1. BACKGROUND

The residential treatment concept has its foundation in the halfway house program originally developed
for men returning from prison to the outside world . Residence in the halfway house, as its name
implies, was an intermediate stage between prison and freedom, during which the ex-convict could
readjust to normal responsibilities, look for a job, and resume an independent life, all within the security
of the house . It was a temporary situation providing bed, board, advice, and company. From the
halfway house the newly freed man was expected to begin an independent, constructivelife .

The basic attribute of the halfway house was that it provided independence within a framework of
emotional and financial security . The house was used for adults as well as juvenile ex-offenders.
Perhaps the most famous house for adolescents is the Highfields House, established in New Jersey in
1948 . Highfields was the model for virtually all the initial juvenile halfway houses . The concept has
spread widely because of its humane approach and its recorded successes, until presently the residential
treatment concept is being used for narcotics treatment, youth offenders, probation cases, and social
service shelters .

Unlike the original halfway house, which was a way station between prison and the outside, the
residential treatment centers presently are operated for ex-offenders as well as for those with no
criminal conviction who are referred to the program . The efficacy of this approach is considered to lie in
the residential, as opposed to the institutional, character of the facility-maximum size is usually between
25 and 30--and in the treatment of residents rather than their punishment or neglect .

2.SETTING:

2.1 SCOPE AND LIMITATION

In philippines, there are different areas that capable of handling various rehabilitation facilities.these
facilities are all over our country.although we can see them in different locations, problem and failure
won,’t go away.issues like lacked of facilities, project/ program that won’t fit the user and also
connection between each the falities to filling their evey holes.

To limit the scope of study, the following will serve as the boundaries and basis to prove the project
feasibility.
2.1a USER

Base on the table above almost 40,000 number of inmates were under the agency of bjmp, district city
and municipal jails and 25, 000 approximately were under the agency of buearu of correction (bucor) as
0f 2002 source:bjmp and bucor

Above the figure shows the profile of the jail population in tha philippines according to bjmp and bucor
as of 2002.

Bjmp has legal jurisdiction over 41,594 inmates (bjmp,2002).the majority of inmates, numbering 37,697
persons, are classified as detainees and only 3,897 are convicted to prison terms.as a result 91% of total
population of inmates were detained and 9% were sentenced.

As can we see in table 2 there is a problem jail population the abundance of inmates between the
pecentage of detained is quite to improper.because here is the problem in table 3 we can see the length
if time from arrest to last hearing of case, april 2003.

The estimated length of time that inmates in city jails within the ncr spent from the date of last hearing
is minimun of 5 days to maximum of 8 years.this leads to an average percent of inmates in this type of
jail waited for more that 1 year until the last hearing made.

But we can see that almost 25 percent of the total percentage of prisoners in city jail wihtin the ncr has
a length of time of 6 month to 1 year until the last hearing.the problem is in our local jurisdiction.

According to the table 4, 26.6 % of the total total crime commited in city jail within the ncr were
commited drug/shabu user/pusher etc. As of april 2003.so that we imply that our rehabilitation should
more focus on creating programs that will help the user to change their life.

As of july 2002 source: bjmp, the caloocan city jail ranked 2 in ncr jails popilation and congestion rate
that has a number of inmates of 1,399 but the capacity of it is 560.over 139 % congestion rate is stated.

Implication: caloocan is one of the best suitable site for our proposed rehabilitation facilty
2.1B DESIGN

BIOCENTRISM
Biocentrism builds upon the ideas of quantum physics. While physics is considered essential to the study
of the universe and chemistry essential to the study of life, biocentrism puts biology before all other
sciences in order to develop a theory of everything – a theory of the universe.

When describing this theory, Robert Lanza explains that what we call space and time are forms of animal
sense perception rather than external physical objects. Understanding this simple yet revolutionary idea
provides us with new ways to answer some of the major puzzles of mainstream science. Biocentrism
offers a new way of understanding everything from the microworld to the forces, constants, and laws
that shape our entire universe.

2.1C RESULTED ARCHITECTURE /BUILDING

The study resulted architectural components as per designed to different user’s activity.the resulted
architectural elements ,the center shall have at least 400 square meters (for 30 patients) for the
following: (1) administrative office/director’s office (with secured storage files), (2) area for outdoor
activity, (3) emergency clinic – must be located near the area where the center personnel are on duty,
(4) living quarters, separate rooms for male and female, (5) multipurpose area/recreational area.

the totality of the five major component project will serve as entities fulfilling the holes of each
rehabilitation within the proposed area location.

2.2 ASSUMPTIONS

All of the collected datas and information about the jails and rehabilitation facilities of the country.it will
serve as a solid fact and ideas to support the lackness of our rehabilitation facility.

For the purpose of this study, the following basis will set the standard in deriving conclusion as to which
the project can be drawn.

2.2A ORIGIN OF THE PROPOSAL

One of the most controversial and polemical news in these past years is about the war on drugs that
impel by our president rodrigo duterte.he pushes our national authority to supress all of posibble crime
including drugs.in because of that many drug users and drug pushers were captured and forced to shut-
in different jails.as the war on drugs went well, in contrast of that our national and city jails become
over populated.many prisoners were freed but in a few weeks most of them were be back again in jail
by doing again their bad habits.there for we can say that they always continuing bad things because of
lack of facilities and treatment in our jails.

The proposed project will serves as the motherboard of the all rehabilitation facility in specific location.it
will center the project and program of each facility.correcting the failure of other rehabilitation and
support each facility in order to give the best comportable and reliable rehabilitation center.providing
the most suitable program for all the users.
2.2B SPACE PROGRAMMING AS TO USER’S DEMOGRAPHICS

2.2C SITE OVERVIEW

Site Overview:

The site is in surrounded by residential community and easy access from the other rehabilitation facility.
The site was defined as residential and industrial community sitting on the map of Brgy. 175 Caloocan
city. The location is fit to the project because Caloocan is the highest rate of drug abuser base on the
survey.

The following are some factors to consider in both location and site selection of livelihood and
Educational rehabilitation center.

1. Accessibility – the site is in the center of the community and the support facility is also
nearby the site. Most of the drug abuser that needs to be in a program didn’t feel that they
are different to the others because they have easy access to the community.

2. Labor and Supply- the location is at the center of the community that’s why they can easily
market the product that they made in livelihood and also easy access to the supply of
materials needed.

3. Safety and Security- the site is surrounded by the support security facilities like police
station and fire station, these facilities help to the management to maintain the security and
safety of the patients.

4. High numbers of drug offenders – The Caloocan has the highest number of Drug offenders
that’s why the rehabilitation and jail facilities become over crowded.

The above cited site selection criteria are considered in choosing the best suitable lands in building a
community base rehabilitation facility.
Since the development has the most number of drug offenders it can also help to produce man power if
the program is successful, the more the rehab patient finished the program the more man power it can
produce.

According to the book entitled, “Manual of Operations for Drug abuse treatment and rehabilitation
centers” there are (9) factors that affect the rehabilitation facilities.

a. The size of the facility must be adequate for the intended use the building shall be well-
ventilated and spacious for occupants to be relatively comfortable to allow privacy for the medical
treatment area, counseling and group activities. The land area must whenever possible have enough
space for sports and recreation and learning activities.

b. The building should meet construction and safety standards, as well fire regulation and health
and sanitation requirements.

c. Bathroom and toilets – There shall be at least one bathroom, one toilet, and one lavatory is in
good working conditions for every eight (8) patients. The bathroom and toilets shall not be provided
with locks except those for the exclusive use of administrative staff.

d. Kitchen shall be clean at all times and shall be equipped with adequate basic cooking utensils
and food storage and with provision to secure/locks all sharp objects.

e. Dining area shall be clean, well-lighted, protected from insects and vermin’s, cheerfully
decorated and shall be provided with chairs and tables.

f. For residential facilities with bedrooms, the requirements are:

1. The bed shall be placed at least 100 cm. or one (1) meter apart. 2. If a double-decked bed is
utilized, this shall have at least one-meter space from the ceiling and again between the upper and
lower beds. 3. The bedroom shall be clean and orderly at all times.

g. Emergency clinic shall accommodate patients who are physically sick. It must be well-secured,
spacious enough for at least two patients and with provision for their personal hygiene and excretory
functions. It must be visibly accessible for those who are on duty.

h. Adequate water supply and electricity must be available to the extent possible; there must be
telephone and other means for outside communication. It shall be adequate in volume and pressure.
Likewise, safe and potable water shall be available at all times.
i. There shall be a contingency plan in case of accidents and emergencies following the
guidelines stipulated in DOH Administrative Order No. 2004 – 0168 known as “National Policy on Health
Emergencies and Disasters”.

2.3 SITE DESCRIPTION

The entire concept of community-based residential treatment hinges on the location of the facility in a
neighbourhood setting similar to that which the resident will return.

The proposed multi-training and educational rehabilitation centre is to be sited at Zabarte road,
Barangay 175, Caloocan, Metro Manila. The approximately 58 hectares of a vacant property, which is
good for relaxation of minds and healing due to its surroundings.

The site is situated for being accessible to the community, near access to school, jobs, recreation and
proximity to transportation.

2.4 SIGNIFICANCE OF THE STUDY

The project of making an “Educational and livelihood rehabilitation center” is not only to reduce the
drug user and the crime rate, but also to help the unemployed to find their passion that can be a source
of their income.

The study is also being an avenue to tackle the importance of labor, manpower and personality
development.

The study will be beneficial to the below listed groups of individual and sectors.

1. Educational – base on the research most of the drug offenders are youth, most of them are
out of school youth and they think they lose hope for a better future. The educational
program can help them to renew the hope to achieve their dreams.

2. Livelihood – most of the drug rehab patient want to change, but it is hard for them to avoid
drugs because they don’t have permanent work.

3. Health- The less drug user the less the crime and death rate.

4. Family- They also learn to give importance to their family.

2.5 INITIAL SPACE PROGRAM

Personnel Management
The Center must have a sound system of recruitment, selection and appointment of personnel to
ensure that staff is competent and qualified to perform the services. Individual file (201) shall be
maintained to include personal data sheet, service records, credentials, performance evaluation, etc.

Records Management

The records room shall be secured by readily accessible to Center personnel. Records shall be kept to
allow careful and systematic management.

Patient files shall include referral, social case history, home visits, psychological test evaluation results,
laboratory results, medical/psychiatric evaluation and therapy, progress notes, escape of patients, other
forms of misdemeanour, outcome of case conference, recommendation of staff, discharge, follow-up
and aftercare releases as well as closure reports. Documentation of services shall be part of Center
record. Confidentiality of records shall be maintained at all times. There shall be a documented policies
and procedures on access to and confidentiality of patient’s information. Likewise, the right of the
patient to obtain records of treatment and other relevant medical information shall be observed.
Retention and disposal of case files and other relevant information shall be in accordance with the
standards promulgated by DOH.

Administrative files shall include those communications prepared or received, fiscal and management
documents, records of all procurement of supplies, building and other facilities and the outside
environment within the compound. Personnel file shall likewise be part of the administrative files. It
shall include complete and up to date records of all personnel data, employment agreement, job
description, leaves, periodic performance, evaluation and medical treatment, transfer, retirement and
records of administrative charges, if any.

Fiscal Management

The Center shall have a sound plan of financing which gives assurance of sufficient funds to enable it to
carry out its defined purpose and provide appropriate services for drug dependents. A new Center shall
have reasonable assurance of sufficient funds to 19 Manual of Operations for Drug Abuse Treatment
and Rehabilitation Centers carry it through the first year of operation. Funds shall be provided for
employee benefits required by law. The Center shall submit their annual financial report.

The parent, spouse, guardian or any relative within the fourth degree of consanguinity of any person
who is confined under the voluntary submission program or compulsory submission program shall be
charged a certain percentage of the cost of his/her treatment and rehabilitation, following the
Department of Social Welfare and Development’s (DSWD) guidelines taking into consideration the
economic status of the family of the person confined.

All private residential Centers shall allocate five (5) percent of the total beds for service patients.
Government residential centers must not exceed fifty percent of the total bed allocation for paying
patients. Discounted rates shall be based on the prescribed guidelines by the DSWD.

Training Program

All staff must keep abreast with current trends in treatment and rehabilitation programs. To ensure the
enrichment of knowledge and skills enhancement of staff in the specialized area of rehabilitation, the
Center must have a training program for all the personnel. The Center must allow attendance of its
personnel to appropriate training programs. All members of the technical staff of the center including
volunteers shall undergo training. The training shall consists of pre-service training for future members
of the staff, continuous in-service or in-house staff training for administrative and clinical staff.

Dietary Management

The Center shall ensure provision of a well-balanced diet and meeting the daily caloric needs. It shall
respect the special dietary needs of the patient.

Maintenance Program

The center must have a preventive maintenance plan. Upkeep and maintenance of facility and
equipment including vehicles shall be regularly conducted.

Security

The Center must be adequately secured to ensure safety from outside intrusion and to prevent escapes
of patients and to ensure a drug free environment. There must be a fence and plant barriers around the
area. Visitors shall be properly screened and controlled. A system of searching for dangerous drugs and
items must be clearly documented and implemented.

2.6 DEFINITIONS

Rehabilitation is care that can help you get back, keep, or improve abilities that you need for daily life.
These abilities may be physical, mental, and/or cognitive (thinking and learning). You may have lost
them because of a disease or injury, or as a side effect from a medical treatment. Rehabilitation can
improve your daily life and functioning.

BJMP-Bureau of Jail Management and Penology is an attached agency of the Department of the Interior
and Local Government mandated to direct, supervise and control the administration and operation of all
district, city and municipal jails in the Philippines with pronged tasks of safekeeping and development of
its inmates.

BuCor-Bureau of Corrections (Filipino: Kawanihan ng mga Bilangguan, literally "Bureau of Prisons",


which was the old name of the agency from 1905 to 1989; abbreviated BuCor) is an agency of the
Department of Justice which is charged with the custody and rehabilitation of national offenders, who
have been sentenced to three years of imprisonment or more.

Inmate- is a person who lives in a specific place, especially someone who's confined there, like a
prisoner.
