On September 9, 2016, Oliver Kamm, the tipster, forwarded an email related to the approval of
the September 6, 2016 village council minutes. The minutes identified the following as the
current councilmembers:
Linda Catalano
Sally Boisseau
John Boisseau
Evan Anthony
Ray Nyhuis (has not been previously identified as a councilmember)
A review of the Florida Commission on Ethics Statement of Financial Interests (Form 1),
reported that Evans and Kamm, a former councilmember, did not file a Form 1 for 2015.
The COE report, Kamm’s email and the referenced minutes are attached to this memorandum.

The minutes need to be on the next Council meeting agenda for approval. They cannot be approved via
email.

The meeting was called to order by Clerk Fodera at 7:04 PM, followed by roll-call:
Councilpersons Catalano, Anthony and Nyhuis were physically present constituting a quorum
Councilpersons John Boisseau and Sally Boisseau participated via phone
MIMU-S:
• Public Hearing of proposed Ad Valorum rate was opened and resident Richard Willard inquired whether
the Council believed the Ad Valoum rate was adequate for the needs of the Village. Council explained
that they budgeted a non-ad Valorum amount of $20,000 allocated against the bank reserves. The Council
felt this was adequate for the coming fiscal year and that next year it would be clearer as to whether an Ad
Valoum increase was warranted for increased maintenance and administrative expenses. Mr. Willard had
no objection to the proposed rate
• With no further discussion the public hearing was closed by unanimous Council Vote
• Councilman Ray Nyhuis made a motion for approval of a resolution approving the tentative millage rate
of 4.7931 mills. The motion was seconded by Councilwoman Catalano and unanimously approved.
