction and
operation phase of the proposed civil enclave.
During design and construction of the proposed civil enclave, alternatives for energy
conservation, GRIHA Rating 4 star terminal building, energy efficient material for
terminal building, reuse of treated waste water from STP, green belt and landscaping on
54.7% area have been analyzed and adopted in design.
Suitable mitigation measures will be taken in case of monitored parameters are exceeding
the stipulated limits. The estimated budget of Rs 0.068 Crores has been kept for
environmental monitoring during construction and operation phases of the proposed civil
enclave.
Hazard occurrence at the proposed civil enclave may result in on-site implications, like,
fire at the HSD day tank for DG sets followed by fire, bomb threat at terminal building,
cargo terminal & aircraft and natural calamities like, earthquake, flood, etc. Other
incidents, which can also result in a disaster at the proposed civil enclave are
agitation/forced entry by external group of people, sabotage, air raids; and aircraft crash
while landing or take-off.
Disaster management plan has been prepared comprising key functions of the proposed
civil enclave, other supporting organizations/agencies/services for response during
emergency at the proposed civil enclave.
The direct and indirect benefits of the construction of the proposed civil enclave are as
follows:
Direct Benefits
The Airports Authority of India will be responsible for the implementation of mitigation
measures identified in Environmental Management Plan (EMP) for construction and
operation phases of the proposed civil enclave. There will be Environmental Management
Cell (EMC) at the proposed civil enclave to look after day to day basis implementation of
mitigation measures for construction and operation phases.
Environmental Management cell will implement and review the compliance of the
stipulated conditions specified in Environmental Clearance and Consent for Establish.
The cell will be responsible to obtain Consent for Operate under Water Act and Air Act
from UPPCB.
In order to ensure that grievances and complaints by local people on any aspect of the
environmental and social impacts during construction and operation phases of the
proposed civil enclave will be addressed in a timely and satisfactory manner and that all
possible avenues will be available to resolve their grievances (if any), mechanisms for
Grievances Redressal will be setup. Environmental Management Cell will also work as
Grievances Redressal Cell (GRC).
