MANDATORY TRAINING FOR SANGGUNINANG KABATAAN TREASURER

SECRETARY AND KAGAWAD

I. Rationale

In line with the mandates of Republic Act No. 10742, elected SK Officials and appointed
Sangguniang Kabataan Treasurers and Secretaries should undergo a Mandatory Training
Program prior to his or her assumption to office for the purpose of emphasizing their role in
nation-building and moulding them to become better citizens with the values of patriotism,
nationalism and accountability in public service. The Activity will be attended by number of
participants from 18- barangays in Iloilo City.

The theme for the Mandatory Training is ”Call of Duty: A training seminar for SK
Officials” and is aimed to train the target participants in three core aspects: duties,
functions, and responsibilities as well as to train them on how to properly fulfill their
repective mandates. In addition, the mandatory training will be a venue to fine tune the
goals and targets fo the Sangguninang Kabataan threreby promoting collaboration in
nation building.

To this end, the SK Federation and the Department of the Interior and Local
Government Iloilo City Field Office, in coordination with the City Government of Iloilo willbe
conducting a blank days activity dubbed as ”Call of Duty: A training seminar for SK Officials”
for the SK Treasurer, SK Secretary and SK Kagawad of the different barangays of the City.
This training seminar aims to educate the different SK officials on their duties, fucntions and
responsibilities.

II. Objectives

1. To educate the SK Officials of their mandates under Republic Act. 10742;

2. To promote the feeling of accountability in public service to the young officials
whether they are appointed or elected;
3. To advance the role of the youth in nation building pursuant to Article II Section 13 of
the 1987 Constitution;

1. Rationalization of the Training Seminar: Answering the Whys

2. Duties of SK Officials
3. Functions of each SK Official
4. Responsibilities of SK Officials
5. Understanding the Consequences of the Failure to abide by their legal mandates

IV. Methodology

The training seminar will employ the following methodology in the conduct of its
activity:

1. Lecture discussion
2. Workshop
3. Demonstration
4. Open Forum

V. Expected Outputs
At the end of the training seminar the participants are expected:

1. To be aware of their respective duties and functions under relevant laws;

2. To have knowledge of the legal consequences of their failure to discharge their
functions;
3. To have a new appreciation of their roles in nation building; and
4. To take pride in their contribution to social growth.

VI. Target Participants

The participants of this activity shall be the SK Treasurer, SK Secretary and SK Kagawad
of the barangays aged 15-30 years old.

VII. Date and Venue

The training seminar will be conducted in one event and will have around 380
participants. The venue will be at The Mansion Iloilo City.

VIII. Budgetary Requirements

The Participants will be paying a registration fee of blank amount which shall be
charged against their approved Youth Development Plans or any available funds for training
seminars of the Barangay to be utilized as follows:

IX. Training Management, Secretariat and Facilitators

The President of the SK Federation of the City of Iloilo in cooperation with the
Department of the Interior and Local Government Iloilo City Field Office shall be repsonsible
for the over-all conduct of the activity. The DILG and the SK Federation Officials and staff
from the SK Federation Office will serve as members of the Secretariat and facilitators
during the preparation and conduct of the activity.
