Human Resource Management
refers to many different activities dealing with the human
side of the organization. It is the modern term for
personnel administration
Training and Development
Focus: Identifying, assessing and through planned learning,
helping develop the key competencies (KSAO) that will
enable individuals perform current of future jobs.
Organizational Development
Focus: Assuring the healthy inter- and intra-unit
relationships and helping group initiate and manage
change.
Career Development
Focus: Assuring the process of managing, learning,
work, leisure, and transitions in order to move
toward a personally determined and evolving
preferred future.
Organizational Job Design
Focus: Defining how tasks, authority and systems will be
organized and integrated across organizational units and
in the individual job.
Job Design
(also referred to as work design or task design) is
the specification of contents, methods and
relationship of jobs in order to satisfy technological
and organizational requirements as well as the
social and personal requirements of the job holder.
Skill variety
This refers to the range of skills and activities
necessary to complete the job.

The more a person is required to use a wide variety of


skills, the more satisfying the job is likely to be.
Task identity
This dimension measures the degree to which the job
requires completion of a whole and identifiable piece
of work.
Employees who are involved in an activity from start
to finish are usually more satisfied.
Task significance
This looks at the impact and influence of a job.

Jobs are more satisfying if people believe that they


make a difference, and are adding real value to
colleagues, the organization, or the larger
community.
Autonomy
This describes the amount of individual choice and
discretion involved in a job.

More autonomy leads to more satisfaction. For


instance, a job is likely to be more satisfying if people
are involved in making decisions, instead of simply
being told what to do.
Feedback
This dimension measures the amount of
information an employee receives about his or
her performance, and the extent to which he or
she can see the impact of the work.
Job rotation is a management technique that
assigns trainees to various structures and
departments over a period of time.
Job enlargement means increasing the scope of
a job through extending the range of its job duties
and responsibilities generally within the same level
and periphery.
Job enrichment is an attempt to motivate
employees by giving them the opportunity to use the
range of their abilities.
Human Resource Planning
Focus: Determining organization’s major human
resource needs, strategies, and philosophies.
Performance Management System
Focus: Ensuring that organizational, departmental,
and individual goals are consistently being met in an
effective and efficient manner.
Selection and Staffing
Focus: Matching people and their career needs and
capabilities with jobs and career paths.
Compensation and Benefits
Focus: Assuring compensation and benefits fairness
and consistency.
Employee Assistance
Focus: Providing personal problem solving and
counseling to individual employee.
Union Labor Relations
Focus: Assuring healthy union organization
relations.
Labor Union
an organized association of workers, often in a trade or
profession, formed to protect and further their rights and
interests.
Collective Bargaining Agreement
is a process of negotiations between employers and
a group of employees aimed at reaching agreements
to regulate working conditions.
Basic Labor Laws
Regular compensation

You must pay your employees no lower than the


minimum wage rates prescribed by law. The minimum
wage rates are based on the normal working hours of
eight (8) hours a day.
Holiday Pay
You need to pay your employees holiday pay when
you require them to work on legal, declared holidays
or special days.
Premium Pay
You need to pay your employees premium pay or
additional compensation if you require them to
perform work on nonworking days, such as rest days
and special days.
The current premium pay rates are as follows:
Overtime Pay

If you require your employees to perform work


beyond eight (8) hours a day, you need to pay them
additional compensation as follows:
Night Shift differential

If your employees work at night between 10:00 pm


and 6:00 am, you are required to pay them Night Shift
Differential (NSD), as follows:
Service Incentive Leave (SIL)

If your employees have been with you already for at


least one (1) year, whether service is continuous or
broken, you need to pay them Service Incentive Leave
(SIL) equivalent to five days. The SIL may be used for
sick and vacation leave purposes. If the SIL is not used
up within the year, you may commute or pay its
money equivalent at the end of the year.
13th Month Pay

You also need to pay your rank and file employees


13th month pay no later than December 24 of every
year.
One half (1/2) of the required 13th month pay may
be made before the opening of the regular school
year and the other half on or before the 24th of
December of every year.

The minimum 13th month pay is not less than 1/12 of


the total basic salary earned by an employee within a
calendar year.
SSS Benefits

The Social Security System (SSS) provides insurance


and protection for private-sector employees,
including resident foreign employees. SSS benefits
include disability pension, retirement, funeral benefit,
sickness allowance, maternity and paternity leave and
loans.
Maternity Benefits

You must advance maternity benefits to your female


employees whether married or unmarried equivalent
60 days for normal delivery, abortion or miscarriage
or 78 days for caesarian section delivery.
Paternity Leave under Republic Act No. 8187

The paternity leave consists of seven (7) days with full


pay for the first four deliveries of the employee’s
lawful wife.
Tax Compliance

You must also ensure that you are withholding the


proper taxes due on the compensation, benefits and
other taxable emoluments paid to all your
employees.
