Teochers, " respectively.
These lnternol Guidelines will serve os bosis in the cppreciotion of docurnents for the
selectiorr, oppointment cnd promolion of quolifieci applicontslpersonnei to help
ensure uniformity ond consisiency in procedures ond decisions to be done by the
Personnel Selection Bocrds (PSBs) in the whole of Region iV-A CALABARZON"
WHEREAS, in conformity wiih the Merit Selection of the Deportment of Educotion ond
pursuonl to the existing guidelines under the roiionolized progrom, there is o need to
come up with hormonized internol guidelines, to ossisl the Personnel Selection Boord
in screening of the oppliconls, ond opproisol of the requiremenis comporotive to
the Deportment of Educotion policy guidelines on the selection ond promotion of
teoching, teoching-reloted, ond school heods;
WHEREAS, these internol guidelines do not intend to omend, modify or chonge the
guidelines issued by the Deporlment, insteod, these ore odopted in occordonce
with said guidelines to ensure quoliiy ond efficiency in the ossessment octivities;

Regionol ond Division Personnel Selection Boord conducted o
Consultotive Conference ond series of discussions of the Revised Guidelines on ihe
Appointment ond Promotion of Oiher Teoching, reloied Teoching ond Non-
Teoching Fositions (DepEd Order No. 66, s.2ffi7), ond ihe Revised Guidelines on the
Selection, Prornotion ond Designotion of School Heods (DepEd Order No.42, s.2OO7),
ond hove ogreed on iniernol guidelines to clorify the policy guidelines.

Seclion 1: Composilion of lhe Personnel Seleclion Boord, ond lheir duties ond
responsibililies.
5. The oppointing outhority moy ossess ond seleci from omong lhe lop five
condidotes under ihe principle or process of deep-selection which is
provided for under Rule lX leiter of the 2016 Omnibus Rules on
Appointments ond other HR Aciions. The oppointing outhority may,
likewise, set the cut-off score. However, if no opplicont quolified on the
cul-off score set by the oppointing outhority, position sholl not be filled in.

the roling from the 201 Files of the oppliconl
Grounded on the principle of objectivity/foirness in the evoluotion of
documents, should the submiited perforrnonce rotings be less thon
ihree (3), the performonce roiing should be overoged bosed on the
number of submitted PRs; provided thot ihe number of performonce
rciings should be equol to yeors of employment os stoted in the PDS. ln
coses thot ihe yeors of employmeni is more thon ihree (3) yeors. ond
the perfonnonce rotings submitted is less thon lhree {3}. then the
computotion in Sec. 2, Number 1.2 or the provisions of Section
Number 1.3 moy be opplied. whichever is opplicoble.
2. ln the cose of oppliconts who ore not from DepED where performonce
roting is descriptive or odjectivol. the midpoinl of the odjectivol roting
using DepED roting scole moy be token os reference.
For entry level positions, the 3 performonce roting rule is not opplicoble.
