THE

ST PAUL COLLEGE OF ILOCOS SUR – RED CROSS YOUTH COUNCIL LOGO

This is the logo of the Red Cross Youth Council SPCIS Chapter. It is with a Fleur-de-lis
on the background. Fleur-de-lis is one of the logos for Paulinian schools. It symbolizes chastity.

The cap resembles as the symbol of nursing and nurses are the first in the line health care
member that facilitate first aid treatment especially under stress situations. As embedded, the
Red Cross Youth members can serve as the nurses in action. The Philippine Red Cross are
coordinated with the Red Cross Youth which serves as the main body of the organization.

The emblem of a red cross with arms of equal length on a white background is the visible
sign of protection under the 1949 Geneva Conventions. The cross was one of many symbols used
to signify medic until the introduction of firearms to battle and the increase in casualties. Henri
Durant designed the Red Cross after witnessing tens of thousands of soldiers left dying on the
battlefield with no one to help them. As such, it is the emblem of the armed forces’ medical
services.

THE VISION – MISSION OF THE RED CROSS YOUTH COUNCIL

VISION:

We, the Red Cross Youth Council envision ourselves as the epitome of good will

in rendering holistic care among Paulinian Students and the number one partner of the

Philippine Red Cross in providing basic community health services.

MISSION:

To work as one with the Red Cross of the Philippines in the implementation of its

objectives for the welfare of the community, most especially in educating the people and

promoting health and well-being among Filipino citizens.


THE CONSTITUTION AND BY-LAWS OF THE
RED CROSS YOUTH COUNCIL (RCYC)

Article I
Name, Seal and Domicile

Section 1. The organization shall be called the Red Cross Youth Council hereinafter referred
to as the RCYC.

Section 2. The office of the RCYC shall be:

2.1 located at the Disaster Risk Reduction and Management Office

2.2 open to all bona fide members of the Red Cross Youth Council.

Section 3. The seal of the RCYC shall be in such form and design as may determine by the
Club.

Article II
Membership

Section 1. All bona fide students of the Department of Nursing of St. Paul College of Ilocos
Sur shall, upon enrollment, automatically be members of the RCYC. Other
students from other departments are also welcomed to join the organization.

Section 2. A member shall lose automatically lose his/her membership in the club when

2.1 he/she transfers from SPCIS

2.2 he/she drops from school for personal reasons, and/or

2.3 the administration dismisses him/her due to disciplinary violation.

Article III
Declaration of Objectives and Principles

Section 1. The Red Cross Youth Council will be the foremost youth sector of the
organization with leadership excellence, skills and capability training expertise
and a high regard of humanitarian values and fundamental principles.

Section 2. Its mission is to educate and empower the children and the youth in the spirit of
Red Cross through constructive trainings and effective leadership and provide
opportunities for directing and harnessing their energy and idealism into
worthwhile humanitarian activities.

Section 3. Its major objectives are as follows:


a) Advocacy and inculcation of humanitarian values and character building
b) Protection of life and promotion of community health
c) Service and solidarity
d) National/international friendship, understanding and education for peace
e) Dissemination of the Red Cross Seven Fundamental Principles and
International Humanitarian Law.
Article IV
Duties and Responsibilities of Members

Section 1. It shall be the responsibility of every member to:

1.1 take part in activities conducted

1.2 pay all fees sanctioned by the authorized policy making body

1.3 promote and maintain mutual trust and respect among members of the Club

Section 2. It shall be the duty of every member to cast his/her vote during elections and
referenda

Article V
The Red Cross Youth Council and its Formation

Section 1. The Red Cross Youth Council was formed from the Red Cross Ilocos Chapter in
response to humanitarian advocacies of this organization. The club brings thses
advocacies to St. Paul College of Ilocos Sur.
Section 2. The Red Cross Youth Council shall be governed by the elected officers with the
absolute leadership and representation of the Red Cross Youth Council.

Section 3. Duties and Responsibilities of Officers:

2.1 The RCYC President shall perform the following duties:


a. serve as Chief Executive Officer of the RCYC
b. implement policies enacted by the members, direct and manage the affairs
of the RCYC and exercise administrative supervision over all officers.
c. preside over all meetings (regular/special) and performs the duties and
functions required therein
d. for committee and appoint their chairman and determine their function
thereof
e. prepare and present a one-year program, of activities for the RCYC and
budget allocation of the RCYC fund in consultation with and for the
consideration of the members.
f. perform all other functions and power as may be assigned by the Moderator,
OSA Head, VPAS, and the School President.

2.2 The RCYC Vice President shall perform the following duties:
a. report directly to the RCYC President
b. oversee all the needs for the operations of the RCYC and its activities
c. preside over all meetings in the absence of the RCYC President on matters
regarding operations, activities and student concerns of the RCYC.
d. assume presidency in events where in the RCYC President is totally
incapacitated to perform his/her duties
e. perform all other functions and power as may be assigned by the RCYC
President, Moderator, OSA Head, VPAS, and the School President.

2.3 The RCYC Secretary shall perform the following duties:


a. prepare, present and keep the permanent records of all the proceedings
and activities of the RCYC
b. take charge of the logo/seal
c. certify the official activities of the council
d. prepare and send all necessary communications from the RCYC including
memoranda, resolutions, action and operational plans
d. write the minutes of the meetings of the RCYC
e. be the in-charge of all registration and attendance sheets during activities
f. perform all other functions and power as may be assigned by the RCYC
President, Moderator, OSA Head, VPAS, and the School President.

2.4 The RCYC Treasurer shall perform the following duties:


a. shall be the chief financial officer of the club
b. keep a permanent and accurate record of all financial transactions of the
RCYC
c. Present a yearly budget of the RCYC
d. submit an accurate and audited financial statement
e. perform all other functions and power as may be assigned by the RCYC
President, Moderator, OSA Head, VPAS, and the School President.

2.5 The RCYC Auditor shall perform the following duties:


a. prepare and submit financial audits every end of the semester
b. assist the Treasurer in preparing budget for the next semester/year based
on the last semester/year’s facts and figures
c. Advise the RCYC on financial matters such as in the improvement in
fund allotments
d. perform all other functions and power as may be assigned by the RCYC
President, Moderator, OSA Head, VPAS, and the School President.

2.6 The RCYC Business Manager shall perform the following duties:
a. work hand-in-hand with the RCYC President and Treasurer in coming up
with strategies for fund-raising, purchasing and other business aspects of
the RCYC
b. be responsible in requesting office supplies, program materials and etc.
for the RCYC
c. perform all other functions and power as may be assigned by the RCYC
President, Moderator, OSA Head, VPAS, and the School President.

Article VI
Qualification of Officers

Section 1. General Qualifications of RCYC officers

1.1 Must be willing to serve

1.2 No major or minor disciplinary case

1.3 No final grade lower than 80%

1.4 GPA of at least 82% in the previous semester

1.5 At least two years full time residency in SPCIS (Only for Presidents and Vice-
Presidents)

Section 2. Red Cross Youth Council is one of the accredited clubs of St. Paul College of
Ilocos Sur. Its primary objective is to let the nursing students be aware of
emergency care. It is composed of highly-qualified student leaders with the
following positions:
2.1 The RCYC President
a. Must be a fourth year student
b. Must be eligible to serve the entire term of office for one year
c. The candidates for the office of President possess proven leadership skills
and good communicative ability
d. Must not be convicted of any crime involving moral turpitude

2.2 The RCYC Vice-President


a. Must be a third year student
b. Must be eligible to serve the entire term of office for one year
c. The candidates for the office of Vice President possess proven leadership
skills and good communicative ability
d. Must not be convicted of any crime involving moral turpitude

2.3 The RCYC Secretary


a. Must be a fourth year student
b. Must be eligible to serve the entire term of office for one year
c. The candidates for the office of Secretary possess proven leadership skills
and good written communication skills

2.4 The RCYC Treasurer


a. Must be a fourth year, a third year or a second year student
b. Must be eligible to serve the entire term of office for one year
c. The candidates for the office of Treasurer are required to have proven
leadership skills and prudence in handling the monies of the RCYC

2.5 The RCYC Auditor


a. Must be a third year, a second year or a first year student
b. Must be eligible to serve the entire term of office for one year
c. The candidates for the office of Auditor are required to have proven
leadership skills and

2.6 The RCYC Business Manager


a. Must be a third year, a second year or a first year student
b. Must be eligible to serve the entire term of office for one year
c. The candidates for the office of Business Manager are required to have
proven leadership skills.

Article VII
Election

Section 1. NOMINATIONS. For the Primary Election, official nomination petitions for
candidates for RCYC offices shall be filled at the designated time and place as
directed by the Election Committee

Section 2. PRIMARY ELECTION. The primary election shall be held two weeks before
the Final Examinations of the undergraduates or as determined by the members.

Article VIII
Terms of Office

Section 1. The RCYC Officers shall serve a one-year term until they resign or fail to meet
the required qualifications; only then shall they be replaced and until the time
when their respective successors have similarly been elected.
Article IX
Recall, Removal, and Suspension from the Office

Section 1. Any elective officer of the RCYC may be recalled anytime for loss of confidence
in him/her by the co-officers due to misconduct and inefficiency

Section 2. A two-thirds approval of the voting members present is required for the removal
of the member

Article X
Meetings

Section 1. The RCYC shall meet once a month during the regular school year when school is
in session.

Section 2. Emergency and special meetings will be held every time when there is a need to
discuss important matters or concerns

Section 3. The presence of one-half of the members shall constitute a quorum. Quorum must
be present in order to conduct business.

Article XI
By-laws

Section 1. Any legislation which has more than a temporary effect must be considered a by-
law.

Section 2. A two-third (2/3) vote of the members present is required to pass a by-law under
this constitution

Article XII
Amendments/Revisions

Section 1. Amendments to this Constitution may be proposed by the following methods:


1.1 A two-thirds approval of the voting members present
1.2 A petition to the members signed at least half of the members of the RCYC
and approved by two-thirds of the voting members present
1.3 A petition signed by at least twenty-five (25) percent of the RCYC

Section 2. Any amendments to or revision of this Constitution shall be valid when ratified by
a majority vote cast in a student plebiscite which shall be held not later than a
month after the approval of the members.

Article XIII
General Transitory Provisions

Section 1. No RCYC Officer shall receive personal remuneration

Section 2. The name of the organization shall not be used for unlawful and immoral ends

Section 3. No contribution either cash or in kind shall be solicited by a member except for
lawful authorities of the organization and subject to existing laws
Section 4. All officers shall take an oath of office to support and defend this Constitution

Article XIV
Repealing Clause

Section 1. All provisions and guidelines and other documents pertaining to the function of
the Red Cross Youth Council and their activities or part hereof which are
inconsistent with the provisions of this Constitution are hereby repealed, amended
or modified accordingly.
