IRR 1.0 BACKGROUND
The 21st NMYC: National Academic League is an annual event of the National
Federation of Junior Philippine Institute of Accountants (NFJPIA), which exists
to complement the academic curriculum of the organization. It aims to
uphold academic excellence through creative and exciting competitions. Best
representatives from each Regional Councils and Local Chapters are
gathered to showcase their wits and abilities to solve different problems that
are based on CPA board subjects, and other related topics. This is in line with
the accomplishment of one of the major goals of the committee for this year,
which is to promote academic excellence.
IRR 2.0 OBJECTIVES
IRR 2.1 To promote academic excellence among the students in order to
help them deepen their knowledge in the field of accounting;
IRR 2.2 To allow students to test their knowledge against one another in
a friendly, fun and competitive atmosphere;
IRR 2.3 To help the participants discover their strengths and be aware of
their weaknesses in different board-related subjects through
different academic competitions; To help the participants discover
their strengths and be aware of their weaknesses in different
board-related subjects through different academic competitions;
IRR 2.4 To promote camaraderie, familiarity and sportsmanship among the
participants from the different local chapters and regions; and,
IRR 2.5 To increase the involvement and participation of regional councils
and local chapters in NFJPIA activities.

IRR 3.0 ACADEMIC COMPETITIONS, COVERAGE AND ELIGIBILITY


IRR 3.1 The 21st NMYC: National Academic League shall be composed of the

IRR 4.0 QUALIFICATIONS


IRR 4.1 The competitions in 21st NMYC: National Academic League is open
to students enrolled in any accounting-related courses. Provided,
s/he must be a bona fide member of the National Federation FY
2018-2019, and a registered delegate of the convention.
IRR 5.0 CLAUSE ON LIMITS TO PARTICIPATION
IRR 5.1 Each contestant shall be given the privilege to join a maximum of
two (2) academic events in the 21st NMYC (including NAQDOWN
finals). This is to minimize the possibility of conflicts as to schedule.

IRR 5.2 For Inter-Local Chapter Competitions, each Local Chapter may send
a maximum of three (3) representatives for each NMYC Cup, except
for case studies with a number limited by the IRR created by the
sponsoring firm.
IRR 6.0 REQUIREMENTS
IRR 6.1 Local chapters must submit the following requirements to their
respective Regional Vice President for Academics (in softcopy):

IRR 6.2 Each regional council must submit the following requirements to
the National Vice President for Academics (in softcopy):
IRR 6.2.1 Application forms submitted by each contestant joining
in the same Academic Event shall be saved in a single
folder. The folder should be titled using the format,
AppForm_<Region>_<Name of Event>.
Example: Region 7 – Cup 1

IRR 6.2.2 Endorsement letters of each participant in one folder
titled in the format: Endorsement_<Region>.

IRR 6.3 All requirements consolidated from IRR 6.2 must be uploaded
in the respective folders of each region found in this drive link

2018.
IRR 6.4 Changing of contestants for any of the Academic Events shall
be allowed. Provided, it should be communicated to the
National Vice President for Academics on or before October
20, 2018. Updated files containing the updated roster/s of
participants of the events should be uploaded on or before
October 20, 2018.
IRR 6.5 WALK-INS shall not be allowed to participate in the Academic
Events during the 21st NMYC.
IRR 6.6 The bona fide membership of the aspiring participants for the
events will be certified, through the assistance of the Vice
President for Membership.
IRR 7.0 GENERAL CONTEST RULES
IRR 7.1 Contestants are advised to be at the designated places of their
events at least thirty (30) minutes before the time schedule.
IRR 7.2 Contestants must be properly registered and must sign in the
provided registration machine before proceeding to the
competition proper. Certificates of participation shall also be
distributed upon registration.
IRR 7.3 Contestants must strictly wear corporate attires (no denim
pants, rubber shoes, slippers, casual wear, etc.).
Noncompliance of the conduct as to proper attires shall
prohibit the participant/s to join the competition
IRR 7.4 Late contestants are still allowed to join the competition.
However, he/she shall no longer be allowed to answer the
questions he/she might have missed. For Case Study

Competitions, late contestants are still allowed to join the
competition. However, the team shall not be given any time
extension to answer the case.
IRR 7.5 The Committee for Academics shall be composed of the
National Vice President for Academics, Education and
Research Committee Chairperson and its Committee
Members. While NFJPIA Council shall be composed of the
National Executive Officers of the NFJPIA which shall serve as
the monitoring personnel and question distributors (QD).
IRR 7.6 Aside from the National Executive Officers, members of the
standing committee and assigned work force members for the
different events may also serve to act as QDs.
IRR 7.7 Any member of the Board of Judges and NFJPIA Council shall
be vested with the power to give sanction to any contestant
he/she has witnessed violating any of the said provision in this
IRR.
IRR 7.8 After reading the contest rules and mechanics, contestants are
given the chance to raise questions/clarifications regarding
the said rules and mechanics.
IRR 7.9 In case of any concern, clarification, or protest which is not
governed by the Implementing Rules and Regulations (IRR) of
the said provision, the National Vice-President for Academics,
or the chairman of the Education & Research Committee
(subject to proper authority), shall have the absolute power to
objectively decide, upon consultation to NFJPIA Council
and/or National Adviser, on matters which are deemed
necessary to preserve and protect the integrity of the event.
His decision is final and irrevocable.
IRR 8.0 BOARD OF JUDGES

IRR 8.1 For the purpose of presenting an independent and intelligent
decision, members of the Board of Judges shall consist of
Certified Public Accountants. For Regulatory Framework for
Business Transactions & Taxation, lawyers shall be allowed to
be part of the Board.
IRR 8.2 The Judge or the Board of Judges shall have the sole and
exclusive authority to clear or answer any protest/clarification
made by the contestant or the respective adviser. Any
question raised shall be limited to a 5-minute discussion only.
This is to protect the proceedings of the time of the contest.
IRR 8.3 In case of non-settlement within the 5-minutes time allotted,
the contest will continue to proceed while further discussion
is made by the board of judges. Decision/s will be announced
as soon as the verdict is available. The contest should strictly
proceed to the next question.
IRR 8.4 Judge/s’ decision is final and irrevocable.
IRR 9.0 ADVISERS
IRR 9.1 Each local chapter is only allowed to have one adviser during
the event. The adviser must pre-register/substituted in their
respective regional councils on or before October 20, 2018.
The Regional Vice President for Academics shall consolidate
the list of its advisers and shall submit a pre-registration sheet
which shall be an excel file to be uploaded in the same drive
as the participants’ requirements following the file name:

IRR 9.2 Only those pre-registered are allowed to stand as advisers
during the event. The advisers are requested to bring any valid
IDs (preferably PRC ID), to be presented during the event so
as to confirm their identity.
IRR 9.3 Late advisers are still admitted to stand and act as such,
provided they comply with the aforementioned provisions of
this IRR. Late advisers are not allowed to raise any concern,
protest and/or clarification to those questions already settled
previously.
IRR 9.4 Advisers are not allowed to take/request a copy of the
questions, or any other pertinent documents, sacred to the
event’s confidentiality.
IRR 9.5 The contestants and the registered Advisers are the only
persons who have the vested rights to raise concern, protest,
and/or clarification.
IRR 10.0 CONTESTANTS AND THE CONTEST MECHANICS - NMYC CUPS
IRR 10.1 Contestants shall be provided with a copy of the question for
every item. The QDs shall distribute copies of the question
upside-down, and the contestants are strictly not allowed to
flip the copies provided subject to the condition of IRR 10.2.

IRR 10.2 Upon the announcement of the quizmaster of the question
number, the contestants may flip their own copies, & start to
read and answer the questions provided. Penalties for
violation are as follows:
Warning shall be given for the 1st offense. On the 2nd offense,
the contestant shall be sanctioned of accumulating only 30%
of his total score garnered in all rounds. 3rd offense entails
disqualification from the competition in general.
IRR 10.3 All questions, whether in theory or in problems requiring
computations, shall only be read once, subject to the
provisions of IRR 10.11. Request to repeat a question shall not
be entertained, unless there is an approval from the National
Vice President for Academics.
IRR 10.4 Contestants are only allowed to manipulate their calculators
after the quiz master says “GO”. “GO” shall be declared by the
quizmaster after reading of the question. Penalties for
violation are as follows:
Warning shall be given for the 1st offense. On the 2nd
offense, the contestant shall be sanctioned of
accumulating only 30% of his total score garnered in all
rounds. 3rd offense entails disqualification from the
competition in general.
IRR 10.5 Erasure, in any form (which may include but is not limited to
tampering or any form of alteration/s), is strictly not allowed.
Hence, participants are reminded to ensure their answers
before writing it to the provided answer sheets/answer
boards. Violation of this IRR shall deem the contestant’s
answer null/void.
IRR 10.6 The NMYC Cups shall be comprised of three rounds, namely:
Easy, Average and Difficult Rounds. In case of a tie after the

difficult round, clincher questions shall be given to the
contestants until the deadlock is broken. Time allotment,
number of items and corresponding points are as follows:

IRR 10.7 The Board of Judges or the National Vice President for
Academics may extend time prescribed depending on the
complexity of the question.
IRR 10.8 The contestants should have written their answer before the
time allotted has elapsed. The contestants must raise their
answer sheet/answer boards once the quizmaster declares so.
Any contestant who fails to comply will receive a warning and
his answer may be forfeited depending upon the decision of
the Board of Judges.
IRR 10.9 Contestants should write their answers clearly and legibly on
the provided answer sheets.
IRR 10.10 Abbreviations are not allowed to be used unless specifically
allowed by the quiz master in a particular question.
IRR 10.11 Contestants who shall insist in writing the answers
ambiguously, in abbreviation or illegibly may still claim points
for correct answers. Subject to the discretion of the Board of
Judges or the National Vice President for Academics.
IRR 10.12 Before proceeding to the next question, contestants shall be
given an allotted time of ten (10) seconds to raise a

protest/clarification, to request for new marker or scratch
paper, to change their calculator if it encounters a technical
problem, or other concerns. After the allotted time has
elapsed, the quizmaster shall proceed by reading the next
question. Hence, protests, clarifications, or any concerns shall
no longer be entertained. Contestants should not erase their
answers during the ten (10)-second time allotment, this is to
allow validation of their answers when protests/clarifications
have been raised for that particular question.
IRR 10.13 The contestant and the registered adviser are the only persons
who have vested rights to raise concern, protest, and/or
clarification.
IRR 10.14 In case where a question was voided upon the
recommendation of the Board of Judges or by the Academics
Committee, questions coming from those reserved in
anticipation of a clincher round shall be arbitrarily taken to
replace the voided question. The question shall be read twice
by the quiz master, as an exception to the general rule.
IRR 10.15 Any contestant caught cheating shall be automatically
disqualified in the competition. He/she shall no longer be
allowed to participate in the other academic events.
IRR 10.16 In case of a tie at the end of the three rounds, tie breaker
questions shall be asked until the deadlock is broken. This
round shall be called the “Clincher Round”. Tie breaker
question/s shall have NO bearing on the cumulative score of
the contestants. Whoever gets the right answer and raises his
answer sheet first shall advance to the next round or otherwise
be declared the winner, whichever is applicable.

IRR 10.17 This section of the IRR only covers the NMYC Cups, and, thus,
does not affect any rulings as to other events of the National
Academic League.
IRR 10.18 The top five (5) contestants accumulating the highest points
shall be declared as the 1st place, 2nd place, 3rd place, 4th place
and 5th place, respectively.
IRR 11.0 CONTEST MECHANICS-NAQDOWN FINALS
IRR 11.1 The rules and procedures governing this section of the IRR
shall follow what is stated in the separate IRR for NAQDOWN.
For purposes of reference, the applicable provisions of
the IRR for NAQDOWN are as follows (please refer to
the original IRR for a full detailed discussion):
“IRR 9.0 CONTEST RULES & MECHANICS - ELIMINATION ROUND (PER
HUB)
IRR 9.1 The 11th PICPA NAQDOWN is comprised of three (3)
rounds namely the: Elimination Round, Semi-Final
Round, and the Final Round. The Elimination Round is
composed of three (3) subset rounds, namely: Easy,
Average, and Difficult. Time allotment, number of items
and corresponding points are as follows:

IRR 9.2 The Board of Judges, or the National Vice-President for
Academics upon proper consultation with the Board of
Judges, may extend time depending on the complexity
of the question.
IRR 9.3 The contestants are provided with a copy of the
question for every item. The contestants are not
allowed to flip the copy of the question until the quiz
master gives the signal to do so. After the quiz master
announces the question number, the contestant may
start to read the question provided. Any contestant
who violates this provision shall be given a warning for
the 1st offense. On the 2nd offense, the contestant shall
be given a sanction of accumulating only 30% of his /
her total score garnered in all rounds. Violation of this
provision for the 3rd time shall mean disqualification of
the contestant from the competition in general.
IRR 9.4 Contestants are only allowed to manipulate their
calculators after the quiz master says “GO”. Warning
shall be given for the 1st offense; 2nd offense shall mean
disqualification from the particular question; and the
3rd offense entails disqualification of the contestant
from the competition in general.
IRR 9.5 The contestants should answer each question within
the allotted time. A bell ring shall be used to signify that
the time allotted for answering has lapsed. At this
point, contestants should stop answering and must
immediately raise their answer sheet/answer boards.
Contestants who violate this provision will not be given
any point on that question even if he/she got the
correct answer.

IRR 9.6 The contestants should have written their answer
before the time allotted has elapsed. The contestants
must raise their answer sheets once the quizmaster
declares so. Any contestant who fails to comply will

IRR 6.1 The contestants must be properly registered and must sign in

IRR 6.7 Contestants who shall insist in writing their answers

judges.
IRR 6.8 Before proceeding to the next question, the contestants shall

further discussion may be made by the board of judges, and
will be announced as soon as the verdict is available. The
contest should strictly proceed to the next question, while the
board is deliberating. The Judge(s)’ decision is final and
irrevocable.

IRR 12.0 CONTEST MECHANICS - CASE STUDIES/COMPANY-

IRR 12.1 The rules and procedures governing this section of the IRR
shall follow what is stated in the IRR provided for by the
partnering firms. All of which to be attached in this IRR.
IRR 13.0 POINTING SYSTEM OF NATIONAL ACADEMIC LEAGUE
IRR 13.1 The following is the pointing system in determining the Most
Awarded Regional/Local Chapter in Academics:

IRR 13.2 This procedure for pointing shall be followed strictly,
objectively, and impartially.
IRR 14.0 VIOLATION AND SANCTION GUIDELINES
IRR 14.1 The above-mentioned National Academic League
Implementing Rules and Regulations are for NFJPIA and

related persons information exchange only. The council
maintains the relevance and reliability of this document
through the strict implementation of its rules and regulations.
IRR 14.2 Any questions raised by the contestants that are not included
in the IRR shall be subjected to the jurisdiction of the National

The decision of the National Vice President for Academics and
the NFJPIA Executive Officers will be final and irrevocable.
IRR 15.0 ENFORCEMENT OF THE IMPLEMENTING RULES AND REGULATIONS
IRR 15.1 It shall be the primary duty of the National Vice President for
Academics and the National Executive Officers to effectively
enforce the provisions of this Implementing Rules and
Regulations. The Executive Officers also has the sole right to
interpret the contents of this Implementing Rules &
Regulations and their decision will be binding and irrevocable.
IRR 15.2 The National Adviser or his duly designated representative
shall act as legal adviser to the National Vice President for
Academics and the National Executive Officers and shall
render legal assistance as may be necessary in carrying out the
provisions of this Implementing Rules and Regulations.
IRR 16.0 AMENDMENTS OR REVISIONS
IRR 16.1 The National Executive Officers shall be vested with the
exclusive power to revise and amend the Implementing Rules
and Regulations.
IRR 16.2 Any amendments to or revisions to this Implementing Rules
and Regulations may be proposed by any member of any
regional council upon a written request of such member,
stating the reasons thereto.
IRR 16.3 Any request for amendments and revisions as well as
proposed amendments must initially be reviewed by the

National Vice President for Academics then to be forwarded
to the National Executive Officers for discussion, editing and
final approval and to be noted by the National Adviser.
IRR 16.4 The National Executive Officers shall have the right to debunk
any proposed revisions and amendments, submitted to them
by the National Vice President for Academics, which are
deemed unnecessary. The final decision on any inclusions and
exclusions to this Implementing Rules and Regulations must
be determined by a majority vote of all National Executive
Officers in which the National Vice President for Academics is
included.
IRR 16.5 Amendments to particular provisions in this Implementing
Rules and Regulations shall be allowed provided that such
amendments will be communicated to stakeholders at least
one week before it could take effect.
IRR 17.0 SEPARABILITY CLAUSE
IRR 17.1 If any clause, provision, paragraph or part of this
Implementing Rules and Regulations shall be declared
unconstitutional or invalid, such judgment shall not affect,
invalidate, or impair any other part hereof, but shall be merely
confined to the clause, provision, paragraph or part directly
involved in the controversy in which such judgment has been
rendered.
IRR 18.0 REPEALING CLAUSE
IRR 18.1 Any rule and regulation or resolution or part/s thereof
inconsistent with the provisions of this Implementing Rules
and Regulations are hereby repealed or modified accordingly.
IRR 19.0 EFFECTIVITY
IRR 19.1 This Implementing Rules and Regulations shall take effect
immediately after its presentation and approval from the
