Equates to 84 more robberies this year compared to same time last year.
Video surfaced and 1st pet started seeing a pattern in mo and obviously a significant increase in
robberies.
A robbery suppression detail was conducted with 36 law enforcement officers from MPD CRT
teams, BRRT, GIT, Weapons unit and Hennepin County Sheriff Office.
16 arrest were made, All have been charged, most are in custody. Some are juveniles.
Cell phones and wailets are being taken in robberies. Phones are being taken are sold at kiosk
for quick cash.
The suspects are groups on mostly boys/men ages 13-24, sometimes a female is in the group.
They “finesse” the victim. Looking for an easy target - someone intoxicated, alone, looking at
cell phone at times.
Areas where robberies are occurring is 3rd-6th and Hennepin - 2nd between 10pm & 3am.
Since the robbery suppression detail resulting in 16 arrests (many believed to be involved in
more than one of these robberies)

Complainant has investigated the facts and circumstances of this offense and believes the following
establishes probable cause:
Minneapolis Police received video surveillance footage of an attempted robbery occurring on August 3,
2019, near Target Field, in the city of Minneapolis, Hennepin County, Minnesota,
‘The footage shows approximately 12 individuals viciously assaulting and attempting to take a cell phone
from J.S., hereinafter Victim, The assailants rip Victim's shoes and pants off and go through Victim's
pockets. Victim is punched and kicked in the head several times throughout the altercation, At one point,
\Vietim is thrown to the ground —left motionless— then repeatedly jumped on, hit with planting pots, and
rode over with a bicycle. Victim and all suspects are gone before police arrive. Police took still photos from
the surveillance footage for purposes of identifying Victim and numerous suspects.
On September 6, 2019, Officers identified and located a robbery suspect matching the person depicted in
surveillance footage in downtown Minneapolis, and identified him as JAMAR SHAMAR ROBINSON DOB
12/05/1998, hereinafter Defendant. In a post-Miranda interview, officers showed Defendant a photo
obtained from the surveillance footage and Defendant confirmed that the person in the photo was him.
Defendant provided an account for the incident, but denied hitting Viclim. However, Defendants seen on
surveillance striking Victim twice and then is off camera going towards Victim along with several other
‘suspects.
Defendant stated that he did not take anything from Victim and had his own items that were nearby, but is
seen stuffing something in his pocket with his left hand. Defendant is on video standing over Victim as
others strike Victim. Defendant leaves the area running and laughing while clutching an item. Defendant
disappears off camera while others continue to assault Victim which included stripping, whipping,
punching, kicking, jumping and throwing potted plants at Victim.SIGNATURES AND APPROVALS

left motionless— then repeatedly jumped on, hit with planting pots, and
ridden over with a bicycle. Victim and all suspects are gone before police arrive. Police took still photos
from the surveillance footage for purposes of identifying Victim and his attackers.
On September 6, 2019, after further investigation, officers recognized one of the assailants from the video
and arrested him. He was identified as BORIS LIKUWA LUSUMBO, Defendant herein. On the video
Defendant runs toward Victim along with other attackers after Victim has been struck by another suspect.
The group disappears for a short time, then reappears with the attack continuing. Victim gets up from the
ground and tries to walk away. Defendant runs toward him and picks up an item from the ground which
Victim leaves behind. Defendant walks away with the item to examine it.
Ina post-Miranda interview Defendant was shown a still photo of himself taken from the video and admitted
itwas him.

‘Complainant has investigated the facts and circumstances of this offense and believes the following
establishes probable cause:
On August 17, 2019, Victim, a known adult male, was out with friends at a bar in downtown Minneapolis,
Hennepin County, Minnesota. Victim said he was robbed and assaulted. Victim said he did not remember
much of the incident because he lost consciousness. Victim said he was standing on a corner using his,
phone when a group surrounded him and tried to take his wallet. Victim said that he lost his iPhone, his
wallet containing his driver's license, debit card, keys and $100 in U.S. currency. Victim was also notified
by his bank that $220 was withdrawn at an ATM using his debit card. Victim did not give anyone
permission to use his card.
Officers spoke with employees at the bar, as well as viewed Safe Zone camera footage for the area of 5th
and Hennepin, to help locate and identify suspects. Sgt. Kiund reviewed the available footage and noted
that numerous suspects were involved in this incident. Victim was left motionless by the group and was
eventually assisted to his feet by bystanders,
‘One suspect was identified as ADRIAN JAMAL COOPER, (0.0.8. 10-26-1993), Defendant ‘Cooper’
herein. On August 29, 2019, Sgt. Klund interviewed Cooper. Cooper was read his Miranda rights and
agreed to give a statement. Cooper identified himself from a still image provided by Target Center Security
‘from an incident on August 3, 2019 where another man was severely beaten and robbed by multiple
individuals. Cooper confirmed that he was in a still image wearing all red with a black and white fanny
pack. Cooper said he didn't do anything wrong,
Cooper at first denied involvement in the incident. Cooper than admitted that there was a group of people
downtown that night. Cooper said this was all over a phone. Cooper said he did not know Victim, but
Victim called him out by name. Cooper acknowledged getting his “licks in” on the Victim. Cooper said that
he's not that strong. Cooper then acknowledged hitting the person (Victim) for calling him a “b"***.” Cooper
said he saw Victim laying on the ground and he did not provide any assistance.
On August 28, 2019, Officers located another suspect from that incident, ANTONIO KOLLI MORROW,
(0.0.8. 9-24-1997), Defendant “Morrow” herein. Morrow was read his Miranda rights and agreed to give a
statement regarding August 17, 2019.
Morrow said he did not know any of the other individuals involved in this incident. Morrow admitted to
receiving Victim's wallet after it was taken from him. Morrow is seen on video receiving an item from a
‘suspect who takes it directly from the Victim. Morrow looks at the item and places it into his right pants
pocket.

Charge Description: That on or about 8/3/2019, in Hennepin County, Minnesota, Demar Avery Jackson,
acting alone of intentionally aiding, advising, hiring, counseling or conspiring with another or otherwise
procures the other to commit the crime took personal property from the person or in the presence of
victim, knowing that he was not entitled to the property and used and/or threatened the imminent use of
force against victim to overcome his resistance or powers of resistance to or to compel acquiescence in
the taking or carrying away of the property, and inflicted bodily harm upon victimSTATEMENT OF PROBABLE CAUSE
Complainant has investigated the facts and circumstances of this offense and believes the following
establishes probable cause:
‘On August 3, 2019, there was a robbery of a male victim near the Target Plaza light rail, City of
Minneapolis, Hennepin County, Minnesota.
The victim, an adult male, was surrounded by a group of people, and assaulted. There were large potted
plants thrown onto the victim. A suspect is seen on security footage jumping off a ledge into the victim's
stomach as he is lying on his back. The Victim appears to be in pain after being assaulted and jumped on.
There is another male suspect who is observed hitting the Victim with a white belt multiple times after the
victim was robbed, assaulted and laying on his back.
Officers viewed Safe Zone camera footage for the area to help locate and identify suspects. Sgt. Klund
reviewed the available footage and noted that numerous suspects were involved in this incident.
‘On August 29, 2019, Officers located a female suspect, Alexis Denise Dillard, (D.0.B. 4-9-1996) from an
August 3, 2019 robbery. Dillard was read her Miranda Rights and agreed to give a statement. Dillard said
that she was in the skyway and not involved in the assault of the Victim. Dillard said that she tried to stop
the incident. The video shows Dillard rushing over to grab the pants of the Victim after they get ripped off of
his body. Dillard rifles through the pockets, then discards them.
The video shows Dillard smiling as Victim is beaten and run over by a bicycle. Dillard acknowledged that it
was her in the video and that she smiled from shock.
Officers were also able to identify Demar Avery Jackson, (D.0.B. 7-29-2000) in the video. Jackson is
‘observed throwing a large potted plant on the victim. Jackson can also be seen jumping onto the Victim's
stomach from a ledge as Victims lays on the ground motionless. Jackson said he was part of the crowd
‘and doing “dumb s"**.”
One suspect was identified as Adrian Jamal Cooper, (D.0.B. 10-26-1993). On August 29, 2019, Sgt.
Klund interviewed Cooper. Cooper was read his Miranda rights and agreed to give a statement. Cooper
identified himself from a still image provided by Target Center Security. Cooper confirmed that he was in a
still image wearing all red with a black and white fanny pack.
Cooper stated a fight broke out and he didn’t have anything to do with it: Cooper said that he was not
strong and didn't fight. Cooper admitted to hitting the person for calling him a "b****." Cooper is seen in the
walking off and laughing. Cooper said he was laughing because someone said something funny. Cooper
stated he was smacking the victim but there were multiple people involved in the incident,
Cooper is currently in custody.SIGNATURES AND APPROVALS

Complainant has investigated the facts and circumstances of this offense and believes the following
establishes probable cause:
‘On August 17, 2019, Victim, a known adult male, was out with friends at a bar in downtown Minneapolis,
Hennepin County, Minnesota. Victim said he was robbed and assaulted. Victim said he did not remember
much of the incident because he lost consciousness. Victim said he was standing on a comer using his
phone when a group surrounded him and tried to take his wallet. Victim said that he lost his iPhone, his
wallet containing his driver's license, debit card, keys and $100 in U.S. currency. Victim was also notified
by his bank that $220 was withdrawn at an ATM using his debit card, Victim did not give anyone
permission to use his card.
Officers spoke with employees at the bar, as well as viewed Safe Zone camera footage for the area of Sth
and Hennepin, to help locate and identify suspects. Sgt. Klund reviewed the available footage and noted
that numerous suspects were involved in this incident. Victim was left motionless by the group and was
eventually assisted to his feet by bystanders.
(One suspect was identified as ADRIAN JAMAL COOPER, (0.0.8. 10-26-1993), Defendant “Cooper”
herein. On August 29, 2019, Sgt. Klund interviewed Cooper. Cooper was read his Miranda rights and
agreed to give a statement. Cooper identified himself from a still image provided by Target Center Security
from an incident on August 3, 2019 where another man was severely beaten and robbed by multiple |
individuals. Cooper confirmed that he was in a still image wearing all red with a black and white fanny
pack. Cooper said he didn't do anything wrong.
Cooper at first denied involvement in the incident. Cooper than admitted that there was a group of people
downtown that night. Cooper said this was all over a phone. Cooper said he did not know Victim, but
Victim called him out by name. Cooper acknowledged getting his “licks in’ on the Victim. Cooper said that
he's not that strong. Cooper then acknowledged hitting the person (Victim) for calling him a “b****." Cooper
said he saw Victim laying on the ground and he did not provide any assistance.
On August 29, 2019, Officers located another suspect from that incident, ANTONIO KOLLI MORROW,
{D.0.B. 9-24-1997), Defendant “Morrow.” Morrow was read his Miranda rights and agreed to give a
statement regarding August 17, 2019. }
Morrow said he did not know any of the other individuals involved in this incident. Morrow admitted to
receiving Victim's wallet after it was taken from him. Morrow is seen on video receiving an item from a
suspect who takes it directly from the Victim. Morrow looks at the item and places it into his right pants
pocket,

Charge Description: That on or about August 3, 2019, in Hennepin County, Minnesota, ALEXIS DENISE
DILLARD-GRAYER, acting alone or intentionally aiding, advising, hiring, counseling or conspiring with
another or otherwise procures the other to commit the crime took personal property from the person or in
the presence of victim, knowing that She was not entitled to the property and used and/or threatened the
imminent use of force against victim to overcome his resistance or powers of resistance to or to compel
acquiescence in the taking or carrying away of the property, and inflicted bodily harm upon victim.STATEMENT OF PROBABLE CAUSE
Complainant has investigated the facts and circumstances of this offense and believes the following
establishes probable cause:
On August 3, 2019, there was a robbery of a male victim near the Target Plaza light rail, City of
Minneapolis, Hennepin County, Minnesota.
‘The victim, an adult male, was surrounded by a group of people, and assaulted. There were large potted
plants thrown onto the victim. A suspect is seen on security footage jumping off a ledge into the victim's
stomach as he is lying on his back. The Victim appears to be in pain after being assaulted and jumped on.
There is another male suspect who is observed hitting the Victim with a white belt multiple times after the
victim was robbed, assaulted and laying on his back.
Officers viewed Safe Zone camera footage for the area to help locate and identify suspects. Sgt. Klund
reviewed the available footage and noted that numerous suspects were involved in this incident.
On August 29, 2019, Officers located a fernale suspect, Alexis Denise Dillard, (D.0.B. 4-9-1996) from an
August 3, 2019 robbery. Dillard was read her Miranda Rights and agreed to give a statement. Dillard said
that she was in the skyway and not involved in the assault of the Victim. Dillard said that she tried to stop
the incident. The video shows Dillard rushing over to grab the pants of the Victim after they get ripped off of
his body. Dillard rifles through the pockets, then discards them.
The video shows Dillard smiling as Victim is beaten and run over by a bicycle. Dillard acknowledged that it
was her in the video and that she smiled from shock.
Officers were also able to identify Demar Avery Jackson, (D.0.B. 7-29-2000) in the video. Jackson is
observed throwing a large potted plant on the victim. Jackson can also been seen jumping onto the
Victim's stomach from a ledge as Victims lays on the ground motionless. Jackson said he was part of the
crowd and doing “dumb s***.”
One suspect was identified as Adrian Jamal Cooper, (D.0.B. 10-26-1993), On August 29, 2019, Sgt.
Klund interviewed Cooper. Cooper was read his Miranda rights and agreed to give a statement. Cooper
identified himself from a still mage provided by Target Center Security. Cooper confirmed that he was in a
still image wearing all red with a black and white fanny pack.
Cooper stated a fight broke out and he didn't have anything to do with it. Cooper said that he was not
strong and didn't fight. Cooper admitted to hitting the person for calling him a “b****.” Cooper is seen in the
walking off and laughing. Cooper said he was laughing because someone said something funny. Cooper
stated he was smacking the victim but there were multiple people involved in the incident.
Cooper is currently in custody.SIGNATURES AND APPROVALS
