MINUTES OF THE PRE-BID CONFERENCE

The meeting proper was presided over by the BAC Chairman, Engr. Julie Ann A. Adap who
formally called the meeting to order at 10:00 A.M. and the following matters were taken up:

HIGHLIGHTS OF THE MEETING

The BAC Chairman introduced the Board of Directors, BAC Members and BAC Secretariat to the
present bidder, and acknowledged the presence of the bidder for the project.

 Pre-bid Conference of Supply and Delivery of One (1) Motor Vehicle

The BAC Chairman informed the body that the Alcala Water District through the authorized
appropriations under the 2018 Annual Budget intends to apply the sum of P1,300,000.00 being
the Approved Budget for the Contract (ABC) to payments under the contract for “Supply of One
(1) Motor Vehicle. Bids received in excess of the ABC shall be automatically rejected at bid
opening.

The Alcala Water District invites bids for the purchase of one (1) Motor Vehicle. Delivery of the
Goods shall be in accordance with the Delivery Schedule under Section VI. Bidders should have
completed, within two (2) years from the date of Pre-Bid Conference contracts similar to the
Project worth at least 50% of the ABC. The description of an eligible bidder is contained in the
Bidding Document, particularly, in Section II. Instructions to Bidders (ITB).

Bidding will be conducted through open competitive bidding procedures using a non-
discretionary “pass/fail” criterion as specified in the 2016 Revised Implementing Rules and
Regulations (IRR) of Republic Act (RA) 9184, otherwise known as the “Government
Procurement Reform Act”

Interested bidders may obtain further information from AWD Bids and Awards Committee (BAC)
and inspect the Bidding Documents at Alcala Water District Office during office hours 9:00 am to
4:00 pm.

A complete set of Bidding Documents may be acquired by interested Bidders on December 4,


2018, from the address below and upon payment of non-refundable fee in the amount of Five
Thousand Pesos (P5,000.00).

Bids must be duly received by the BAC Secretariat before December 26, 2018 at 3:00 PM. All
Bids must be accompanied by a bid security in any id the acceptable forms stated in the ITB
Clause 18.

Bid opening shall be on December 26, 2018 3:00 PM at BAC Conference Room, AWD Office,
Poblacion West, Alcala, Pangasinan. Bids will be opened in the presence of the bidders’
representatives who choose to attend. Late Bids shall not be accepted.

The bidders shall drop three (3) copies of their duly accomplished eligibility and technical
requirements, and the financial component of the bid in two (2) separate sealed envelopes in the
bid box located at the above mentioned address.

The Alcala Water District reserves the right to reject any and all bids, declare a failure of bidding,
or not award the contract at any time prior to contract award in accordance with Section 41 of RA
9184 and its IRR, without thereby incurring any liability to the affected bidder or bidders.

The BAC Chairman also presented to the Checklist of Eligibility and Technical Documents for
Submission and the description of the Motor Vehicle.
