The Ethics Committee is a small organization within the Foundation
comprised of members actively seeking to uncover, report and act upon
internal abuse and corruption from every level. Below you will find
regulations that shall guide you on your departmental duties.

[1] Structure
[1.1] Probationary Committee Member (PCM) | Level-2
As new members of the Committee, Probationary Committee Members are in a phase
where they are being monitored by the department’s High-Command. During this phase,
members are evaluated by their overall activity and maturity on-site and on Discord, the
ability to complete their quotas, and performance during weekly
tasks. This phase will last at least two weeks if each member completes their quota and
proves to be worthy members of the Committee. Failure to provide sufficient activity
and/or receiving two strikes during this time period will result in expungement from the
Ethics Committee.

[1.2] Committee Member (CM) | Level-2 (Max: 15)


These members of the Committee have become fully-fledged members of the
Committee, as they have proven themselves worthy of passing their Probationary
phase. As a Committee Member, duties remain the same, although they have more
privileges.

[1.3] Senior Committee Member (SCM) | Level-2 (Max: 6)


This is an honorary rank bestowed upon those who have proven themselves to be more
loyal, diligent, and active than the average Committee Member. Duties remain the
same, although Senior Committee Members may host SCP-999 walks with Class-D and
interview candidates during public interviews.

[1.4] Board of Regulations (BoR) | Level-3 (Max: 3)


These members are considered the department’s high command and are granted
Level-3 clearance in the main SCPF group. Board of Regulations may both interview
candidates in public interviews and privately interview any candidates that the
High-Command has agreed upon to be interviewed for a position within the Ethics
Committee. One of their duties is to grade Class-D Activities and Spectate Reports
submitted by Probationary Committee Members and normal Committee Members. They
also grade Unethical Reports by any member of the Committee depending on the
department of the violator. All members of the Board of Regulations are invited to
RAISA.

This rank is considered the department head and is granted Level-4 clearance within
the main SCPF group. The Editor is responsible for the department’s internal affairs and
ensures that all members follow their respective regulations while fulfilling their duties.
All reports regarding Foundation Personnel are handled accordingly by the Editor.

[2] Weekly Quota and Tasks


[2.1] Weekly Quota
All members of the Ethics Committee are expected to complete a weekly quota of two
Class-D Activities and two reports. Questionings and SCP-999 Walks are counted
towards Class-D Activities while Spectate and Unethical reports are counted towards
reports. Failure to complete the weekly quota without any notice will result in a strike.
Any inactivity notices sent on Sunday will not excuse you from your quota for that week,
but instead for the following week.

[2.2] Class-D Activities & Class-D Limits


To start off, all Committee members may host Class-D Questionings in either the
interrogation room or canteen. In order to begin your activity, you may request Class-D
in either TSTA and have them escorted to either room. Ensure that you have at least
five questions prepared before you begin. Upon entering the room, you may greet the
Class-D and ask them to sit down. You may ask follow-up questions based on their
responses if you feel any are necessary.

SCP-999 Walks may only be conducted by any Senior Committee


Member or above. One member of the Security Department (depending on the amount
of Class-D), a Sigma-9, and a Beta-7 operative must be present for SCP-999 walks.
During these walks, you may allow the Class-D to play with it and bring it around this

Probationary Committee Members may use only one Class-D personnel, while
Committee Members may use three, Senior Committee Members may use five, and
members of the Board of Regulations may use up to seven. The Editor may use up to
nine Class-D personnel.

[2.3] Spectate Reports


One of the Ethics Committee’s primary duties is to spectate tests and checkups to
ensure that Class-D are treated properly and ethically. You do not need to ask the ScD
or MD for permission to spectate their test/checkup. However, there are a few rules
regulating what ranks of the Committee may spectate as far as where the test/check-up
is being conducted and what Containment Zones the SCP is in.

Probationary Committee Members may spectate any test within the Light
Containment Zone as long as the SCP is Level-2 or below. They may not spectate any
MD tests nor check-ups that involve any SCP within the Medical Bay or Containment
Zones.

Committee Members may spectate any test within the Light or Moderate
Containment Zones as long as no Level-4 or HCZ SCPs are involved. They may also
spectate any MD test or check-up that follow the aforementioned rule.

Senior Committee Members may spectate tests within the Light, Medium, or
Heavy Containment Zones as long as no Level-4 SCPs are involved.

Board of Regulations may spectate any test or check-up within the Medical Bay
or Light, Medium, Heavy, and Biological Containment Zones as long as no Level-4
SCPs are involved. Only the Editor may grant permission to spectate tests on Level-4
SCPs. Supervision is required by either the Editor or an O5 Councillor.

When approving tests that require permission by a Committee Member (i.e 310),
it is best to ask the researcher their test question and the amount of Class-D they are
using. From there you may decide whether or not the test is ethical. If is not, you may
suggest methods to alter the test to ensure that it meets ethical standards.

[2.4] Unethical Reports and Interrogations


Writing Unethical Reports is a critical duty of the Ethics Committee. All Committee
Members must adroitly learn this skill, as Unethical Reports are the first step to ensuring
that the Foundation maintains a safe, ethical environment with all personnel abiding to
all rules and regulations. Recording gameplay on-site is recommended for all members
of the Committee. The Reportable Content section of these guidelines and the
documents posted in #foundation-guidelines will strongly aid you when checking for
unethical behavior. It is important to note that formal warnings are for more serious
situations while verbal warnings provide to be for less urgent ones. Do not be nitpicky
when reporting unethical behavior, meaning do not report every little offense committed
on-site unless it is repeated by said violator. In these cases, a simple reminder or two
would work well.

The format for unethical reports can be found below:

In order to aid Committee Members with writing reports, interrogations may be hosted,
questioning either the alleged violator(s) or victim(s) of the situation. To host an
interrogation, at least one Alpha-1 Operative must be present to escort the personnel in
question into the Interrogation Room. Interrogation reports are not required, although
you should record a video to provide as evidence for your unethical report. Refer to
#interrogation-guidelines for more instructions on how to conduct an interrogation.

[2.5] Grading Reports and Activities


Grading is one of the duties of the department’s High Command and is therefore
restricted to Board of Regulations+. Board of Regulations may grade any Class-D
Activity or Spectate Report by any PCM or CM and any Unethical report if the
department of the violator corresponds to one of the departments that they are assigned
to. Class-D Activities are marked with a :pushpin: and a letter grade based on grammar,
overall quality of the Activity along with the questions asked, and if proper escort
requirements are met. The grading criteria for Unethical reports can be found in the pins
of the #unethical-reports channel. Invalid reports and activities are marked with an :x:.
All valid tasks are counted towards weekly quotas.

[3] Expected Behavior and Maturity


[3.1] On-site and Discord
All Ethics Committee members are required to show adequate maturity and
professionalism on-site to externally reflect the department in a positive manner.
Immaturity expressed on-site by members of the Ethics Committee will result in severe
punishment. This applies for any rank in the department. You are representing our
department at all times, and therefore should make a good impression on-site and in
any Foundation Discord channels. This includes #unrelated-comms in the main SCPF
Discord server.

[3.2] Strikes
Strikes are to be issued to members that fail to complete their weekly quotas or act
inappropriately and/or break regulations while on-site or in front of any other member
outside of the department. Two strikes result result in a demotion within the department.
Any member earning three strikes will be fired from the Ethics Committee. Strikes expire
after four months.

[4] Permissions on-site


[4.1] Entering Containment Zones

No member of the Committee may freely enter or wander the Containment Zones
unless they are spectating a test or a member of the Mobile Task Forces requests for
you to follow them. If an unauthorized personnel wanders into the Containment Zones,
you may enter and instruct them to leave the zones, as long as the violator is not in the
Heavy Containment Zone. Any non-complying personnel are to be reported to the
Mobile Task Forces to be escorted out or terminated.

[4.2] Code of Silence


This protocol mainly promotes maturity and professionalism on-site. It does not indicate
that you cannot speak to non-Committee Members. In fact, communicating with those
outside of the Ethics Committee is strongly recommended so members engage with the
community. When speaking to other Committee Members be sure that you are using
team chat, which is activated by typing “/t” before typing your message.

[4.3] Security Department Trainings


Considering the immaturity that members of the Security Department often display
during their trainings, all Committee Members, regardless of their rank, may spectate
trainings to catch unethical behavior. You may request for the SD spawn to be opened
by the host of the training if SD is inside of their spawn. You cannot spectate if SD are
training inside of the TSC, even if it is on lockdown. This permission is limited to SD
trainings only and does not include SRU nor MTF trainings. Spectate reports are not
required. Do not interfere with SD trainings else you will be reprimanded, resulting
in the probability of this permission being removed.

[5] Text Channels in the Main SCPF Discord


[5.1] #Disciplinary-discussion
#Disciplinary-discussion is a channel used by the High Command and Ethics
Committee to discuss punishments given to regulation violators. Often, when a high
rank needs a suggested punishment for a violator, they will tag a member of the Ethics
Committee. When tagged, you should take the evidence provided by the high rank and
write a report on said violator, or give your suggestion in the channel. It is important to
note that the Ethics Committee has the final say on the punishment, and that is why
evaluating the whole situation is important before suggesting one.

[5.2] #Bot-commands
Although all Committee Members have access to view this channel, only Board of
Regulations and above may utilize this channel. Members of the Board of Regulations
may add a note to a user’s profile when a punishment is administered by using the

Level-4’s to ban, warn, check a personnel’s information, and add notes to a personnel’s
profile. If a Committee Member requires a profile check to be executed on a personnel
in order to suggest a punishment, they are to directly ask the Editor.

[6] Miscellaneous rules and information


[6.1] Minor disabilities during tests
During testing, Class-D personnel often gain physical, abnormal disabilities due to the
SCP’s effects. When said disabilities are only minor, and do not prevent the Class-D
from performing normal tasks, they are to be returned. An exception to this rule is if the
test is escorted by a Mobile Task Forces Operative from beginning to end, thus the
Class-D personnel must be terminated.

Examples of a minor disability include but are not limited to:


-Loss of hands from SCP-330.
-Abnormal skin colour/texture from SCP-1200.
-Growths on body from SCP-407.
-Missing hands from SCP-330.

Major disabilities include:


-Increased speed from SCP-407. (Minor increases/decreases in speed are allowed.)
-Decreased size and hitbox from SCP-1200.
-Infectious abilities, such as the effects from 914.
-Loss of one full limb from SCP-1162.
-Invisibility or “ghost” effects, causing the D-Class to be difficult to see.

[6.2] Biweekly Meetings


Biweekly meetings are hosted by the Ethics Committee’s High Command every two
week to discuss and evaluate the department’s current state. An announcement will be
made a few days prior to the event, and all Ethics Committee members are expected to
attend unless providing a Board of Regulations+ with a valid reason as to why they are
unable to attend.

[6.3] Interviews
Interviewing personnel privately or through public sessions are the only way for the
Committee to gain new members. Regular personnel may earn a private interview if
they are suggested through the text channel #member-recommendations. If the High
Command deems a recommended personnel worthy, then they shall be interviewed by
a Board of Regulations+. Public interviews, on the other hand, are hosted once the
department is in need of new members. Senior Committee Member+ may interview

[6.4] Promotions
Earning promotions within the Ethics Committee has never been directly defined, and
that is due to the small member capacity of the department and limit for each rank.
Promotions are awarded to those who have provided adequate activity and exceptional
diligence within the Committee. Filling each position with extraordinary and
high-performing members is an important duty and must not be undermined, nor shall
any member’s capabilities or diligence be overlooked.

[6.5] Reportable Content


Often times, as members of the Ethics Committee, we often forget what behavior is
considered ethical and unethical. There is no shame to be felt about it. Below is a list of
examples of unethical violations that Foundation personnel may commit while on-site.
❖ [S] SMALL: The violation is minor and may be dealt with a Committee member
on-site.The violator may be issued a warning in these scenarios. These
offenses should only be reported if the violator repeats this type of offense.
❖ [M] MEDIUM: The violation is a little severe and may be dealt with by a
Committee Member on-site, but it is recommended that the violator is reported
immediately.
❖ [SV] SEVERE: The violation is severe and must be reported immediately.
Committee Members may not be able to act in these cases as their overall power
is limited.

EXAMPLES OF REPORTABLE FOUNDATION PERSONNEL VIOLATIONS:


➔ [S] Entering an area that is restricted to their clearance level. For example -- a
Level-0 entering the TSTA and/or containment zones (LCZ, MCZ, HCZ).
➔ [S] Using emojis, the dance emote, or spamming emotes (i.e spamming the
wave emote). Remember to remind them straight away before reporting them.
➔ [M] Purposefully misusing the radio (i.e spamming, trolling). This may be marked
as a severe offense if they disobey orders to stop. Do not report them if they
accidentally misuse it once.
➔ [M] Entering the TSC without proper clearance or permissions. Level 3 may enter
if they are being guarded by at least one Security Guard+.
➔ [SV] Disrespecting another member of the Foundation or a Class-D. This
includes racism, sexual harassment, bullying, threats, etc..
➔ [SV] Abusing their Glock on-site (if they own the gamepass).

SECURITY DEPARTMENT VIOLATIONS:
➔ [S] Signing off/on incorrectly (by making a small error). If it is repeated, then it
should be reported.
➔ [S] Failing to use team chat while guarding in the TSC. If this is repeated, then it
should be reported.
➔ [S] Going AFK outside of the SD spawn.
➔ [S] Disrespecting Class-D while either guarding, briefing, or escorting any type of
test/checkup/event.
➔ [M] Opening both transfer gates at once, forgetting to close one or both; or
randomly opening/closing every cell in the TSC.
➔ [SV] Abusing their P90/Glock by threatening or killing Foundation Personnel with
no reason -- or in another words, going rogue. It is also considered abuse if they
randomly terminate Class-D personnel, especially when guarding the TSC.

EXAMPLES OF REPORTABLE SCIENTIFIC DEPARTMENT VIOLATIONS:


➔ [S] Requesting over the Class-D limit granted by their rank.
➔ [S] Intentionally disrespecting Class-D or the Security Department escort(s)
during a test.
➔ [M] Testing on an SCP out of their clearance range, lying about having
permission to test an SCP, or testing themselves on an SCP (this may be
considered going rogue and could be marked as a severe offense).
➔ [M] Failing to bring a Security Department escort for their test.
➔ [M] Entering the TSC to get themselves a Class-D.

EXAMPLES OF REPORTABLE MEDICAL DEPARTMENT VIOLATIONS:


➔ [S] Intentionally disrespecting Class-D or the Security Department escort during
an escort, checkup, or medical test.
➔ [M] Requesting over the Class-D limit (which should be only one in most cases,
unless it is a medical test).
➔ [SV] Abusing their medical syringes and/or carrying syringes that they are not
permitted to have. This is considering going rogue and must be reported
immediately.
EXAMPLES OF REPORTABLE MOBILE TASK FORCES VIOLATIONS:
➔ [S] Breaking any Code of Silence that they have. A prime example is A-1
Operatives speaking to personnel for no reason and leaving team chat or
whisper.

DEALING WITH VIOLATORS ON-SITE


➢ SMALL VIOLATIONS: For any [S] violations, a simple warning (or reminder)
should be issued to the offender(s) to not commit the action again. Do not
threaten them with a suspension or clearance level demotion. We are not
intended to make personnel live in fear why they are on-site.
➢ MEDIUM VIOLATIONS: For any [M] violations, remember to report the violator.
You should issue the violator a warning and speak to a high rank (either a

[6.6] General Appearance


When a non-member views a group from the outside, the members of that group stand
out the most and says much about it. The Ethics Committee is a department, meaning
that it is a group on ROBLOX and that any person browsing the website could visit the
group’s page and judge us based on the appearance (ROBLOX character) of our
members. We do not intend to limit what you can or cannot wear, but please keep in
mind that anything you choose to wear reflects our department’s overall external
portrayal. You should attempt to stray away from default clothing or any
apparel/package combinations that represent immaturity. This applies to Discord profile
pictures as well.

[7] Conclusion
Although the department consists of only a few members, the Ethics Committee
provides itself to be crucial to the Foundation’s operations and duties, and without it,
chaos could ensue and violators could commit immoral and unethical actions with no
justifiable punishment. Should any Committee Member have any further questions,
they are to be directed to the department’s High Command.
